Published June 2021 2 3 ENHANCING ENHANCING COORDINATION IN COORDINATION IN HUMANITARIAN HUMANITARIAN SETTINGS SETTINGS ABOUT DEMAC WHY The mission of DEMAC is two-fold: DIASPORA? 1) to enable inclusive coordination and collaboration among diaspora organizations providing humanitarian assistance, and across diaspora organizations and institutional humanitarian actors Work with diasporas has shown that diaspora organizations are multi-sectoral, fast responding actors who work transnationally, including in countries facing humanitarian crises. NATO’s engagement serves two vital purposes for Ukraine. The future development of the integration depends on Ukraine’s correspondence to the standards of NATO membership, on the determination of its political leadership, and on an effective mobilisation of public opinion on NATO membership. This report shows that Ukraine has made progress in reaching the standards for NATO membership, especially in the spheres of military contribution and interoperability. However the absence of national consensus and lack of political will and strategic management of the government hamper any effective implementation of Ukraine’s Euro-Atlantic integration. It is also crucial to neutralise Russia’s influence, which seriously hampers Ukraine’s Euro-Atlantic course. Leading representati- ves of the current leadership, especially Prime Minister Viktor Yanukovych and his Party of Regions of Ukraine, prefer for the moment continued stable relations with Russia rather than NATO mem- ? bership. Can Ukrainian Communists and Socialists Evolve to Social Democracy? OLE:XIY HARAN' n the Ukrainian political lexicon, the term "Left" usually refers to parties that I are to the left of both social democracy in its traditional understanding and to the left of several Ukrainian social democratic parties. In fact, one of the prob- lems for Ukrainian politics is the absence of a real and strong social democratic party; the quite influential Social Democratic Party of Ukraine/United- SPDU(o)-represents the interests of the oligarchs and could discredit the very idea of social democracy; and the three other social democratic groups are not influential. The main parties of the Ukrainian Left are the Communist Party of Ukraine (CPU), reborn in 1993 (with around 140,000 members, mostly from the older generation), and the Socialist Party of Ukraine (SPU), created in the autumn of 1991 (with a current membership of sixty thousand). In addition to these, both the Peasant Party of Ukraine (SeIPU, 1992) and the Progressive Socialist Party of Ukraine (PSPU, 1996) were relatively active in the second half of the 1990s (see figure 1). Regarding its future stance, the Left in Ukraine has choices to make: between commumism and social democracy., and between pro-Russian and pro-European choice. In this article, I will maintain that although the non-modernized Com- munists seem to have no chances oí` coming to power, the more moderate Social- ists could come to power in coalition with other forces (mainly centrist), but that would require more flexibility from them as well as their transformation into a center-left force. -

Interaction among parties in their struggle for power and the exercise of political power by them form a party system. The process of party system formation in Ukraine has been going on for more than 25 years. This publication represents a shortened version of the Razumkov Centre’s report, which examines the fundamental stages of the party system formation in 1990-2017, including intra-party processes, institutional legal and socio-political conditions for their activities and inter-party relations.1 1. STUDY METHODOLOGY The Razumkov Centre’s study uses an approach that combines elements of quantitative and qualitative approaches to the analysis of party system dynamics and takes into account changes of the three following components that define party system and/or affect it. -
