Minutes of a meeting of the Howick Local Board held in the Howick Local Board Meeting Room, Pakuranga Library Complex, 7 Aylesbury Street, Pakuranga on Monday, 16 August 2021 at 6.00pm.

Resolution number HW/2021/120 MOVED by Chairperson A White, seconded by Member B Wichman: That the Howick Local Board: a) confirm the ordinary minutes of its meeting, held on Monday, 19 July 2021, as a true and correct record. CARRIED

6 Acknowledgements

The Chair acknowledged the Howick Youth Council and read the following acknowledgement: I wish to acknowledge the ongoing success of the Howick Youth Council as they celebrate their ten year anniversary. These multi-talented young people work on a voluntary basis, to bring together, mentor, inform and support the youth of the whilst growing themselves to be confident and capable leaders. I congratulate Howick Youth Council – past and present. We know our community will be in great hands in the years to come.

13 Proposal to make a new Freedom Camping in Vehicles Bylaw Note: changes were made to the original recommendation with an addition to clause a) being added as a Chair’s recommendation. Resolution number HW/2021/127 MOVED by Member B Wichman, seconded by Deputy Chairperson J Spiller: That the Howick Local Board: a) support the draft Statement of Proposal in Attachment A of this agenda report to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 for public consultation and provides the following feedback: i) local knowledge, and the previous consultation undertaken with the local board in 2018 and 2019, needs to be properly considered when determining the best locations for freedom camping to be permitted ii) freedom camping should not be permitted on urban roadsides iii) the bylaw needs to be effectively enforced in a timely manner. Any enforcement needs to be adequately resourced. CARRIED

14 Howick Open Space Network Plan Resolution number HW/2021/128 MOVED by Member M Turinsky, seconded by Member P Young: That the Howick Local Board: a) adopt the Howick Open Space Network Plan included as Attachment A of the agenda report. b) delegate the approval of any minor document amendments as well as the inclusion of the Māori heritage section (when completed) to the Chairperson of the Howick Local Board. CARRIED

15 Joint Council-Controlled Organisations (CCO) Engagement Plan 2021-2022 Resolution number HW/2021/129 MOVED by Member B Wichman, seconded by Member B Kendall: That the Howick Local Board: a) adopt the Joint Council-Controlled Organisations Engagement Plan 2021-2022 (included as Attachment A to this agenda report) as agreed between the local board and Auckland Council’s substantive Council-Controlled Organisations: Auckland Transport, Auckland Unlimited, Panuku Development Auckland, and Watercare. b) note that the Joint Council-Controlled Organisations Engagement Plan 2021- 2022 is a live document that will be updated as needed, with changes reported to the local board each quarter. c) authorise the chair of the local board to sign this agreement on behalf of the local board, in conjunction with representatives from the four CCOs. CARRIED

16 Auckland Council’s Performance Report: Howick Local Board for March to June 2021 Resolution number HW/2021/130 MOVED by Member B Wichman, seconded by Chairperson A White: That the Howick Local Board: a) receive the performance report for March to June 2021. b) note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2020/2021 are released to the ’s Exchange (NZX) which are expected to be made public on or about 30 September 2021. CARRIED

17 Howick Local Board Annual Report 2020/2021 Resolution number HW/2021/131 MOVED by Deputy Chairperson J Spiller, seconded by Member B Wichman: That the Howick Local Board: a) adopt the draft 2020/2021 Howick Local Board Annual Report as set out in Attachment A to the agenda report. b) note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 27 September 2021. c) note that the draft 2020/2021 Howick Local Board Annual Report, as set out in Attachment A to the agenda report, will remain confidential until after the Auckland Council group results for 2020/2021 are released to the New Zealand Stock Exchange which are expected to be made public by 28 September 2021. CARRIED

18 Classification of parts of the Howick Beach, Howick Resolution number HW/2021/132 MOVED by Member P Young, seconded by Member B Wichman: That the Howick Local Board: a) rescind clause a) of the resolution HW/2021/94 classifying Howick Beach as recreation reserve pursuant to Section 16(2A) of the Reserves Act 1977. b) resolve pursuant to Section 16 (2A) of the Reserves Act 1977 to classify parts of Howick Beach legally described as Allot 7 Section 6 Town of Howick comprised in cancelled Record of Title NA533/36, Allot 6 Section 6 Town of Howick comprised in Record of Title NA533/35, Allot 5 Section 6 Town of Howick comprised in Record of Title NA533/34 and Lot 3 Deposited Plan 26997 comprised in Record of Title NZ678/280 as recreation reserve as shown outlined in red on Attachment A to the agenda report. CARRIED

19 Approval for a new private road name at 8-14 Cherry Road, Bucklands Beach. Resolution number HW/2021/133 MOVED by Member B Wichman, seconded by Member P Young: That the Howick Local Board: a) approve the name Clementine Place (applicant’s preferred name) for the new private road created by way of subdivision at 8-14 Cherry Road, Bucklands Beach, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60368592 and SUB60368594). CARRIED

20 Amendment to the 2019-2022 Howick Local Board meeting schedule Resolution number HW/2021/134 MOVED by Member K Bungard, seconded by Member M Turinsky: That the Howick Local Board: a) approve the amendment of a meeting date to the 2019-2022 Howick Local Board meeting schedule to avoid holding this on a public holiday as follows: • Thursday 21 April 2022 at 4pm to replace the scheduled meeting that was to be held on Monday 18 April 2022 at 6pm. CARRIED

21 Governance forward work calendar Resolution number HW/2021/135 MOVED by Member M Turinsky, seconded by Deputy Chairperson J Spiller: That the Howick Local Board: a) note the governance forward work calendar included as Attachment A of the agenda report. CARRIED

22 Workshop records Resolution number HW/2021/136 MOVED by Chairperson A White, seconded by Member B Wichman: That the Howick Local Board: a) note the workshop records for workshops held on 1, 8 and 29 July 2021 and included as attachments to the agenda report. CARRIED
