Dr. Satyanarayan Jatiya (Minister of Labour) laid on the Table-

Shri Naveen Patnaik: (Minister of Steel and Mines) laid on the Table a copy each (in English and Hindi) of the following papers:-

Shrimati Maneka Gandhi [Minister of State (Independent Charge) in the Ministry of Welfare] laid on the Table-

I. A copy (in English and Hindi) of the Ministry of Social Justice and Empowerment Notification F. 2. REPORTS OF THE DEPARTMENT-RELATED PARLIAMENTARY STANDING COMMITTEE ON HOME AFFAIRS Shri Pranab Mukherjee presented the Forty-third, Forty-fourth and Forty-fifth Reports (in English and Hindi) of the Department-related Parliamentary Standing Committee on Home Affairs on the Demands for Grants (1998-99) of the Ministry of Home Affairs; Ministry of Personnel, Public Grievances and Pensions; and Ministry of Law, Justices and Company Affairs.

3. REPORT OF THE DEPARTMENT-RELATED PARLIAMENTARY STANDING COMMITTEE ON URBAN AND RURAL DEVELOPMENT

Shri Nilotpal Basu laid on the Table, a copy (in English and Hindi) of the Third Report of the Standing Committee on Urban and Rural Development on Demands for Grants (1998-99) of the Department of Urban Employment and Poverty Alleviation (Ministry of Urban Affairs and Employment).

Shri Nitish Kumar (Minister of Railways) moved:

"That the Bill to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of India for the services of the financial year 1998-99 for the purposes of Railways, as passed by Lok Sabha, be taken into consideration."

Members took part in the discussion.

Shri Nitish Kumar replied to the debate.

The motion for consideration of the Bill was adopted. Thereafter, clause by clause consideration of the Bill was taken up.

Shri O. Rajagopal had not concluded his speech while raising the discussion on the working of the Ministry of Human Resource Development.
