This thesis examines the expansion and downscaling of the Finnish shipbuilding industry from 1952 to 1996, which has been claimed to be a contingent rather than merely correlated result of the Finnish- Soviet bilateral trade relationship. By exploring the agency of a small country navigating the period of international confrontation and competition, this study contributes to our understanding of the material and economic consequences of the global Cold War. The Finnish shipbuilding industry is conceived as a techno-economic system —a heterogeneous web of components that contributed to the profit-driven building of maritime technology. The conceptualisation draws from studies of Large Technological Systems (LTS), but it adds to the LTS theory an equally strong economic dimension alongside the technological one, and examines industrial transformation as dynamics between system stabilisation and change. The study addresses three specific research questions: How the shipbuilding system developed its structure and national style; how it interacted with the state; and how it disintegrated during the latter part of the Cold War. The study contributes to the LTS theory by showing how the system disintegration re-politicises elements that had established as ordinary. Consequently, the end provides a way of re-considering the politics embedded in the mature system as well. The gravity of the empirical research lies in the five case studies that approach the techno-economic system from five perspectives: technopolitics of shipbuilding, non-commercial cooperation, bilateral institutions of trade and payment, industrial reorganisation, and state aid and financing. The study shows how the Finnish shipbuilding adopted certain elements and gained momentum because Finland's position next to the Soviet Union introduced a novel set of constrains and opportunities. Critical for the industrial development was, however, the Finnish agency in adjusting and adapting to these international conditions. The Finnish Cold War shipbuilding system expressed a recognizable national style in how the companies controlled the fluctuation and insecurities of the business. The state actors often subscribed to the system goals but they also used the shipbuilding system as a technopolitical tool to address national security, national prestige, and national welfare. The disintegration of the Cold War system was triggered by external changes after the 1970s, but initially the system momentum seemingly increased. Käsite ammentaa Suurten teknologisten järjestelmien (Large Technological System, LTS) teoriasta, mutta se lisää teknologian rinnalle yhtä merkittävän taloudellisen ulottuvuuden. Tekno-ekonomisen järjestelmän analyysin kautta tutkimus pureutuu kolmeen kysymyksen: miten Suomen kylmän sodan laivanrakennusjärjestelmä kehitti erityisen rakenteen ja kansallisen tyylin, mikä oli sen suhde valtioon ja miten se hajosi kylmän sodan lopussa? Tutkimuksen kontribuutio LTS-teoriaan on sen osoittaminen, kuinka järjestelmän hajoaminen politisoi uudelleen elementtejä, jotka järjestelmän kehittyessä olivat vakiintuneet ja apolitisoituneet. Järjestelmän loppu tarjoaa metodologisen mahdollisuuden tutkia myös kypsän järjestelmän latenttia poliittisuutta. Viiden tapaustutkimuksen kautta tutkimus tarkastelee Suomen laivanrakennusjärjestelmää eri näkökulmista, jotka ovat laivanrakennuksen teknopolitiikka, epäkaupallinen itä-länsi -yhteistyö, bilateraaliset kaupan ja maksujen instituutiot, teollisuuden uudelleenorganisointi, sekä valtion telakkarahoitus ja tuet. Tutkimus osoittaa, kuinka kylmän sodan mukanaan tuomat rajoitteet ja mahdollisuudet muokkasivat Suomen laivanrakennusjärjestelmää. Suomalaiset toimijat sopeutuivat kehittämällä ainutkertaisia järjestelmäelementtejä sekä tunnistettavan kansallisen tyylin. Valtiotoimijat ottivat tekno-taloudellisen järjestelmän tavoitteet omikseen, mutta käyttivät laivanrakennusta myös teknopoliittisena instrumenttina vaikuttaakseen kansallisiin kysymyksiin turvallisuudesta, arvovallasta ja hyvinvoinnista. Kylmän sodan tekno-taloudellisen järjestelmän hajoaminen oli seurausta taloudellisista ja poliittisista muutoksia 1970-luvulta alkaen.     HUNGAROLOGISCHE BEITRÄGE 18 BRIDGE BUILDING AND POLITICAL CULTURES Political Cultures in Urho Kekkonen’s Finland and János Kádár’s Hungary Heino NYYSSÖNEN 1 Introduction Comparing Finland and Hungary is a fruitful task despite the ap- parent historical differences: after the Second World War the for- mer remained a democracy whilst the latter became a dictatorship. Also their relation to their greatest and most powerful neighbour, Soviet Union, seems to be different. Hungary belonged to the same military pact as the Soviet Union, but Finland’s foreign pol- icy was based on the idea of neutrality. However, the difference between the most eastern country of the West and the most west- ern country of the East is not that evident. According to an old standpoint Finns and Hungarians are re- latives and with special relationship. We can, however, doubt that the structural similarities in language and common roots 6,000 years ago hardly make sense, when we study recent po- litical culture. Rather than ‘kinship’ the concept of national in- terest gained a more important role in mutual co-operation af- ter 1945. Nevertheless, maintaining the old idea of a relation- ship, defined as ‘scientific truth’, made communication easier between these two nations. Already in the end of the 1960s Hungary had most connections with Finland among capitalist countries. In Europe Finland became a forerunner also in the 1970s, when visa between the two countries was abolished. The purpose of this article is to compare political cultures in Finland and Hungary during the Urho Kekkonen and János Kádár era. Lampe Department of History After the Second World War the European continent stood divided between two clearly defined and competing systems of government, economic and social progress. Historians have repeatedly analyzed the formation of the Soviet bloc in the east, the subsequent superpower confrontation, and the resulting rise of Euro-Atlantic interconnection in the west. This dissertation provides a new view of how two borderlands steered clear of absorption into the Soviet bloc. It addresses the foreign relations of Yugoslavia and Finland with the Soviet Union and with each other between 1948 and 1958. Narrated here are their separate yet comparable and, to some extent, coordinated contests with the Soviet Union. Ending the presumed partnership with the Soviet Union, the Tito-Stalin split of 1948 launched Yugoslavia on a search for an alternative foreign policy, one that previously began before the split and helped to provoke it. After the split that search turned to avoiding violent conflict with the Soviet Union while creating alternative international partnerships to help the Communist state to survive in difficult postwar conditions. Finnish-Soviet relations between 1944 and 1948 showed the Yugoslav Foreign Ministry that in order to avoid invasion, it would have to demonstrate a commitment to minimizing security risks to the Soviet Union along its European political border and to not interfering in the Soviet domination of domestic politics elsewhere in Eastern Europe.

FOREWORD This study was carried out in the Finnish Environment Institute at the Research Programme for Global Change (GTO) during years 2005 and 2006. The focus was, firstly, to develop national integrated assessment modeling framework of air pollutants, and secondly, to enhance the general understanding of the magnitude of ship emissions and reduction potentials in the sea areas near Finland. The work was funded by the Ministry of the Environment and the KOPRA project in the technological programme ”FINE Particles - Technology, Environment and Health 2002-2005” of the National Technology Agency of Finland (Tekes).     Supplement A: Treaties and Agreements TREATY OF FRIENDSHIP, CO-OPERATION AND MUTUAL ASSISTANCE BETWEEN THE REPUBLIC OF FINLAND AND THE UNION OF SOVIET SOCIALIST REPUBLICS The President of the Republic of Finland and the Presidium of the Supreme Soviet of the USSR; Desiring further to develop friendly relations between the Repulic of Finland and the USSR; being convinced that the strengthening of good neighbourhood relations and cooperation between the Republic of Finland and the USSR lies in the interest of both countries; considering Finland's desire to remain outside the conflicting interests of the Great Powers; and Expressing their firm endeavour to collaborate towards the maintenance of international peace and security in accordance with the aims and principles of the United Nations Organization; have for this purpose agreed to conclude the present Treaty and have appointed as their Plenipotentiaries: the President of the Republic of Finland: Mauna Pekkala, Prime Minister of the Republic of Finland; The Presidium of the Supreme Soviet of the USSR: Vyacheslav Mihailovich Molotov, Vice-Chairman of the Council of Ministers of the USSR and Minister for Foreign Affairs, who, after exchange of their full powers, found in good and due form, have agreed on the following provisions: Article 1 In the eventuality of Finland, or the Soviet Union through Finnish territory, becoming the object of an armed attack by Germany or any State allied with the latter, Finland will, true to its obligations as an independent State, fight to repel the attack. Finland will in such cases use all its available forces for defending its territorial integrity by land, sea and air, and will do so within the frontiers of Finland in accordance with obligations defined in the present Treaty and, if necessary, with the assistance of, or jointly with, the Soviet Union.
