1. STATEMENT BY MINISTER CORRECTING ANSWER TO QUESTION

Shri Ramesh Bais (Minister of State in the Ministries of Steel & Mines) laid on the Table a Statement (in English and Hindi) correcting the reply given in the Rajya Sabha on the 13th July, 1998 to Unstarred Question 2852 regarding Officers and employees working in HSCC.

2. PAPERS LAID ON THE TABLE

Shri (Minister of Industry) on behalf of SHRI L. K. ADVANI laid on the Table a copy each of the following papers:-

(i) First Report of the Jain Commission of Inquiry including its Annexures relating to assassination of Shri alongwith a Memorandum of Action Taken thereon.

(ii) Explanatory Memorandum regarding not laying the Hindi version of the Final Report alongwith the English version and inability to prepare copies for circulation to all Members.

Shri M. Thambi Durai (Minister of Law Justice and Company Affairs & Source Affairs) laid on the Table a copy each (in English and Hindi) of the following papers:- (i) Annual Report and Accounts of the International Centre for Alternative Dispute Resolution, New , for the year 1996-97, together with the Auditors' Report on the Accounts.

(ii) Statement by Government accepting the above Report.

(iii) Statement giving reasons for the delay in laying the papers mentioned at (i) above.

Shri Satayapal Singh Yadav (Minister of State in the Ministry of Civil Supplies) laid on the Table, under sub-section (1) of section 31 of the Consumer Protection Act, 1986 a copy (in English and Hindi) of the Ministry of Food and Consumer Affairs Notification G.S.R. No. 88(E), dated the 24-2-98, publishing the Consumer Protection (Amendment) Rules, 1998.

3. REPORTS OF THE DEPARTMENT RELATED PARLIAMENTARY STANDING COMMITTEE ON ENERGY

Shri Brahamkumar Bhatt laid on the Table, a copy each (in English and Hindi) of the following Reports of the Department-related Parliamentary Standing Committee on Energy:-

(i) Fifth Report on Action Taken by the Government on the recommendations contained in the Fourteenth Report of the Standing Committee on Energy (Eleventh ) on Demands for Grants (1997-98) relating to Department of Atomic Energy.

(ii) Sixth Report on Action Taken by the Government on the recommendations contained in the Fifteenth Report of the Standing Committee on Energy (Eleventh Lok Sabha) on Demands for Grants (1997-98) relating to Ministry of Non- Conventional Energy Sources.

(iii) Seventh Report on Action Taken by the Government on the recommendations contained in the Sixteenth Report of the Standing Committee on Energy (Eleventh Lok Sabha) on Demands for Grants 1997-98) relating to Ministry of Power.

(iv) Eighth Report on Action Taken by the Government on the recommendations contained in the Seventeenth Report of the Standing Committee on Energy (Eleventh Lok Sabha) on Demands for Grants (1997-98) relating to Ministry of Coal.

(v) Ninth Report on Action by the Government on the recommendations contained in the Eighteenth Report of the Standing Committee on Energy (Eleventh Lok Sabha) on the subject "Rural Electrification-Problems, Realities and Achievements."

4. ANNOUNCEMENT RE. GOVERNMENT LEGISLATIVE BUSINESS FOR THE WEEK COMMENCING 3RD AUGUST, 1998.

Shri Ram Naik (Minister of State in the Ministries of Parliamentary Affairs, Railways & Planning and Programme Implementation) announced that Government Business during the week commencing Monday, 3rd August, 1998 will consist of:- 1. Consideration of any item of Government Business carried over from today's (31- 7-1998) order paper.

2. Discussion on final Report of Jain Commission of Enquiry and Action Taken Report thereon.

3. Consideration and passing/return of following Bills as passed by Lok Sabha:-

(i) The Oil-Fields (Regulation and Development) Amendment Bill, 1998.

(ii) The Export-Import Bank of India (Amendment) Bill, 1998.

(iii) The Cotton Ginning and Pressing Factories (Repeal) Bill, 1998.

5. CALLING ATTENTION TO MATTER OF URGENT PUBLIC IMPORTANCE

Dr. Biplab Dasgupta called the attention of the Minister of Labour of the situation arising out of widespread violation of labour laws leading to non-payment of wages, default in the payment of provident fund dues and other statutory dues.

Dr. Satyanarayan Jatiya (Minister of Labour) made a statement.

Thereafter, Members sought clarifications on the statement.

Dr. Satyanarayan Jatiya replied to the clarifications.
