GEOFFREY C. GUNN Timor-Leste in 2020 Counting the Costs of Coronavirus ABSTRACT The impact of the Covid-19 pandemic on Timor-Leste in 2020 was great, and the ripple effects may be felt for years. Paradoxically, it was not that the population was directly impacted—indeed, the small half-island nation stands out with only a score or so of cases, and no deaths—but that the oil-dependent economy and the status of financial reserves took a major hit with the collapse of oil and stock prices. In the interest of managing the pandemic, the incumbent prime minister declared a state of emergency, withdrawing his earlier resignation and thus averting a political crisis. Still, as the new eco- nomic realities surrounding oil-related mega-infrastructure projects hit home, we see churn among the concerned ministers and technocrats, amid a major rethink of the way ahead, and with many of the choices invidious in the challenging new economic environment. The first crisis, breaking in January, was political, leading to the emergence of a new coalition government under incumbent Prime Min- ister Taur Matan Ruak. The transition also witnessed a reversal of fortune for Jose´ “Xanana” Gusma˜o’s Congresso Nacional de Reconstruc¸a˜odeTimor (National Congress for Timorese Reconstruction, CNRT), ceding its former weight in the Ruak-led coalition to long-running rival Frente Revolucionaria´ de Timor-Leste Independente (Revolutionary Front of Independent Timor- Leste, FRETILIN), led by Mari Alkatiri. -

his three volume publication includes the constitutional documents of all Tcountries in Southeast Asia as of December 2007, as well as the ASEAN Charter (Vol. I), reports on the national constitutions (Vol. II), and a collection of papers on cross-cutting issues (Vol. III) which were mostly presented at a conference at the end of March 2008. This collection of Constitutional documents and analytical papers provides the reader with a comprehensive insight into the development of Constitutionalism in Southeast Asia. Some of the constitutions have until now not been publicly available in an up to date English language version. But apart from this, it is the first printed edition ever with ten Southeast Asian constitutions next to each other which makes comparative studies much easier. The country reports provide readers with up to date overviews on the different constitutional systems. In these reports, a common structure is used to enable comparisons in the analytical part as well. References and recommendations for further reading will facilitate additional research. Some of these reports are the first ever systematic analysis of those respective constitutions, while others draw on substantial literature on those constitutions. The contributions on selected issues highlight specific topics and cross-cutting issues in more depth. Although not all timely issues can be addressed in such publication, they indicate the range of questions facing the emerging constitutionalism within this fascinating region. Indledning Plenarforsamlingen vedtog den 15. juni 2006 en beslutning om Timor-Leste, hvori den anmodede Formandskonferencen om at godkende, at der sendes en ad hoc-delegation til Timor-Leste i efteråret 2006 for at vurdere den politiske situation og undersøge, hvorvidt EU's bistandsprogrammer er tilstrækkelige. Den 13. september godkendte Formandskonferencen uden debat at sende en ad hoc- delegation til Timor-Leste den 28. oktober - 4. november 2006 sammensat af syv medlemmer, der udpegedes af de politiske grupper under anvendelse af d'Hondt-systemet, hvilket også gælder for løsgængere. Delegationen skulle sammensættes af tre PPE-DE- og to PSE-medlemmer samt et ALDE- og et Verts/ALE-medlem. Efter en række konsultationer og samstemning af holdninger mellem grupperne ønskede kun seks medlemmer at deltage i delegationen, nemlig to PPE-DE-medlemmer, 3 PSE- medlemmer og et GUE/NGL-medlem. På delegationens konstituerende møde den 19. oktober valgtes Britta Thomsen (PSE) til formand. Men ugen inden delegationen skulle rejse, trak hun sig, og det samme var tilfældet med et af de to PPE-DE-medlemmer. Den endelige delegation kom til at bestå af fire medlemmer, der indbyrdes udpegede Ana Maria Gomes (PSE) til formand. JICA 東ティモール活動報告書 (2002年5月~2008年8月) 平成 20 年(2008 年)9月 JICA 東ティモール事務所 -1 - 目次 まえがき 1 1.東ティモールの社会動向 2 1-1 政治 2 1-2 経済 2 1-3 治安 3 1-4 国家予算 3 1-5 援助 4 1-6 ドナーの支援 6 2.JICAの支援 12 2-1 経緯 12 2-2 重点分野の取組み 12 2-3 スキーム毎の取組み 15 2-4 今後の方向性 16 引用文献 18 資料 19 -2 - まえがき JICA は 2000 年 3 月の事務所開設以来、東ティモールへの支援を行ってきました。国連 東ティモール暫定行政機構(UNTAET)時代(1999.10.25~2002.5.17)の支援は、国際協力事 業団(2002)対東ティモール復興・開発支援総括報告書に記載されています。2002 年以降の 記録を本報告書にまとめました。2002 年 5 月 20 日の独立以降 2008 年8月までを対象と しています。 独立以降国連ミッションやドナーの支援により持続可能な開発段階に移行したと 2006 年 4 月には言われていましたが、国連東ティモール事務所(UNOTIL)の撤退予定の直前で ある 2006 年 5 月下旬に国軍兵士解雇に端を発した騒擾が発生し、警官 8 人を含む 37 人が 死亡し 15 万人の国内避難民が出る結果となりました。国連東ティモール統合ミッション (UNMIT)が 2006 年 8 月 25 日に設立され国連の支援が継続するとともに、国際安定軍(豪 州軍と NZ 軍)が駐屯し治安維持の役割を果たしています。 2007 年 4 月の大統領選挙と 6 月の国民議会選挙を経て、政権はアルカティリ元首相か らシャナナ・グスマン首相に移り、新体制による国家運営が始動した矢先の 2008 年 2 月 11 日には大統領・首相銃撃事件が発生し、4 月 22 日まで全土非常事態が宣言される騒ぎと なりました。治安動向に振回されながらも、2005 年からは技術協力プロジェクトや開発調 査を実施し、2006 年 3 月には技術協力協定が施行となり、ボランティア事業の開始に向 けての準備や円借款の可能性の検討など全スキームを実施できる体制になりつつあります。 本報告書は東ティモール支援を担当する JICA 職員を対象に、事業運営に必要な情報を 提供することを目的としています。JICA 事業と関連のある部分に焦点を当てて簡潔に記 載していますので、詳細な情報は引用文献を参考にしていただくようお願いいたします。 筆者の赴任した 2005 年 6 月以降は直接の経験を基にしていますが、それ以前は文献や関 係者からのヒアリングに基づいていることを申し添えます。 平成 20 年9月 国際協力機構東ティモール事務所 所長 上條 哲也 -1 - 1.東ティモールの社会動向 1-1 政治 2002 年 3 月 22 日に憲法が公布された。大統領は直接選挙で選出され、任期 5 年で国 軍最高司令官を兼任する。与党が指名し大統領が任命する首相が実質的な行政権限を有 する。初代大統領はシャナナ・グスマン(2002.5.20~2007.5.20)、第 2 代大統領はラモス・ ホルタ(2007.5.20~2012.5.20)である。国会は一院制で 2001 年 8 月の憲法選定議会選挙 で選ばれた政権議会がそのまま 2002 年 5 月からの国民議会に移行した。2002 年 5 月か ら 2007 年 7 月までは与党がフレテリン(全 88 議席中 55 議席)で、その他は民主党(PD7 議席)、社民党(PSD6 -

National Public Opinion Survey of Timor-Leste
National Public Opinion Survey of Timor-Leste October 23-30 & November 5-12, 2018 Detailed Methodology • The survey was conducted by INSIGHT Lda. under the supervision of the Center for Insights in Survey Research with the support of Burton Research and Strategies between October 23-30 & November 5-13, 2018. Fieldwork was temporarily delayed due to weather. • This survey was funded by the U.S. Agency for International Development (USAID). • Data was collected through in-person, in-home interviews. The sample was stratified by the 13 districts of Timor-Leste. Interviews were conducted in both urban and rural locations. • The sample consisted of 1,500 respondents age 17 and older and was representative of the voting age of adults nationally. • In an effort to more closely align the achieved sample with the population statistics as per the 2015 census, data in this presentation has been weighted for age and education. The same weighting scheme will also be employed for future polls, therefore ensuring better comparability of data over time. Due to the fact that previous polling data had not been weighted, comparability of the 2018 poll against prior polls is limited. • The survey was conducted according to a random multistage stratified section process. The first stage of the survey was stratified by Timor-Leste’s 13 districts. In the second stage, the survey was further stratified by suco (village). Next, aldeias (neighborhood administrative units) were chosen by random sampling, using the 2010 census information. Within each aldeia, households were selected from a random starting point and then every fifth house was chosen. -
