Konferences partneri ir Tallinas Universitāte (Igaunija), Maskavas Pilsētas pedagoģiskā universitāte (Krievija), P.M. Mašerova vārdā nosauktā Vitebskas Valsts universitāte (Baltkrievija). Dalībai konferencē atsaucās zinātnieki, praktiķi, pedagogi, doktoranti kā no Latvijas, tā arī Lietuvas, Igaunijas, Baltkrievijas, Krievijas, Norvēģijas augstskolām un institūtiem. Tā kā konferences referātu tēmas tika prezentētas trijās sekcijās, arī raksti krājumā sakārtoti trīs tematiskajās daļās: . Kultūra un sabiedrība reģionālās identitātes diskursā; . Mūzikas zinātne praksei; . Māksla un dizains. Radoša un izzinoša bija arī konferences otrā diena. Konferences apmeklētājiem tika piedāvāta dalība 8 mākslas un mūzikas meistardarbnīcās, kuru vadītāji, nozaru speciālisti un pedagogi, dalījās ar praktisko pieredzi un jaunām pedagoģiskajām idejām. Krājuma „Māksla un mūzika kultūras diskursā” sastādītāji un autori, kā arī konferences organizatori, būs gandarīti, ja krājumā apkopotais materiāls būs noderīgs un inspirējošs arī lasītājam.     religions Article A Reconstructed Indigenous Religious Tradition in Latvia Anita Stasulane Faculty of Humanities, Daugavpils University, Daugavpils LV-5401, Latvia; [email protected] Received: 31 January 2019; Accepted: 11 March 2019; Published: 14 March 2019 Abstract: In the early 20th century, Dievtur¯ıba, a reconstructed form of paganism, laid claim to the status of an indigenous religious tradition in Latvia. Having experienced various changes over the course of the century, Dievtur¯ıba has not disappeared from the Latvian cultural space and gained new manifestations with an increase in attempts to strengthen indigenous identity as a result of the pressures of globalization. This article provides a historical analytical overview about the conditions that have determined the reconstruction of the indigenous Latvian religious tradition in the early 20th century, how its form changed in the late 20th century and the types of new features it has acquired nowadays. The beginnings of the Dievturi movement show how dynamic the relationship has been between indigeneity and nationalism: indigenous, cultural and ethnic roots were put forward as the criteria of authenticity for reconstructed paganism, and they fitted in perfectly with nativist discourse, which is based on the conviction that a nation’s ethnic composition must correspond with the state’s titular nation. With the weakening of the Soviet regime, attempts emerged amongst folklore groups to revive ancient Latvian traditions, including religious rituals as well. Distancing itself from the folk tradition preservation movement, Dievtur¯ıba nowadays nonetheless strives to identify itself as a Latvian lifestyle movement and emphasizes that it represents an ethnic religion which is the people’s spiritual foundation and a part of intangible cultural heritage.

Latvian society is moving down the path to secularization. Participation in religious ritual practices could be expected to decrease in a predominately secular society. Nevertheless, the tradition of the cemetery festival practiced in Latvia shows that the relationship between the religious and the secular is much more complex than simply being in opposition to each other. The analysis is based on data obtained by undertaking fieldwork at cemeteries in Latvia. Participant observation and qualitative in-depth interviews were the main research tools used in the fieldwork. Through an analysis of the fieldwork data, this article explains, first, how honoring of the deceased currently takes place in Latvia; second, the factors which have determined the preservation of the cemetery festival tradition despite the forced secularization of the Soviet period and the general secularization encountered today; third, the relationship between religious and secular activities and their transformation at the cemetery festival.     HISTORY OF STATE AND CHURCH RELATIONSHIPS IN LATVIA RINGOLDS BALODIS Separation of Church and State has never implied segregation of reli- gion from society or the complete exclusion of the Church from social life. This would not be possible in a democratic country, as religion and religious associations form one of the main elements structuring society. The official attitude of the traditional Church towards political processes within the state is neutral. However, the Church, which by its nature is a polygamous community, has the power to influence the polit- ical regime within the state, especially due to the fact that it often receives strong external support. Many examples can be quoted in order to sup- port this statement – for example the Holy See, is now seeking to sign a Concordat with the Republic of Latvia. The supporter of the Latvian Orthodox Church is the Orthodox Church of Russia. Its position often concurs with the official government position of Russia. New non-tra- ditional religious organisations come to Latvia only with the help of strong foreign backing. Muslim support is based in Saudi Arabia, the metropolis of Islam Mission, which is even prepared to finance the con- struction of a mosque in Riga. Mormons are supported by the United States. Seventh Day Adventists and Jehovah’s Witnesses reinforce their status in Latvia with aid from the US and the European Union. If we ignore these links and enforce an imprudent government policy with respect to these Churches, we may face serious foreign policy problems, which in the long run can affect the economy of our country.

Since the early 1990s, when Latvia regained its independence from the Soviet Union (1991), Latvia’s historical region of Latgale has become a site of unending political activism aimed at opposing Latvian nationalism. Claiming to represent Latvians of that region or Latgalians, political activists have been declaring that they are struggling against the ongoing state oppression of their distinct, regionally and historically rooted Latgalian identity and language, and have been demanding more autonomy in cultural, linguistic and economic affairs for Latgale. In this article I will attempt to reveal the wider historical, political and social contexts that are evoking, triggering and shaping Latgalian political activism. I will argue that Latgalian activism represents an attempt to invigorate an imagined Latgalian community that is separate from Latvians in order to achieve official affirmation of Latgalians as an inseparable part of the Latvian nation. I also engage in theoretical debates on different manifestations of sub-state nationalisms inside Europe by presenting this case study of a territorially based nationalist movement as being aimed not at separation, but at inclusion within a dominant nationalist imagination. It is the early morning of 26 September 2009. A dozen pickets have gathered in front of the Riga State First Gymnasium, where various activities are being held by the Latvian Language Agency on the occasion of the European Day of Languages. In their hands the pickets hold large homemade posters containing inscriptions such as ‘The Latgalian language is not dead!’, ‘Stop the assimilation of our children!’, ‘Stop language ethnocide in Latgale!’ and ‘Is Latgale and the Latgalian language in Europe?’ Passers-by are given a leaflet about the written tradition of the Latgalian language.

    LATVIA 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution provides every person the right to “freedom of thought, conscience, and religion,” and specifies the separation of church and state. By law, eight “traditional” religious groups (seven Christian groups and Jews) receive rights and privileges other groups do not. In addition, six new religious groups registered during the year. Draft legislation to provide restitution to Jewish Holocaust victims in accordance with the 2009 Terezin Declaration was withdrawn after a procedural defeat in parliament in June. On March 16, approximately 250 persons, including 10-15 veterans of the Nazi Waffen-SS and four members of the National Alliance (NA) party, participated in the annual march for Latvian Legionnaires who fought as conscripts of the Waffen-SS against the Soviet Union in World War II (WWII). An estimated 1,100 people were in the total crowd of supporters, protesters, media, observers and passersby, according to police, one third less than recent years. In its Freedom of the World 2019 report, the nongovernmental organization (NGO) Freedom House said support for the event continued to decline. Various groups, including the Latvian Anti-Nazi Committee, again condemned the march. A European Commission (EC) survey published in September showed that 12 percent of respondents believed discrimination on the basis of religion or belief was widespread in the country, while 67 percent said it was rare. A Special Eurobarometer survey of perceptions of anti-Semitism published in January showed that 14 percent of respondents believed anti-Semitism was a problem in the country, and 7 percent believed it had increased over the previous five years.

    Orthodoxy and politics in Latvia Andis Kudors In 2011 researcher Nils Muiznieks in his analysis on Latvian - Russian relations pointed out that Orthodoxy in Latvia is an important social phenomenon and provides an channel for Russia to exercise its soft power in Latvia.217 The Minister of Foreign Affairs of the Russian Federation Sergey Lavrov in his interview for the newspaper "Rossijskaya Gazeta" in 2008 noted that Russia’s relations with Russian compatriots living abroad would actually be based on the principles of soft power and one of the sources of soft power were the values that were attractive in the eyes of inhabitants of another country. When a foreign policy is based on such values a certain country can also affect political decision-making in the target country. Orthodoxy as a value can serve as such a resource; it is evident that over recent years, the Russian Orthodox Church (ROC) has been actively involved in the implementation of Russia’s foreign policy. However, in case of the Latvian Orthodox Church (LOC), we cannot equivocally state that it would let itself be used as an instrument of Russian foreign policy in all situations. The situation is not black and white, rather it is colourful and dependant on various factors, including the moderate and often neutral position on political issues by Metropolitan Alexander, the current Head of the LOC. Nevertheless, this does not exclude a possibility that in future the LOC’s willingness to respond to the Kremlin’s political appeals might increase. The scholars have paid attention to the Latvian government's relations with the Orthodox Church during years 1920 to 1940.
