Sec. 23-25.2 Fences - Before commencing construction of a fence or wall plans shall be submitted and approved by the City Manager or an assigned designee as a minor site plan approval for any fence or wall six (6) feet in height or less. Retaining walls and fences exceeding six (6) feet in height shall require approval through the regular site plan review process. All construction of fences and retaining walls must meet applicable requirements of Villa Park Building Code and Ordinance.

Sec. 17-1.1. Applicants for building permits on one (1) or more lots, or any addition, renovation, or alteration, in excess of three hundred (300) combined square feet, must comply with the provisions of this chapter prior to the issuance of a building permits by the City.

Sec. 10-5. Land Movement - Except as exempted in Section 10-3.1, Grading Permits, of this Chapter, no person shall conduct any grading or clearing, brushing, or grubbing on natural grade or existing grade that is preparatory to grading, without first obtaining a grading permit from the Building Official. A separate permit shall be required for each site and may cover both excavations and fills.

Encroachments - No person shall construct, place or maintain an encroachment which in whole or in part rests upon, in or over any public right-of-way without having first obtained an encroachment permit to do so from the City Manager or his designee unless explicitly exempted by subsection 17-5.5. Such encroachment permit is a license to construct and maintain an encroachment in the public right-of-way and does not confer on the permittee a vested property interest in the land upon which the encroachment is constructed or maintained.

Sec. 17-4.2. Excavations - No person shall make any excavation in, or under, the surface of any public street, or other public place for the installation, repair or removal of any pipe, conduit, duct, or tunnel, without first obtaining from the City Engineer a permit, before beginning such excavation. The City Engineer, before issuing such permit shall require:

a. A written application submitted to the City including contact information, project location, purpose of project/work, and estimated work dates.

b. Provide a plot plan showing the project location and each excavation with dimensions. City Staff may require additional items. Some projects/work may not require these items. Please call and make sure.

c. The permit applicant must receive approval from the Bureau of Franchises and Public Utilities before being issued.

Sec 18-3. Sewer - No person shall undertake the installation of sewer laterals and mains or any work in connection therewith unless a permit is obtained in accordance with the provisions of this Chapter.

Sec 17-2.2. Trenching - Every person desiring to dig in the streets of the City for the purpose of laying gas pipe, water pipe, sewer or other work in said streets, by reason of which the surface of the said street will be disturbed or turn up or broken, must, before beginning such work, obtain a written permit from the City designating the time and place and the amount and character of said work to be performed.

Sec. 17-4.5. Asphalt Cutting - No person shall make any excavation or install or maintain any pipe, conduit, duct or tunnel in or under the surface of any street, or other public place at any location other than that described in the permit issued therefore, and the City Engineer may require such surveys as may be deemed necessary to ensure full compliance with this subsection.

Sec. 17-6.2. Driveway Approaches – the repair, maintenance, or remodel, whether in the public right of way or private property, must be permitted by the City.
