C147.01 Planning Committees The minutes of the Meetings held on 8 and 22 November were received and noted.

Page 3 of 87 C20171213 MINUTE BOOK Councillor Dibben explained to Members that the Neighbourhood Plan was Member-led and that Plans typically took one year to 18 months to produce, dependant upon the amount of time Members allocated to it. The Council could appoint people to assist if specific research was required, for instance but generally the bulk of the work would be done by volunteers as far as possible. A national grant of £9k was available towards the cost of Plan production. Sponsorship of the Plan could be investigated with due care being given to avoiding any obvious commercial or other interests. RESOLVED: C147.01.01 that the Council agree to the production of a Neighbourhood Plan C147.01.02 that a provisional sum of £10k be included in the 2018/19 budget for this purpose C147.01.03 that work on the Plan should begin following the appointment of a new Town Clerk. C147.02 Promotion & Publicity Committee The minutes of the Meeting held on 22 November 2017 were received and noted. C148.00 MOTION - RECORDING OF COUNCIL MEETINGS Consideration was given to a Motion submitted from Councillors I Dobson and I Jackson that the costs and implications of filming all meetings of St Ives Town Council be investigated. A lengthy debate ensued where aspects of the filming itself were discussed, such as whether filming might stifle debate. It was considered that some people might be discouraged by it but if the system was put in place prior to the elections all those considering standing for office would be aware of it. Filming meetings could be of benefit by increasing transparency and accountability to the electorate. Consideration was then given to the wording of the proposal in the Motion. Following discussions, the following wording was agreed: RESOLVED: that the Council agree to the investigation of the relevant costs and implications of filming all meetings of St Ives Town Council for consideration at a near future meeting with the aim that the proceedings can be viewed live online and later on the Council website by electors and others. C149.00 FREEDOM OF THE TOWN Council had previously agreed to hold a ceremony granting the Freedom of the Town to 42nd Engineers, RAF Wyton in March/April 2018. Regrettably meeting this timeline had not proved possible for 42nd Engineers due to other demands on their time in early 2018. Consideration was, therefore, given to holding the Freedom Ceremony on Armed Forces Day, 30 June 2018. RESOLVED: that the Ceremony granting Freedom of the Town to 42nd Engineers, RAF Wyton, be held on Armed Forces Day, 30 June 2018. RESOLVED: that, in future, grant applications should be checked to ensure all necessary information was included with the agenda. C151.00 ESTIMATES OF INCOME AND EXPENDITURE The Interim Town Clerk advised Members that four elements required decision: 1) whether Members wished to make any changes to the main budget pages for each Committee where individual items were identified and costed in light of the informal budget meeting held on the previous Saturday 2) to consider whether items which were provisional, rather than definite, should be funded from general reserves rather than the precept 3) the level of precept which the Council wished to set. 4) whether part of the general reserves should be earmarked.

The Interim Town Clerk provided Members with a spreadsheet indicating the figures resulting from percentage increases ranging from zero to two percent. A proposal was put, and duly seconded, that due to the level of general reserves, the Council would set a Precept of £721,293 which represents no increase in the Council Tax (for Town Council purposes). A recorded vote was requested, with the following result: For the proposal - Councillors J Davies, N Dibben, I Dobson, T Drye, R D'Souza, R Fuller, J Hunt, I Jackson, R Kuch, B Luter, J Pallant, P Pope, D Rowe, D Townsend. Against the proposal - Councillor J Tiddy The motion was, therefore, carried. Members thanked the Council staff for their support on the budget. C158.00 COUNTY COUNCIL MATTERS The report was noted. RESOLVED: that the report be received and noted. C159.00 DISTRICT COUNCIL MATTERS Councillor Fuller informed Members about the 'trail blazer' initiative adopted by the District Council in partnership with other authorities, which was designed to assist people facing the risk of homelessness. RESOLVED: that the report be received and noted. C160.00 ROLLING PROGRAMME The Interim Town Clerk advised Members that the Rolling Programme listed items for the whole Council that were believed to be both completed and outstanding. Members were requested to review the list and inform the Town Clerk if they felt any comments should be changed. In future the "green" completed items would be omitted and the outstanding items reported to the relevant Committee/Council. RESOLVED: that the Rolling Programme be received. C161.00 USE OF GRANT FUNDING Members were in receipt of letter from the Bridge Debt Advice Centre detailing its use of the Council's grant. RESOLVED: that the letter be received and noted. The Interim Town Clerk informed members that neither party involved in the complaint relating to the last Council meeting were satisfied with his recommendation and that the matter would, therefore, be referred to the District Council's Monitoring Officer. RESOLVED: that the report be received and noted. C163.00 PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 EXCLUSION OF THE PRESS AND THE PUBLIC C164.00 TOWN CLERK RECRUITMENT C164.01 Members were in receipt of report from the Chairman of the Personnel Committee on recruitment of a new Town Clerk. RESOLVED: that the report be received and noted. C164.02 Chairman of the Personnel Committee, Councillor R Kuch, informed Members that the candidate recommended for appointment by the Recruitment Panel was Mrs Alison Benfield. He had received satisfactory telephone references for her, which he read out to the meeting. It was proposed that the appointment be ratified by Council. Suggested changes to the pattern of civic services for consideration by St Ives Town Council.

After a number of years in post I have come to the conclusion that although there is an established pattern for these services as times change it might be apposite now to revue our practice in order to get the most out of these occasions. For the purposes of this exercise I am taking the Mayoral year as my yardstick not the calendar, academic or even church year as this seems the most logical route to follow

Mayor Making: This currently is a handover ceremony in which at least half of the evening seems concerned more with the achievements and presentations from the outgoing mayor. Could this be better served by having a simpler handover with the focus then being on the incoming mayor and perhaps then more opportunity to showcase community activities? With regards to achievements and presentations I will deal with these later.

Civic Service: This is normally the first Sunday in June and used to be the opportunity for the new mayor to show his face in church. In years gone by the council would have attended the church’s Sunday service (Mattins). This is no longer the case and with it being so close to Mayor Making itself the timescale for planning a bespoke service to reflect the emphasis a mayor might wish to have is tight, additionally this is always under greater pressure in an election year. One solution is to use a generic form of service and the mayor to have minimal input but that is not the way that I like to operate. It is always better when time is spent with the mayor discussing the arrangements and having time to reflect and review them. Coupled to that is the fact that when this week coincides with the Feast of Pentecost (Whitsun), which it did in 2014 & 17 and will again in 2019 and 22 then it the service has to be moved to the following week giving opportunity for confusion and diary clashes. This year for various reasons the Civic Service was moved to September many felt this to be an improvement as the uniformed organisations where not all on camps etc as is often the case in June. I would therefore like to propose that we fix this event for the last Sunday in September, which has no clashes other than Harvest, which can be moved. And my wife’s birthday once in every six years or so, but that is my problem to deal with not yours! This will also give the Mayor opportunity to promote his or her charitable causes which be a focus of the service itself!

Christmas Services: This is a very busy time of year and I have no hesitation in saying that as the naturally more popular service is the Mayors Charity Carol Concert then this should be the service that full council are encouraged to attend. For those who want a traditional service, there is a ceremony of Lessons and Carols at the Parish Church, usually on the Sunday before Christmas, for which I would be happy to extend and invitation to Mayor and Councillors to attend (robed if desired, with reserved seats). Please bear in mind that this year only six, and this is not the first time that, under 50% of councillors attended the Civic Carol Service. It is a reality that time is precious at this time of year and I for one do not want to add to anyone’s burdens.

I would therefore propose we replaced the Civic Carol Service with an Easter Service to be held of the last Sunday of April each year. This conveniently always falls within the Easter Season and yet is never Easter itself. I would envisage this as being the occasion to mark the forthcoming conclusion of the Mayoral year with presentations and acknowledgement of achievements. Like the September Civic Service this could also be on a Sunday either at 11:30, or in the afternoon if preferred. Having this on a Sunday should enable a wider selection of attendees from the community than a Tuesday evening in December! It would be for you as the council to decide is you wanted a formal parade from the town but my personal feeling is not to do this as it should not be seen as a imitation of the Civic Service earlier in the year. Instead a social gathering could take place in or around the church, as at Christmas but in daylight, and if held in the afternoon possibly followed by a cream tea or something similar, making it distinctly different from the Civic Service. There is a caveat that in certain years this may fall within the period of Purdah and mayors and council need to be mindful of this in the preparation and promotion of this service. This should not create any difficulties as it is basically a church service of thanksgiving. However, it would be prudent in such years for the clerk’s advice to be sought.

Present: Chairman: Councillor N Dibben Vice-Chairman: Councillor D Rowe Councillors: R Kuch, P Pope, J Tiddy In attendance: PL96.00 APOLOGIES FOR ABSENCE Apologies for absence were received from Councillor J W Davies (HDC commitment) and Councillor I Dobson (Personal). An apology had been received prior to the meeting from Councillor A Ayers-Wilson which was not reported to the meeting. PL97.00 DECLARATIONS OF INTEREST No declarations were given. PL98.00 PUBLIC PARTICIPATION Jane Amaral of the Civic Society of St Ives presented the Society's comments on several applications. 17/02268/FUL - Land rear of 12 Alabama Way - This application is on the same site as an earlier one, 17/00415/FUL The application makes no mention of the amount of use made of the pathway by members of the public. The route is lit by County Council light Nr L3GDX and is an integral part of the off road footpath to and from the bus stop on Hill Rise. Whilst there appears to be some confusion on the exact status, adoption was previously confirmed by CCC Highways. Land to the north of the site, and contiguous with it is shown on CC plans as in their ownership. At present the entire area is grassed open space and within the local area it is an important facility, especially for younger children. Access to the CC’s open space will be removed by this application. The proposed access route is very narrow, and the single dwelling is now much larger than either of the previous pair of dwellings. It is shown as a four/five bedroom house with four parking spaces. This has the capacity to create danger for pedestrians during vehicle movements. The Society consider the application should not be approved. 17/01729/FUL - 18 Stirling Road - These further changes to this application have detracted from what little interest was provided by the previous stepping back of the proposed dwelling. As a consequence the higher gutter line and ridge will be more noticeable, compared with the adjacent property. The application is still an overdevelopment of the site and the raised floor levels result in narrow steps and ramp to the front door. The ramp is too narrow to easily allow pram or wheelchair access into the property and the bin store location will require full bins to be lifted up the steps. Consequently the bins are likely to be stored elsewhere on the site in full view of passers by. The Society consider the application should not be approved. 17/02497/HHFUL - 1 Green End Barns - This application is similar to a previously approved proposal. The intention now is that it should not project to the front as much as previously. The Society’s only comment is that, if approved, a condition should prohibit use as a separate dwelling.

An HDC Cabinet and Full Council Meeting that evening would be presented with a modified Local Plan which would go out to formal consultation. The Cabinet Agenda, available on the HDC website gave a summary of all comments received.

The Chairman also informed Members that as the Meeting scheduled for 20 January had been postponed any planning applications received in the interim period would either go to the next meeting or be determined by delegated powers if urgent.

The Huntingdonshire Local Highway Improvement Panel meeting will be assessing the LHI 2018/19 applications on Wednesday 17th and Thursday 18th January. The panel meeting this year will be held at Vantage House, Washingley Road, Huntingdon, PE29 6SR. Please note there is limited parking available on site, there will be a number of parking bays reserved and clearly marked for this meeting. If these are taken please ensure you park in a Cambridgeshire County Council marked bay.

We are inviting you to attend to represent your submitted application. If you so wish, applicants will be allowed 3 minutes to highlight to the panel the benefits of their application and then answer any questions from the panel members. Alternatively, if you do not want or are unable to attend you may submit a written representation (limited to one side of A4) by email to [email protected] by Friday 12th January at the latest.

Narrow the junction to make it easier for pedestrians and cyclists to cross the busy junction.

Key Considerations Junction already has a pedestrian/cycle island. There is a busy industrial business (Ridgeons) on the corner with many large vehicles using the junction. The provision for a controlled crossing has not been considered at this stage as this would involve the location being away from the desire line and a significant cost increase.

Optimum Solution The junction has been designed to accommodate larger vehicle movements. Don't amend the junction instead look to block off Needingworth Road to through traffic reducing the turning movements at this junction. There is the potential for objections to this proposal.

Other options considered Sever Needingworth Road to make it a no-through-road. Allow access for cyclists and potentially emergency services (drop bollards). This would reduce the number of vehicle movements into and out of the junction making is safer for pedestrians and cyclists to cross the road.

Good evening, My name is Peter Smith, I was a town councillor from 2012-16. During some of this period I represented council on St Ives & District Road safety Committee. I understand that at present there is no councillor available to sit on the committee. I was approached by the committee chair to ask if I would rejoin the committee. I have attended one meeting (November this year).

I have made it clear that I am not able to represent St Ives or SITC without the approval and authority of the council. I have suggested that I am at present simply a co-opted member. I am however willing and able to write and submit reports to SITC if that would be welcome. (the committee minutes are very thorough but , of necessity, refer to issues in surrounding villages and so are not entirely relevant to our town).

A topic of discussion at the November meeting was the difficulty pedestrians encounter crossing the road near the Cromwell Place doctors' surgery. Patients crossing to go to the surgery are inevitably often old or infirm. A member of the committee has recorded high volumes of traffic at busy times (rush hour, market days etc.)

I have been requested to ask you if Council would be in favour of looking into the feasibility of a pedestrian crossing in a suitable location to make road crossing easier and safer. If that were to be the case could this be partly funded by CIL money?

I look forward to hearing from you and would be most willing to meet in person if that would be desirable.

Councillor Surgeries Actions from last surgery have been completed and fed back as appropriate. Outstanding action to consider way forward – to include in above WP meeting in the first instance

Finance External Audit No further action until end of financial year

Internal Audit Awaiting meeting of Internal Audit WP to discuss report and agree action. Internal Auditor has carried out interim audit. Next visit will be at year end when the report will be provided

Investments In line with resolution C236.02 at the February 2017 meeting - Full £500k transferred to CCLA Deposit Fund Application for £200k investment in Property Fund to be submitted for signature before the end of the month.

Partnership Working In Bloom Meeting held with Group reps to review last year and start planning for joint working in 2018.

Neighbouring Parish Council – bus review Meeting schedule for 15 Jan to hold informal meeting with neighbouring parish councils to consider bus provision prior to more formal talks with County Council. Results of ‘The Bridge’ Bus User Survey included at Item C184.00.

Grant Funding 2018 All groups have been contacted confirming success of their grant application, subject to some final clarification as agreed at December meeting
