Shrimati Maneka Gandhi [Minister of State (Independent Charge) in the Ministry of Welfare] laid on the Table- I. A copy (in English and Hindi) of the Ministry of Social Justice and Empowerment Notification F. No. 5-62/93/RCI, dated the 22nd April, 1998, publishing the Rehabilitation Council of India (Conditions of Service of Member-Secretary, Officers and other employees) Regulations, 1998 and the Rehabilitation Council of India (Standards of Professional Conduct, Etiquette and Code Ethics for Rehabilitation Professionals) Regulations, 1998, under Section 30 of the Rehabilitation Council of India Act, 1992. (ii) GSR 265(E), dated May 25, 1998, publishing the Rajasthan Coal Mines Provident Fund (Amendment) Scheme, 1998. (iii) GSR 266(E), dated May 25, 1998, publishing the Andhra Pradesh Coal Mines Provident Fund (Amendment) Scheme, 1998 alongwith an explanatory memorandum. 2. REPORTS OF THE DEPARTMENT-RELATED PARLIAMENTARY STANDING COMMITTEE ON HOME AFFAIRS Shri Pranab Mukherjee presented the Forty-third, Forty-fourth and Forty-fifth Reports (in English and Hindi) of the Department-related Parliamentary Standing Committee on Home Affairs on the Demands for Grants (1998-99) of the Ministry of Home Affairs; Ministry of Personnel, Public Grievances and Pensions; and Ministry of Law, Justices and Company Affairs. 3. REPORT OF THE DEPARTMENT-RELATED PARLIAMENTARY STANDING COMMITTEE ON URBAN AND RURAL DEVELOPMENT Shri Nilotpal Basu laid on the Table, a copy (in English and Hindi) of the Third Report of the Standing Committee on Urban and Rural Development on Demands for Grants (1998-99) of the Department of Urban Employment and Poverty Alleviation (Ministry of Urban Affairs and Employment). 4. GOVERNMENT BILL-RETURNED The Appropriation (Railways) No. 3 Bill, 1998 Shri Nitish Kumar (Minister of Railways) moved: "That the Bill to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of India for the services of the financial year 1998-99 for the purposes of Railways, as passed by Lok Sabha, be taken into consideration." Members took part in the discussion. Shri Nitish Kumar replied to the debate. The motion for consideration of the Bill was adopted. Thereafter, clause by clause consideration of the Bill was taken up. Clause 2, 3 and the Schedule were adopted. Clause 1, the Enacting Formula and the Title were adopted. Shri Nitish Kumar moved: That the Bill be returned. The motion moved by Shri Nitish Kumar that the Bill be returned was adopted and the Bill was returned.
