The council will advocate to the New Zealand Transport Agency and ONTRACK for the latter two • managing Motu Manawa-Pollen and Traherne islands, and the forest on the Manukau Harbour’s coastline in a way that respects their ecological values. The cultural heritage values (including archaeological and Māori sites of signifi cance) of the Avondale/Blockhouse Bay area are respectfully managed. Particular areas of focus may include: • Te Auaunga-Oakley Creek • Motu Manawa-Pollen Island Marine Reserve • Waterview Interchange • Te Whau Point. The heritage values of the Avondale/Blockhouse Bay area are retained, including those associated with the residential heritage and traditional town centres in the area. Growth eras that may be particularly evident in the Avondale/Blockhouse Bay area include: • Victorian/Edwardian growth • inter-war development • post-war development • recent growth Avondale consists predominantly of development from the Post-war era, with some minor areas from the Recent Growth era. Open spaces within the Avondale/Blockhouse Bay area are safe, secure, accessible and welcoming: • there are low-rise apartments and terrace houses (two to four storeys) alongside sections of Te Auaunga-Oakley Creek and on the southern side of Avondale Racecourse, increasing surveillance over parts of those open spaces • the impact of development associated with State Highway 20 on Waterview Reserve is minimised • in the long term, open spaces in New Windsor are improved, including a new community open space at 72 to 80 Tiverton Road • Heron Park is more accessible • the area’s open spaces cater well for pedestrians and cyclists, in particular along the coastal esplanade, across Alan Wood Reserve (from Methuen Road to Hendon Road), at Riversdale, Eastdale, Chalmers and Wolverton Reserves, and at Olympic and Craigavon Parks. The Avondale/Blockhouse Bay area has improved pedestrian and cycling routes: • along the Manukau and Waitematā Harbour coastlines; from the Waitematā Harbour to the Manukau Harbour along the historic portage route; to and along Te Auaunga-Oakley Creek and Whau Creek; from the Whau Creek to the Blockhouse Bay Recreation Reserve; through Avondale Racecourse to the coast and Waitakere City; and from Heron Park to Eastdale Reserve • continuous access around the Manukau and Waitematā Harbour coastlines (as far as practicable), including tidal access in places. Infrastructure in the Avondale/Blockhouse Bay area is improved: • areawide stormwater and wastewater infrastructure upgrades to accommodate growth, improve water quality and reduce fl ood risks. The council will work with Metro Water Ltd and Watercare Services Ltd to achieve this • the council will advocate to Transpower for high-voltage electricity transmission lines throughout the area to be placed underground. Avondale Racecourse’s sports fi elds and Sunday markets are maintained, with better access provided to them for pedestrians, cyclists and public transport.

These volcanic fields were formed in an approximate time span of 8 million years producing small- volume volcanoes typically considered to be monogenetic. Polycyclic monogenetic volcanic complexes are also common in each field however. The original morphology of volcanic landforms, especially phreatomagmatic volcanoes, is commonly modified. by erosion, commonly aided by tectonic uplift. The phreatomagmatic volcanoes eroded to the level of their sub-surface architecture expose crater to conduit filling as well as diatreme facies of pyroclastic rock assemblages. Uncertainties due to the strong erosion influenced by tectonic uplifts, fast and broad climatic changes, vegetation cover variations, and rapidly changing fluvio-lacustrine events in the past 8 million years in the Pannonian Basin have created a need to reconstruct and visualise the paleoenvironment into which the monogenetic volcanoes erupted.

These are detailed in the following sections where the activities undertaken by the council and its CCOs are described. Each section includes details of the expenditure, the projects and achievements together with the levels of service which were provided and details of the performance measures. The performance measures describe either what we set out to achieve or levels of customer satisfaction. Results show performance against the standard (target) we set ourselves. Abstract Tephra refers to any pyroclastic fragments ejected from a volcanic vent and its dispersal is one of the major hazards with explosive eruptions. The attenuation of tephra fall thickness is most commonly estimated after contouring field measurements into smooth isopachs. I explicitly describe the variability in thickness by using a semiempirical tephra attenuation relation as a link function. This opens the way to fitting models to actual tephra observations through maximum likelihood estimation (MLE). The method is illustrated using data published from the 1973 Heimaey eruption in Iceland. Complex eruptions commonly produce several phases of tephra fall from multiple vents. When attempting to precisely reconstruct past eruptions from the geological record alone, separate phases are often indistinguishable. Augmented by a mixture framework, the MLE attenuation model was able to identify the sources and directions of tephra deposition for the 1977 Ukinrek Maars eruption in Alaska, US, from only the tephra thickness data. It was then applied to the unobserved 1256 AD Al-Madinah eruption in Saudi Arabia. The estimation of the spatio-temporal hazard from a monogenetic volcanic field is criti- cally dependent on a reconstruction of past events.

These volcanic fields were formed in an approximate time span of 8 million years producing small- volume volcanoes typically considered to be monogenetic. Polycyclic monogenetic volcanic complexes are also common in each field however. The original morphology of volcanic landforms, especially phreatomagmatic volcanoes, is commonly modified. by erosion, commonly aided by tectonic uplift. The phreatomagmatic volcanoes eroded to the level of their sub-surface architecture expose crater to conduit filling as well as diatreme facies of pyroclastic rock assemblages. Uncertainties due to the strong erosion influenced by tectonic uplifts, fast and broad climatic changes, vegetation cover variations, and rapidly changing fluvio-lacustrine events in the past 8 million years in the Pannonian Basin have created a need to reconstruct and visualise the paleoenvironment into which the monogenetic volcanoes erupted.
