Community No. M24 - LLANFECHAIN

Introduction

1. The present of Llanfechain is a geographically compact area taking up the whole of a marked widening in the valleys of the Cain and Brogan rivers. About half of the population of the community is now concentrated in the village of Llanfechain, which has doubled in size since the early 1980s. The remainder of the population lives in scattered farms and dwellings and in the small rural settlements of Ffridd.

2. The community has a population of 521, an electorate of 451 (2005) and a council of 8 members. The precept required for 2005 is £4,000, representing a Council Tax Band D equivalent of £15.71.

3. In the 1986 Review, there were proposals to merge Llanfechain with the then Llansantffraid Pool and Llansantffraid Deytheur communities to create a three-ward community. This was vehemently opposed. Llanfechain Community Council asserted that "the existing boundaries of their community formed a logical, geographical unit and a community which had, through the ecclesiastical Parish, been in existence for many hundreds of years." The Local Government Boundary Commission for agreed: "Llanfechain is separated geographically and socially". Following a boundary adjustment to transfer the area around Bwlchycibau, including Brynderwen and Bryngwyn, to the new community of , the Commission made its final recommendations for a community council of eight members in an un-warded community.

Assessment

5. The electorate of Llanfechain has increased from 310 in 1980 to 451 in 2005. Further development in the Unitary Development Plan will be limited to infill development and opportunities for affordable housing development adjacent to the settlement development boundaries. There are also opportunities for affordable housing development in the rural settlement of Ffridd in accordance with Policy HP9 of the Plan, for a limited number of dwellings in the open countryside in accordance with Policy HP6 of the Plan, and for conversions in accordance with Policy GP6 of the Plan. We note that this community's electorate will continue, therefore, to lie in the range of 400-600 electors, suggesting an entitlement in accordance with Table 7 - Guide to Allocation of Councillors to Community Councils to eight councillors.
