1. Executive Summary

1.1 KEY FINDINGS  The Ministry of Housing, Communities & Local Government (MHCLG) has released the English Indices of Deprivation 2019 (ID 2019). The indices are combined into the composite Index of Multiple Deprivation 2019 (IMD 2019). The findings below all relate to the IMD.

 The IMD measures relative deprivation across small areas of England called Lower-layer Super Output Areas (LSOAs). These are the same boundaries used as the 2015 IMD so some comparisons can be made, although there are some limitations due to changes in methodology and indicators used. Comparisons will be made but there are caveats, detailed in the limitations section of this report.

 Compared to 2015, , , and Peterborough now rank as more deprived in national terms than previously. East Cambridgeshire ranks as less deprived. Fenland has not changed rank.

 Cambridgeshire and Peterborough has 62 LSOAs in the 20% most relatively deprived nationally – six more than in 2015. Of the 62, 16 are in Cambridgeshire and not all of these LSOAs are the same 16 as in 2015. o Three are in Cambridge City (C 006D Abbey, C 006F Abbey, C 001C Kings Hedges). The additional one compared to 2015 is C 001C (Kings Hedges)to 2015 o Two are in Huntingdonshire (H 008A in West and H 008B in Huntingdon North). These were the same two LSOAs that were also in the 20% most relatively deprived nationally in 2015 o Eleven are in Fenland, one less than in 2015. Four of the LSOAs in Fenland are in the 10% most relatively deprived nationally (F 007B March North, F003F Wisbech East, F002C Wisbech West, F002D Wisbech West). F 007B (March North) was not in the 10% most relatively deprived in 2015. o Forty Six are in Peterborough, six more than in 2015. Out of these, 16 are in the 10% most deprived nationally, two less than in 2015. o Neither East Cambridgeshire or South Cambridgeshire have any LSOAs in the top 20% most deprived nationally.

Most Deprived and Rank Change (Cambridgeshire Only)  Eight of the top 10 most deprived LSOAs in Cambridgeshire are in Fenland. (Table 1)

 65% (244) of LSOAs in Cambridgeshire have remained in the same national decile (group of 10%) from 2015 to 2019.  Overall, 41% (155) of LSOAs in Cambridgeshire have ranked lower nationally (are measured as being relatively less deprived) since 2015. Within this, 7 LSOAs have ranked lower (as less deprived) by 4,000 – 6,000 positions, out of the 32,844 LSOAs nationally.  The IMD combines seven indicator domains, and weights them accordingly (Appendix 1). From these results, Cambridgeshire’s most deprived (highest average score ranking when compared to other upper-tier local authorities) is Barriers to Housing, which includes housing affordability and homelessness. The employment domain has the lowest average score ranking.

Most Deprived and Rank Change (Cambridgeshire and Peterborough)

 Nine of the top 10 most deprived LSOAs in Cambridgeshire and Peterborough are in Peterborough. (Table 2)

 65% (317) of LSOAs in Cambridgeshire and Peterborough have remained in the same national decile (group of 10%) from 2015 to 2019.  Overall 41% (202) of LSOAs in Cambridgeshire and Peterborough have ranked lower nationally (are measured as being relatively less deprived) since 2015. Within this, 8 LSOAs have ranked lower (as less deprived) by 4000 – 6000 positions, out of 32,844.  Peterborough’s most deprived domain (highest average score ranking when compared to other upper tier local authorities) is Education, which includes school attainment and adult qualification levels. The domain with the lowest average score is living environment.

1.2 LIMITATIONS The Research Group will carry out more detailed analysis of the Indices of Multiple Deprivation in the coming months, including comparison of the different domains that make up the overall IMD, the Income Deprivation Affecting Children Index (IDACI) and the Income Deprivation Affecting Older People Index (IDAOPI).

Please note the IMD 2019 cannot be used to:

 Show how deprived a place is: IMD measures relative deprivation, and relative change. A local authority or LSOA may have become less deprived in absolute terms since IMD 2015 but could still be shown as relatively more deprived compared to other areas in England , or vice versa. Another example, if an area is ranked 100, it is not half as deprived as a place with a rank of 50.  Measure absolute change over time: scores are relative to each other and may not represent real change  Say how affluent a place is: Indicators identify aspects of deprivation, not affluence.  Identify deprived people: IMD measures relative deprivation of an area. Within every area there will be those who are deprived and those who are not.  Make comparisons with different countries: Each country in the UK produces their own versions of the IMD, and each uses different indicators, time periods, and area sizes.

On the other hand, the IMD 2019 can be used to:

 Compare different small-areas in England: The same indicators and methodology is used for every LSOA in England.  Identify the most deprived areas in England: Using cut off points, such as deciles, LSOAs can be grouped into most or least deprived in England.  Calculate how many people are Income or Employment deprived: These domain scores represent the proportion of people in a LSOA who experience that aspect of deprivation, and can be used to make population estimations.  Look at deprivation across larger areas: Summaries of overall deprivation are provided for local authorities, and the data can also be summarised by town or region too.

The data used for the IMD 2019 is based on the tax year 2015 - 16. This is then compared to the IMD 2015 in which the data relates to 2012/13. As in, when we are coming IMD 2019 and IMD 2015, we are technically comparing 2015/16 to 2012/14.

2. BACKGROUND The Index of Multiple Deprivation 2019 (IMD 2019) is the official measure of relative deprivation for small area geographies called Lower-layer Super Output Areas (LSOAs), in England. This updates the previous version of the Index of Multiple Deprivation 2015 (IMD 2015). This index has been calculated since the 1970s, and is updated every 3 – 5 years. Each LSOA contains an average of 1,500 residents or 650 households; in IMD 2019 there is a total of 32,844 LSOAs in England. A high IMD score indicates greater deprivation; these are then ranked from 1 for the most deprived to 32,844 for the least deprived. Divisions such as deciles (groups of 10%) can then be calculated to see which LSOAs fall within the most or least deprived group(first decile being most deprived, tenth being the least).

Deprivation does not just cover finances but a complex range need and a lack of access to resources. The data cannot pick out individuals who are most deprived, or convey affluence of individuals, as the score is an average of the area and a combination of many domains. For example, a LSOA may have no few people on low incomes and a low amount of people on high incomes, this LSOA will be ranked amongst the least deprived, but it isn’t necessarily the most affluent. The IMD 2019 has seven domains, each weighted accordingly (Figure 1), these have not changed since IMD 2015, with some small changes to the indicators used, due to changes in policy or available data (Appendix 1 shows the changes, weightings of the domains, and list of indicators).

The domains can be used separately to identify areas with specific needs, such as finding areas with high crime rates, or areas with low housing affordability. Analysis of the IMD and on individual domains usually reveals that an LSOA faces multiple deprivation issues, and not just one. This is useful for many purposes such as strategic planning and community groups to name a few.

This document will explore the IMD data for Cambridgeshire and Peterborough and compare the differences in national and local ranks and deciles from IMD 2015 to IMD 2019. The IMD measures relative deprivation, and not a measure of how much. For example, if an area is ranked 100, it is not half as deprived as a place with a rank of 50. Ward/ names assigned to LSOAs are based on which ward the majority of boundary is within based on a best fit look-up. 3. CHANGES SINCE IMD 2015 There have been some changes to the IMD since 2010 such as changes to indicators used. Almost all of the indicators in the Indices of Deprivation 2015 have been updated with little or, at most, minor changes. There are a small number of new or modified indicators:

• two new indicators have been added due to the introduction of Universal Credit into the benefits system

• two indicators have been modified due to changes to the benefit system.

There have been no changes in the geographies used when compared to the 2015 IMD. These remain based on 2011 LSOAs.

Fortunately, the weightings of the indicator groups have remained the same since 2015, allowing us to compare the results with fewer limitations than would otherwise be the case. Taking this into account, any small changes in the LSOA rankings between IMD 2015 and IMD 2019 may be disregarded as methodological changes, with larger changes in rankings potentially indicating a real life change.

4. DISTRICT LEVEL DEPRIVATION

4.1 OVERALL CHANGE The national rank order of Cambridgeshire and Peterborough districts in terms of relative deprivation has changed since 2015. Peterborough is still ranked as the most relatively deprived, then Fenland, then Cambridge. Huntingdonshire is now the third most relatively deprived, switching places with East Cambridgeshire which is now the second least relatively deprived. South Cambridgeshire is still the least relatively deprived in Cambridgeshire and Peterborough.

Table 3 shows the change in national ranks from IMD 2015 to IMD 2019. It is possible to directly compare these ranks to each other as there is an equal number of Local Authorities (LAs) in the Cambridgeshire Peterborough geography between IMD 2015 and IMD 2019. The rank is out of 317.

Whilst the 2019 data release includes a different total number of local authorities, local authority 2015 average scores have been recast to 2019 boundaries, so the rank comparisons in Table 3 are possible.

Figure 2 visualises the change in decile of LSOAs by district/Unitary between IMD 2019 and IMD 2015. A map representation is provided in Appendix 2. Four out of the six districts have additional LSOAs in the more deprived deciles (1 - 5) compared to IMD 2015.

The highest number of additional LSOAs within the more deprived deciles can be found in Huntingdonshire and Cambridge, where for both there were 4 more LSOAs than in 2015. In Fenland, 3 more LSOAs were in the more deprived deciles, with 7% of all of the districts LSOAs falling into these deciles.

Peterborough has 1 more LSOA in the less deprived deciles (6- 10) than before whilst East Cambridgeshire has seen an increase of 4, with 8% of the district’s total LSOAs falling into those deciles.

Cambridgeshire as a whole has less LSOAs in the less deprived deciles (6-10) than in 2015. This is the same case for Cambridgeshire and Peterborough as a whole.

4.2 COMPARISON OF IMD DOMAINS As mentioned previously, the IMD is made up of seven different domains, each with individual indicators (Appendix 1). These are added together and weighted accordingly to calculate the overall score of multiple deprivation. Using these, you can determine which area(s) are affecting the LSOA or district the most in terms of levels of deprivation. Figure 3 shows the Cambridgeshire and Cambridgeshire + Peterborough breakdowns of these domains, showing the percentage of LSOAs in each decile nationally, for each domain. It shows that Cambridgeshire’s worst scoring domain (most deprived domain) is Barriers to Housing, which includes housing affordability and homelessness. A total of 61% (228) of Cambridgeshire LSOAs are situated in the more deprived deciles. In contrast, the least deprived domain locally is Health with 75% (282) of LSOAs being in the less deprived half of the rankings, with 29% (109) being in decile 10.

When taking into account Peterborough also, Barriers to Housing is again the whole area’s worst scoring domain with a total of 65% (316) of LSOAs situated in the more deprived deciles. Health shows lower relative levels of deprivation though, with 22% of LSOAs (109) being in decile 10. It is important to note, however, that none of these LSOAs are situated in Peterborough.

For Cambridge City, the most deprived domain is Living Environment, which includes factors such as air quality and housing quality; these scores are also the most deprived in Cambridgeshire and Peterborough. The lowest levels of relative deprivation is in the Education domain, with 71% of LSOAs falling into the less deprived decile and 36% in the tenth decile.

South Cambridgeshire is the least deprived district in the county with the majority of LSOAs being in the least deprived deciles for 6 out of the 7 domains. The lowest scoring domain (more deprived) is barriers to housing with 58% of LSOAs in the more deprived deciles, and 23% being in the most deprived 10% nationally. The district scores particularly highly (less deprived) in health, which includes obesity levels and disability, where 97% of LSOAs are in the less deprived deciles and 57% in the 10% least deprived.

East Cambridgeshire is least deprived in terms of Health, which includes obesity levels and disability, and Crime. For each of these domains 98% of LSOAs fall in the less deprived deciles. For health in particular, 42% of LSOAs are in the 10% least deprived. Barriers to Housing scores highest in the district with 76% of LSOAs being situated in the more deprived deciles.

The most deprived domain in Huntingdonshire is Barriers to Housing. This is the only domain where the majority (56%) of LSOAs fall into the more deprived deciles. The least deprived domain is health where 88% of LSOAs fall into the least deprived deciles (6-10).

The majority of LSOAs in Fenland do not fall into the 50% less deprived LSOAs nationally, apart from the Crime and Living Environment domains, where there are a minority of LSOAs. Fenland’s most deprived scoring domains are Education, with 98% of its LSOAs in the more deprived half of the rankings, followed by Health with 93% in the lower half.

In Peterborough six out of the seven domains show a majority of LSOAs falling into the more deprived deciles. The highest scoring domain is Living Environment where 71% of LSOAs are situated in the least deprived deciles. Peterborough scores less well in Barriers to Housing, Health Crime and Education. For both the Crime and Education domains 28% of LSOAs rank as in the 10% most deprived nationally.

5. SMALL AREA DEPRIVATION

5.1 NATIONAL RANKINGS

The above chart shows the national rank change for all LSOAs across Cambridgeshire when compared to the 32,844 LSOAs nationally. As a whole, 92% (347) of Cambridgeshire’s LSOA ranks have only moved by ± 3000 ranks (± 9%), with 59% of these (54% of Cambridgeshire’s total) having negatively changed in the rankings.

The LSOA with the greatest improvement is East Cambridgeshire with EC 004B in Ely which decreased by 5,470 places whilst SC 019A in Melbourn increased the most in deprivation rank by 5,636 places.

As a whole, 92% (449) of Cambridgeshire and Peterborough’s LSOA ranks have only moved by ± 3000 ranks (± 9%), as Figure 6 shows, with 58% of these (54% of Cambridgeshire and Peterborough’s total) have negatively changed in rankings, resulting in a higher relative deprivation.

5.2 LOCAL RANKINGS

Cambridgeshire Only

Overall, 95% of Cambridgeshire LSOAs have only moved ± 50 places internally (within Cambridgeshire rankings). 4% remain unchanged, 45% have improved (less deprived), with 51% declining (more deprived), out of 375 LSOAs across the county. The LSOA which have improved the most is SC 020C in Cambourne which improved by 88 ranks locally. The biggest decline is in SC 007C in Milton which has declined by 74 ranks locally.

Table 4 shows the changes to the least deprived 10%, with 10 LSOAs moving into this decile in Cambridgeshire and Peterborough. EC 003F in Ely North has improved the most by moving up two deciles. 10 LSOAs have become more deprived, and have moved into the ninth decile. Five of these are in South Cambridgeshire, two in Cambridge, two in East Cambridgeshire and one in Huntingdonshire.

As depicted in Table 5, three LSOAs in Cambridgeshire moved into the most deprived 10% locally, one in Fenland, one in Huntingdon and one in South Cambridgeshire. All of the LSOAs that moved from the 10th decile are in Fenland. One out of the 38 LSOAs that are in Cambridgeshire’s most deprived 10% is in South Cambridgeshire, six are in Huntingdonshire, nine are in Cambridge City and the rest are in Fenland.

Table 6 shows the change in Cambridgeshire ranks from 2015 to 2019, Appendix 3 has the full listing of the Cambridgeshire rankings, including the ward name associated with the LSOA. Only one of these LSOAs has stayed in the same position since 2015, seven have become relatively more deprived in comparison to the rest of the county, whilst two have improved their ranking. Eight of the top 10 most deprived LSOAs in Cambridgeshire are in Fenland.

Overall 92% of Cambridgeshire and Peterborough LSOAs have only moved ± 50 places internally (within Cambridgeshire rankings). 3% remain unchanged, 47% have improved, with 51% declining, out of 487 LSOAs. The LSOAs which have improved the most is SC 020C and SC 020E in Cambourne which have both improved by 103 ranks locally. The most decline is in F 005B in March North which has declined by 74 ranks locally.

Table 7 shows the changes to the least deprived 10%, with 6 LSOAs moving into this decile in Cambridgeshire and Peterborough. EC 003F in Ely North has improved the most by moving up two deciles. 6 LSOAs have become more deprived, and have moved into the ninth decile. Four of these are in South Cambridgeshire and two in Cambridge

As depicted in Table 8 three LSOAs in Cambridgeshire and Peterborough moved into the most deprived 10% locally, two in Fenland, one in Peterborough. However of the LSOAs that manged to move from the 10th decile, two were also from Fenland and one from Peterborough

Table 9 shows the change in Cambridgeshire and Peterborough ranks from 2015 to 2019, Appendix 4 has the full listing of the Cambridgeshire and Peterborough rankings, including the ward name associated with the LSOA. None of these LSOAs has stayed in the same position since 2015, six have become relatively more deprived in comparison to the rest of the area, whilst four have improved their ranking. Nine of the top 10 most deprived LSOAs in Cambridgeshire and Peterborough are in Peterborough.
