It is set out in two parts, one which provides background on the role of local boards, their decision-making responsibilities and some general information about local board plans and physical boundaries. The second part contains the individual local board agreements for all 21 local boards, which contain detailed information about local activities, services, projects and programmes and the corresponding budgets for the period 1 July 2012 to 30 June 2013. Here we have also included additional information like ten-year budgets for each board and a capital projects list. Local boards were provided with key budget information in late December to enable them to consider and reprioritise their budgets within the funding allocation set by the governing body on 30 November 2011. Local boards met to approve their draft local board agreements in late January and early February. The purpose of these meetings was to ensure that the draft agreement fairly reflects what council and local boards have agreed as a basis for public consultation. As at the date of publication of the draft LTP for consultation, all local boards have approved their draft agreements. Where necessary, appropriate disclosures have been made in the draft local board agreements. Volume Four: Local board information and agreements Auckland Council Draft Long-term Plan 2012-2022 4 Chapter 2: How to have your say Chapter 2: How to have your say Consulting with you is a key part of the draft LTP 2012-2022 and draft local board agreement development process. Submissions will be considered jointly by the governing body and local boards. Local board agreements are developed annually between each of the 21 local boards and the governing body. The agreements set out the projects, programmes and funding for local activities, taking into account the priorities identified in each local board plan. The agreements are currently at the draft stage, and we welcome your feedback to help inform the development of the final local board agreements. Please see Volume One for more information and a submission form. Council is accepting submissions from Friday 24 February to 23 March 2012. Please ensure that we have your submissions before 4.00 Friday 23 March 2012. Volume Four: Local board information and agreements Auckland Council Draft Long-term Plan 2012-2022 Chapter 3: Overview of the local boards 5 Chapter 3: Overview of the local boards Auckland Council is comprised of two complementary and non-hierarchical decision-making parts: the governing body, consisting of a mayor elected by all Aucklanders and 20 councillors elected on a ward basis 21 local boards, with members elected by local board area. The governing body and the local boards share the decision-making responsibilities of Auckland Council: the governing body focuses on the big picture and on Auckland-wide strategic decisions local boards represent their local communities and make decisions on local issues, activities and facilities. Local boards also provide important local input into Auckland-wide strategies and plans including those of the council-controlled organisations (CCOs). The areas for local boards were set by the Local Government Commission in March 2010 and can be seen in the map in Volume One. Local boards obtain their decision-making responsibility for activities from three sources: responsibility directly conferred by legislation – this applies to activities such as community engagement, preparing local board plans, negotiating, agreeing and monitoring local board agreements and proposing local bylaws. Local boards are also responsible for identifying the views of local people on regional strategies, policies, plans and bylaws and communicating these views to the governing body. allocation of decision-making for non-regulatory activities – decision-making responsibility may be allocated to the local boards by the governing body in line with principles in the legislation. Local boards make decisions on, and have oversight of, a broad range of local projects, programmes and activities and assets such as local parks, libraries, events, recreational facilities and cultural activities, except where decision-making on an Auckland-wide basis will better promote the well-being of communities across Auckland. delegation of decision-making responsibilities – under legislation, the governing body is responsible for decision-making and oversight of regulatory activities such as bylaws, consent processes, licensing, compliance, inspection and enforcement and animal management. It may delegate decision-making responsibility for regulatory activities to local boards, with some exceptions such as the making of bylaws. The governing body retains legal responsibility for any regulatory activities delegated to local boards. The governing body may also delegate responsibility for non-regulatory activities to local boards, in which case it retains legal responsibility for those activities. Auckland Transport may also delegate some of its decision-making responsibilities to local boards. A full list of responsibilities is in Chapter One of Volume Three of this draft LTP. These local board plans followed a special consultative procedure prior to adoption, as outlined in the Local Government Act 2002. This plan provides a foundation for each local board to develop their local board agreements with the governing body. Annually, each local board agrees a local board agreement with the governing body for the delivery and funding of services
