Pursuant to the Constitution, Parliament is to lay down fundamentals of foreign policy and decide on ratification of international legal acts governing the principles, directions and mechanisms of Ukraines co-operation with foreign countries. Hence, the positions of the parties that will be represented in Parliament will have a great effect on Ukraines foreign policy in the future years. This article analyses programmes of 26 political parties that have real chances of coming to the Verkhovna Rada of the new convocation, either on their own or as a part of electoral blocs1. Programme provisions dealing with foreign policy platforms of the parties are summarised in Table2 Foreign policy issues in the programmes of some parties taking part in the 2002 parliamentary election. The main conclusions drawn on the basis of analysis of those materials are presented below.     THE NEGATIVE CONSEQUENCES OF PROPORTIONAL REPRESENTATION IN UKRAINE SERHIJ VASYLCHENKO POLITICAL GEOGRAPHER Abstract: Ukraine has changed its electoral law numerous times. The first two elections to the parliament in 1990 and 1994 employed a single-member district majoritarian system. The Verkhovna Rada elections in 1998 and 2002 used a mixed system with single- member districts and proportional representation. The parliamentary elections in 2006 and 2007 were purely proportional representation. Finally, the elections in 2012 went back to the mixed system. This article argues that the use of proportional representation has facilitated extensive manipulation in the Ukrainian political system through the creation of “party projects” and by severing the link between parliamentarians and their constituents. fter Ukraine gained its independence in 1991, it faced an urgent need Ato reform its electoral legislation to address new political realities – most importantly, the development of a multiparty system in place of the previous one-party system that had ruled the Soviet Union.     Can Ukrainian Communists and Socialists Evolve to Social Democracy? OLE:XIY HARAN' n the Ukrainian political lexicon, the term "Left" usually refers to parties that I are to the left of both social democracy in its traditional understanding and to the left of several Ukrainian social democratic parties. In fact, one of the prob- lems for Ukrainian politics is the absence of a real and strong social democratic party; the quite influential Social Democratic Party of Ukraine/United- SPDU(o)-represents the interests of the oligarchs and could discredit the very idea of social democracy; and the three other social democratic groups are not influential. The main parties of the Ukrainian Left are the Communist Party of Ukraine (CPU), reborn in 1993 (with around 140,000 members, mostly from the older generation), and the Socialist Party of Ukraine (SPU), created in the autumn of 1991 (with a current membership of sixty thousand). In addition to these, both the Peasant Party of Ukraine (SeIPU, 1992) and the Progressive Socialist Party of Ukraine (PSPU, 1996) were relatively active in the second half of the 1990s (see figure 1). Regarding its future stance, the Left in Ukraine has choices to make: between commumism and social democracy., and between pro-Russian and pro-European choice. In this article, I will maintain that although the non-modernized Com- munists seem to have no chances oí` coming to power, the more moderate Social- ists could come to power in coalition with other forces (mainly centrist), but that would require more flexibility from them as well as their transformation into a center-left force.

CEU eTD Collection iii Abstract The dissertation analyzes Soviet borderland policies in the Ukrainian SSR and the Moldovan ASSR in the 1920s and early 1930s. Adopting the situational approach, I explore the Soviet struggle for borderlands on the Western border and the role of the cross-border cultural ties in it. The dissertation argues that the negotiations, different interpretations and the interplay between actors on both sides of the Soviet Western border influenced and framed the evolution of borderland policies in the Ukrainian SSR and the Moldovan ASSR in 1920s. Although, the Soviet Union was a centralized state with a disciplined party, there was still considerable space for conflicting interpretations of Moscow's directives and the promotion of personal agenda by Soviet leaders and activists.

NORDEM, the Norwegian Resource Bank for Democracy and Human Rights, is a programme of the Norwegian Centre for Human Rights (NCHR), and has as its main objective to actively promote international human rights. NORDEM is jointly administered by NCHR and the Norwegian Refugee Council. NORDEM works mainly in relation to multilateral institutions. The operative mandate of the programme is realised primarily through the recruitment and deployment of qualified Norwegian personnel to international assignments which promote democratisation and respect for human rights. The programme is responsible for the training of personnel before deployment, reporting on completed assignments, and plays a role in research related to areas of active involvement. The vast majority of assignments are channelled through the Norwegian Ministry of Foreign Affairs.
