1. STATEMENT BY MINISTER CORRECTING ANSWER TO QUESTION

Shri L. K. Advani (Minister of Home Affairs) laid on the Table a Statement (in English and ) correcting the reply given in Rajya Sabha on the 3rd June, 1998 to Unstarred Question 803 regarding Technicians in ITBP.

2. PAPERS LAID ON THE TABLE

Shri P. R. Kumaramangalam (Minister of Power) laid on the Table a copy (in English and Hindi) of the Memorandum of Understanding between the Government of (Ministry of Power) and National Hydro Electric Power Corporation Limited, for the year 1998-99.

Shri Kashiram Rana (Minister of Textiles) laid on the Table-

I. (1) A copy each (in English and Hindi) of the following papers, under sub-section (1) of section 619A of the Companies Act, 1956:-

(i) Annual Report and Accounts of the Jute Corporation of India Limited, Calcutta, for the year 1996-97, together with the Auditors' Report on the Accounts and the comments of the Comptroller and Auditor General of India thereon.

(ii) Review by Government on the working of the above Corporation.

(2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above.

II. A copy each (in English and Hindi) of the following papers:-

(i) Annual Report and Accounts of the Indian Jute Industries' Research Association, Calcutta, for the year 1996-97, together with the Auditors' Report on the Accounts.

(ii) Review by Government on the working of the above Association.

(iii) Statement giving reasons for the delay in laying the papers mentioned at (i) above.

Shri Babagouda Patil [Minister of State (Independent Charge) in the Ministry of Rural Development] laid on the Table, a copy each (in English and Hindi) of the following papers:-

(i) Annual Report of the National Institute of Rural Development, Hyderabad, for the year 1996-97.

(ii) Annual Accounts of the National Institute of Rural Development, Hyderabad, for the year 1996-97 and the Audit Report thereon. (iii) Review by Government on the working of the above Institute.

(iv) Statement giving reasons for the delay in laying the papers mentioned at (i) and (ii) above.

3. MOTION FOR ELECTION TO THE COIR BOARD

Shri (Minister of Industry) moved:

"That in pursuance of clause (e) of sub-section (3) of section 4 of the Coir Industry Act, 1953 (45 of 1953), read with clause (e) of sub-rule(1) of rule 4 and sub-rule(1) of rule 5 of the Coir Industry Rules, 1954, this House do proceed to elect, in such manner as the Chairman may direct, one member from among the members of the House to be a member of the Coir Board."

The motion was adopted.

4. MESSAGE FROM THE

The Finance (No. 2) Bill, 1998

Secretary-General reported to the House the following message received from the Lok Sabha signed by the Secretary-General of the Lok Sabha:

"In accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Finance (No. 2) Bill, 1998, as passed by Lok Sabha at its sitting held on the 17th July, 1998.

6. RECOMMENDATIONS OF THE BUSINESS ADVISORY COMMITTEE

The Chairman informed Members that the Business Advisory Committee at its meeting held on Tuesday the 21st July, 1998 allotted time for Government Legislative Business as follows:

7. DISCUSSION ON THE WORKING OF THE MINISTRY OF ENVIRONMENT AND FORESTS

Further discussion on the working of the Ministry of Environment and Forests raised by Dr. Y. Radhakrishna Murty on the 21st July, 1998 continued.

Members took part in the discussion.

Shri (Minister of Environment and Forests) replied to the debate.

8. STATEMENT BY MINISTER

Dr. (Minister of Human Resource Development and Additional Charge of Science and Technology) made a statement on the Swarana Jayanti Fellowships for Young Scientists.

9. GOVERNMENT BILLS-DEFERRED

I. The Narcotic Drugs and Psychotropic substances (Amendment) Bill, 1998

Shri (Minister of Finance) moved:

"That the Bill further to amend the Narcotic Drugs and Psychotropic Substances Act, 1985 be taken into consideration."

On the suggestion of some Members and agreed to by the House, the consideration of the Bill was deferred. II. The Navy (Amendment) Bill, 1997

Shri (Minister of Defence) moved:

"That the Bill further to amend the Navy Act, 1957 be taken into consideration."
