DEADLY DISCOURSE: NEGOTIATING BUREAUCRATIC CONSENSUS FOR THE FINAL SOLUTION THROUGH ORGANIZATIONAL AND TECHNICAL COMMUNICATION _____________________________________________________ A Dissertation Presented to the Graduate School of Clemson University ______________________________________________________ In Partial Fulfillment of the Requirement for the Degree Doctor of Philosophy Rhetorics, Communication, and Information Design ______________________________________________________ by Mark Lee Ward, Sr. October 2010 _____________________________________________________ Accepted by: Dr. Steven Katz, Committee Chair Dr. Donald McKale Dr. David Novak Dr. Sean Williams 1 ABSTRACT The Final Solution was largely accomplished in eleven months; its executors, the Nazi SS, faced the constant problem that as killing and plunder escalated so did internal competition and corruption; and the SS deliberately cultivated an intensely competitive and polycratic organizational culture that fit the Nazi worldview of life-as-struggle. By tying these three observations together—that the Final Solution was punctuated, entropic, and polycratic—the problem arises: How did SS organizational communications manage, just barely long enough, to create a temporary social reality that regulated the internal contradictions of its genocidal project and fragmented bureaucracy? This study contends that through its organizational and technical communication—the outwardly normal and communally validated regime of formatted documents, official stationery, preprinted forms, filing codes, organizational nomenclature, and bureaucratic catchphrases— competing SS personnel found a common frame of reference to socially construct rules for temporary cooperation. Thus, their documents became boundary objects (Star & Griesemer, 1989; Wilson & Herndl, 2007) which bridged competing organizational interests within the rhetorical community (Miller, 1994) of desk-murderers. To explore this thesis an evidentiary sample of surviving documents is selected from a single but representative SS bureau, the Security Police (Sipo) Technical Matters Group that administered the mobile gas van program. The documents are analyzed according to Longo‘s (1998) cultural research methodology for technical writing in which texts are examined in their historical and cultural contexts and then analyzed as discourse, followed by an interrogation of how the texts have been ordered by their analysts for ii purposes of study and the analysts‘ relationships to the text. The organization of this project follows this methodology as Chapter 1 introduces the problem; Chapter 2 provides an historical narrative of the gas van program and its antecedents; Chapter 3 reviews the integrative aspects of the Group members‘ national and institutional cultures, and the differentiating aspects of their organizational culture and its various subcultures; Chapter 4 describes the biographies and postwar testimonies of the Group‘s principal actors; Chapter 5 introduces and describes the documents themselves; Chapter 6 offers an analysis, grounded in Miller‘s (1994) concept of the rhetorical community, of the documents‘ textual and visual rhetorics; Chapter 7 provides a discourse analysis of Group members‘ use of linguistic resources; Chapter 8 explores various postwar orderings of the lengthiest and most notorious of the gas van texts, prior to and including Katz‘s (1992a) introduction of the document into the technical communication literature; Chapter 9 interrogates how subsequent analysts within the discipline have ordered the text and what this may reveal about their relationships to it; and Chapter 10 elaborates possible implications for communication ethics. Explain the place of racism and in particular of anti-Semitism to the Nazi reordering of Germany and of Europe. In your analysis pay attention to both ideology and practice, to domestic and foreign policy, to culture and to politics. Following the Nazi rise to power, officials declared that “hereafter the Reich will recognize only three classes: Germans (of German or related blood), Jews and ‘Jewish mixtures’” (Birchall, “Reich Puts Laws on Jews in Force; Trade Untouched”, in Moeller, 98). This quote lies in a source written in 1935, well before the mass extermination of the Jewish population began in the Third Reich. The politics of the Reich were built around a feeling of Volk and racial similarities; those who were declared to be outside of the Volk were ostracized by the practice of laws within the German culture. Racist ideology was formed and manifested quickly upon the rise of Nazi power, with racial laws causing an obsession with heritage and the split of Germans and Jews. Nazi racism spread internationally as well, particularly as the Nazis began the occupation of Poland, Austria, and other nations. This potent racism, especially toward Jews, fueled the manner in which the Nazis reordered the German nation into a race-obsessed state and spread their obsession into neighboring countries. Politics were the origin of the extreme anti-Semitism in Nazi German. The politicians decided what the German people should believe and advertised it well enough to succeed in changing the outlook of the population.

Franz Schalling Einsatzgruppen policeman Like every historical event, the Holocaust evokes certain specific images. When mentioning the Holocaust, most people think of the concentration camps. They immediately envision emaciated victims in dirty striped uniforms staring incomprehensibly at their liberators or piles of corpses, too numerous to bury individually, bulldozed into mass graves. While those are accurate images, they are merely the product of the systematization of the genocide committed by the Third Reich. The reality of that genocide began not in the camps or in the gas chambers but with four small groups of murderers known as the Einsatzgruppen. Formed by Heinrich Himmler, Reichsfuhrer-SS, and Reinhard Heydrich, head of the Reich Security Main Office (RSHA), they operated in the territories captured by the German armies with the cooperation of German army units (Wehrmacht ) and local militias. By the spring of 1943, when the Germans began their retreat from Soviet territory, the Einsatzgruppen had murdered 1.25 million Jews and hundreds of thousands of Polish, Lithuanian, Latvian, Estonian and Soviet nationals, including prisoners of war. The Einsatzgruppen massacres preceded the invention of the death camps and significantly influenced their development. The Einsatzgruppen story offers insight into a fundamental Holocaust question of what made it possible for men, some of them ordinary men, to kill so many people so ruthlessly. The members of the Einsatzgruppen had developed a special motivation to kill.

Räumliche Gliederung Analog zu seiner Stellung im Gefüge der nationalsozialistischen Herrschaft war auch die räumliche Gliederung des Sicherheitsdienstes nicht statisch, sondern stän- dig im Wandel begriffen. Die äußere Hülle präsentiert sich unstetig und ist ähnlich schwer zu fassen wie sein innerer Charakter. Zwischen 1932 und 1945 wurden fast im Jahresrhythmus Reorganisationen durchgeführt, die die räumlichen Grenzzie- hungen und regionalen Unterstellungsverhältnisse immer wieder veränderten.1 Dies trifft besonders auf den mitteldeutschen Raum zu, der mit den Ländern Sachsen, Thüringen, Anhalt und Preußen bereits auf staatlicher Seite stark zer- klüftet war.2 Deshalb scheint hier eine Darstellung, die - anders als der größte Teil dieser Arbeit - dem Ablauf auf der Zeitachse chronologisch folgen wird, ange- bracht, um weiterführende Prozesse und Merkmale in ihrer regionalen Reichweite richtig abschätzen zu können. Im Hinblick auf den regionalen Schwerpunkt dieser Arbeit wird die besondere Aufmerksamkeit auf der Entwicklung im Land Sachsen liegen. Der deutsche Überfall auf Polen im September 1939, die Einstel- lung und die Verbrechen gegenüber Polen waren eine Form von Ausführung des antislawischen Rassismus. Die neueren Forschungen, insbesondere die, die seit den neunziger Jahren geführt wurden, offenbaren die tatsächliche Größe der ver- brecherischen Politik gegenüber den slawischen Völkern. It examines his background, military experience during the Great War, his involvement in the Freikorps, in order to understand what moulded his attitudes. His command in North Africa and Italy is examined to ascertain whether he deserved the accolade of being one of the finest defence generals of the war; the thesis suggests that the Allies found this an expedient description of him which in turn masked their own inadequacies. During the final months on the Western Front, the thesis asks why he fought so ruthlessly to the bitter end. His imprisonment and trial are examined from the legal and historical/political point of view, and the contentions which arose regarding his early release.
