June 30, 2016 Reflections from the Margins on Independence Day John Dayal Human rights and peace activist On this day, Indian Prime Minister Narendra Modi visits the United States for the first time since his visa ban was lifted. On this momentous occasion, Cornerstone revisits the implications of Modi's rise to power. --- It is not a jubilee year for independent India, but it is nonetheless a landmark anniversary. Not since Mrs. Indira Gandhi lost office and Mr. Morarji Desai assumed power at the head of the Janata Party has there been such a drastic change, even a reversal, of ideologies, policies, and a vision for the future. The factors that led to the defeat of Mrs. Gandhi in 1977 are now well known. She halted democracy in its tracks and gifted the country’s governance to her son Mr. Sanjay Gandhi, who emerged as the undisputed extra-constitutional center of power and authority. For all practical purposes, the Constitution was suspended, and an unofficial dictatorship came into being. I mention the Emergency [1975-1977] for two reasons. The first reason for the total recall is that the Emergency shattered the belief that the foundations of Indian democracy are so strong and rooted in the Freedom Struggle that they cannot be shaken even momentarily. The second is that a “popular” and “strong” leader with a mass following and little opposition—and perhaps assisted by extra-constitutional power centers—can if she or he wants to, do just about anything with the governance machinery. -

Email: [email protected] Abstract Anti-establishment parties with either a left-wing or a right-wing ideological slant have been entering contemporary European Democracies with sizeable vote shares. During the Great Recession, the Greek and the Italian party system could be perceived as convergent case-studies for the formation and breakthrough of anti-establishment parties. Given the fact that ideologically diverging anti- establishment parties – the Coalition of the Radical Left - Social Unionist Front (SYRIZA) and the Independent Greeks (ANEL) in the Greek case, as well as the Five Star Movement (M5S) and the League in the Italian one – came to power and formed coalition governments, the primary goal of this article is to enquire into supply-side parameters, exploring potential associations along a range of programmatic stances and policy dimensions that effectuated these governing alliances. Using the Comparative Manifesto Project dataset, our findings confirm the existence of expected programmatic differences as well as a converging policymaking basis between the anti-establishment coalition partners of both governing alliances. The insights of scholars like Christophe Jaffrelot, Ashish Nandy, Thomas Blom Hansen, Ram Puniyani, Badri Narayan, and Chetan Bhatt have been instrumental in furthering my understanding of the manifold elements of Hindutva ideology. -
Failure of the Mahagathbandhan
ISSN (Online) - 2349-8846 Failure of the Mahagathbandhan In the Lok Sabha elections of 2019 in Uttar Pradesh, the contest was keenly watched as the alliance of the Samajwadi Party, Bahujan Samaj Party, and Rashtriya Lok Dal took on the challenge against the domination of the Bharatiya Janata Party. What contributed to the continued good performance of the BJP and the inability of the alliance to assert its presence is the focus of analysis here. In the last decade, politics in Uttar Pradesh (UP) has seen radical shifts. The Lok Sabha elections 2009 saw the Congress’s comeback in UP. It gained votes in all subregions of UP and also registered a sizeable increase in vote share among all social groups. The 2012 assembly elections gave a big victory to the Samajwadi Party (SP) when it was able to get votes beyond its traditional voters: Muslims and Other Backward Classes (OBCs). The 2014 Lok Sabha elections saw the Bharatiya Janata Party (BJP) winning 73 seats with its ally Apna Dal. It was facilitated by the consolidation of voters cutting across caste and class, in favour of the party. Riding on the popularity of Narendra Modi, the BJP was able to trounce the regional parties and emerge victorious in the 2017 assembly elections as well. But, against the backdrop of anti-incumbency, an indifferent economic record, and with the coming together of the regional parties, it was generally believed that the BJP would not be able to replicate its success in 2019. However, the BJP’s performance in the 2019 Lok Sabha elections shows its continued domination over the politics of UP. -

The Liberal Democratic Party: Still the Most Powerful Party in Japan Ronald J. Hrebenar and Akira Nakamura The Liberal Democratic Party (LDP) was the national-level ruling party of Japan throughout the entire First Party System (1955–1993). Among the politi- cal systems of non-Socialist developed nations, Japan is unique in that except for a short period after World War II, when a Socialist-centered coalition gov- ernment ruled Japan in 1947–1948, conservative forces have continuously held power on the national level. In 1955, when two conservative parties merged to form the LDP, conservative rule was concentrated within that single organiza- tion and maintained its reign as the governing party for thirty-eight years. It lost its majority in the weak House of Councillors (HC) in the 1989 elections and then lost its control of the crucial House of Representatives (HR) in 1993. However, it returned to the cabinet in January 1996 and gained a majority of HR seats in September 1997. Since the fall of 1997, the LDP has returned to its long-term position as the sole ruling party on the Japanese national level of politics. However shaky the LDP’s current hold, its record is certainly un- precedented among the ruling democratic parties in the world. All of its com- petition for the “years in power” record have fallen by the sidelines over the decades. The Socialist Party of Sweden and the Christian Democratic Party of Italy have both fallen on hard times in recent years, and whereas the Socialists have managed to regain power in Sweden in a coalition, the CDP of Italy has self-destructed while the leftists have run Italy since 1996. -

DISSOLUTION OF THE LOK SABHA Tanusri Prasanna* Introduction The dissolution of the twelfth Lok Sabha on the twenty sixth day of April, 1999, by the President Mr. K.R. Narayanan, and the role of the latter in the intense political decision making preceding the same, have thrown open afresh the debate as to the exact role of the President as envisaged in the Constitution in the matter of dissolution. This paper attempts to analyse this issue in light of various controversial views on the subject. Pre-independence constitutional debates in India were influenced by two models of democratic government: the British Parliamentary system, and the Presidential system of the United States. In the final analysis the British model being closer home, "every instalment of constitutional reform was regarded as a step towards the establishment of a democratic and responsible government as it functioned in Britain."' Thus, it is widely accepted by various scholars that the founding fathers of the Constitution had opted for the parliamentary system of government. Working on this premise, the concepts such as executive decision making as well as delineating limits and laying a system of checks and balances on the different wings of the government as provided by the inherent federal structure, have been debated over and over again. However, when the Constitution actually came into force, a reading of its provisions sparked off a new line of thought as to the very nature of government, and the Presidential model of the United States which had been earlier rejected was now compared and contrasted.2 These discussions and debates were mainly concerned with the respective powers of the President and the Prime minister in the Constitution and in cases where both entities were strong the clash of opinions was soon recognised. -

The presence of these constraints makes it important to analyse the positive theory of government behaviour, or in other words to explore what governments actually do. The recent public choice literature discusses various political features which crucially influence government behaviour, and which drive a wedge between what governments actually do and what they are advised to do by economists. Typically, political power is dispersed, either across different wings of the government, or amongst political parties in a coalition, or across parties that alternate in power through the medium of elections. The desire to concentrate or hold on to power can result in inefficient economic policies. For instance, lobbying by various interest groups together with the ruling party's wish to remain in power often results in policy distortions being exchanged for electoral support.1 Several papers also emphasise the presence of political cycles in economic policy formulation.
