South Africa held its first democratic elections in 1994 and has subsequently returned Telkom; to the international arena. Its citizens should rightly expect to be able to participate in all that Social justice this return offers, not only politically, but also economically and socially. Telecommunications are vital to making such participation possible. In recognition of this fact, the newly elected government developed policies and enacted legislation to ensure that the telecommunications sector, and specifically the sole fixed line service provider Telkom, provides South African citi- zens affordable access to the telecommunications infrastructure whilst providing acceptable levels of service. However, rather than meeting its obligation to the government and the people of South Africa, Telkom has misused its monopoly. The social injustice that this situa- tion creates is critically examined against the background of the right to communicate based on Rawls’ principles of social justice and Sen’s capability approach. -

He served on the management team at McDonnell Douglas after it acquired TYMNET. The interview concentrates on TYMNET’s history and explaining and providing context to some of the documents he provided for the interview. 2 Prince: So will you produce the chapter in your book out of audio? I’ve got a bunch of papers that might be of interest or might not. Yost: Terrific, I would. Prince: Because it kind of shows; first, on the TYMNET side it shows the growth of it and really, the initial problems of it, which graphically shows it instead of saying it. And then the McDonnell Douglas part. Anyway, we can get into that when the time comes. Yost: Sounds good. My name is Jeffrey Yost, from the Charles Babbage Institute at the University of Minnesota, and I’m here today on April 4th, 2012, with Warren Prince of Tymshare and TYMNET. I’d like to begin just with some brief biographical stuff. Could you tell me where you were born, where you grew up? The user's role in connecting to a value added network Early next year data will start flowing at 56,000 bits a second over the circuits of a unique nationwide common carrier service Richard B. Hovey called a value added network. This new approach Telenet Communications Corp. to data communications combines old and new Washington, D.C. transmission facilities and adds to them a form of intelligence to improve the performance. The value added network (VAN) is different from present data transmission services and from private data networks in both the enhanced and extensive offerings to users and the sophisticated technology it employs. The technology, called packet switching, makes it possible for the value added carrier—the implementer and operator of the VAN—to provide any user, large or small, with the kind of fast-response, error-free, low-cost-per- transaction data transmissions now available only to companies that have invested in their own large private networks. In essence, the value added carrier (VAC) takes advantage of the substantial economies of scale re- sulting from one very large network— fully utiliz- ing such expensive resources as transmission lines and concentration equipment by sharing the net- work among the VAN'S subscribers. The VAC passes on a portion of the consequent savings to the indi- vidual user-subscribers through a tariff charge based mainly on traffic volume. Beyond the simple economics, leasing existing communications facilities allows the carrier to ob- tain just as much transmission capacity for each lo- cation as is required by the traffic load. This pro- vides the flexibility to adapt quickly to subscriber traffic and geographical demands, and permits the incorporation of new transmission offerings—such as satellites and AT&T'S Dataphone Digital Service- as they become available. -

This began with point-to-point communication between mainframe computers and terminals, expanded to point-to-point connections between computers and then early research into packet switching. Packet switched networks such as ARPANET, Mark I at NPL in the UK, CYCLADES, Merit Network, Tymnet, and Telenet, were developed in the late 1960s and early 1970s using a variety of protocols. The ARPANET in particular led to the development of protocols for internetworking, where multiple separate networks could be joined together into a network of networks. In 1982 the Internet Protocol Suite (TCP/IP) was standardized and the concept of a world-wide network of fully interconnected TCP/IP networks called the Internet was introduced. -

This should come as no surprise, since we are global leaders in information communications technologies and Internet development. We did not get there by accident – we got there by innovation and establishing world class design expertise. Canada is proud of its advanced networking history. As this publication illustrates, we have built an Internet infrastructure which links Canadians to each other and rein- forces the economic and social underpinnings which define a modern nation. Canada’s networking success is one based on partnership and co-operation between the academic and research community and the public and private sectors. The story told in these pages is a testament to this successful approach. It is not the work of a single group rather that of a series of grass-roots efforts that took shape at universities and other institutions in regions across the country. These pioneers worked to connect a population scattered over immense distances, to create opportunity from potential isolation, and to develop regional collaboration and cohesion. That determination spurred much of the early networking research at Canadian universities and ultimately the national partnerships that led to the creation of CA*net, Canada’s first information highway.
