Laporan Kinerja ini merupakan bentuk pertanggungjawaban Direktorat Jenderal Kebudayaan, Kementerian Pendidikan dan Kebudayaan atas pelaksanaan kontrak kinerja yang telah diperjanjikan maupun pelaksanaan tugas pokok dan fungsinya dalam membantu Menteri Pendidikan dan Kebudayaan dalam menyelenggarakan pemerintahan di bidang pendidikan dan kebudayaan. Laporan ini menyajikan target dan capaian kinerja Direktorat Jenderal Kebudayaan tahun 2015, berupa tingkat capaian Indikator Kinerja Program (IKP) Pelestarian Budaya yang digunakan untuk mengukur tingkat capaian sasaran strategis Direktorat Jenderal Kebudayaan. GEOFFREY C. GUNN Timor-Leste in 2020 Counting the Costs of Coronavirus ABSTRACT The impact of the Covid-19 pandemic on Timor-Leste in 2020 was great, and the ripple effects may be felt for years. Paradoxically, it was not that the population was directly impacted—indeed, the small half-island nation stands out with only a score or so of cases, and no deaths—but that the oil-dependent economy and the status of financial reserves took a major hit with the collapse of oil and stock prices. In the interest of managing the pandemic, the incumbent prime minister declared a state of emergency, withdrawing his earlier resignation and thus averting a political crisis. Still, as the new eco- nomic realities surrounding oil-related mega-infrastructure projects hit home, we see churn among the concerned ministers and technocrats, amid a major rethink of the way ahead, and with many of the choices invidious in the challenging new economic environment. KEYWORDS: COVID-19, political crisis, oil price crash, infrastructure review, Timor-Leste SEVERAL FACTORS COMBINED IN 2020 to plunge Timor-Leste into a state of profound angst. The first crisis, breaking in January, was political, leading to the emergence of a new coalition government under incumbent Prime Min- ister Taur Matan Ruak. The transition also witnessed a reversal of fortune for Jose´ “Xanana” Gusma˜o’s Congresso Nacional de Reconstruc¸a˜odeTimor (National Congress for Timorese Reconstruction, CNRT), ceding its former weight in the Ruak-led coalition to long-running rival Frente Revolucionaria´ de Timor-Leste Independente (Revolutionary Front of Independent Timor- Leste, FRETILIN), led by Mari Alkatiri. -

FAA 118 / 119 REPORT CONSERVATION OF TROPICAL FORESTS AND BIOLOGICAL DIVERSITY IN TIMOR-LESTE JUNE 2012 PURPOSE In 2012, USAID/Timor-Leste will prepare its five-year Country Development Cooperation Strategy. USAID/Timor-Leste recognizes that protection of the environment and sustainable management of natural resources are required for a successful development program. Climate change adaptation, environment and natural resources management will be crosscutting themes in the new strategy. This report is an update of an assessment conducted in 2009 and fulfills the planning requirements set out by two provisions of the Foreign Assistance Act: 1. Section 118(e) "Country Analysis Requirements – Each country development strategy statement or other country plan prepared by the Agency for International Development shall include an analysis of – (1) the actions necessary in that country to achieve conservation and sustainable management of tropical forests, and (2) the extent to which the actions proposed for support by the Agency meet the needs thus identified." 2. Section 119(d) "Country Analysis Requirements – Each country development strategy statement or other country plan prepared by the Agency for International Development shall include an analysis of – (1) the actions necessary in that country to conserve biological diversity, and (2) the extent to which the actions proposed for support by the Agency meet the needs thus identified." METHODOLOGY This report is intended as an update to the 2009 draft of the Timor-Leste Tropical Forests and Biodiversity Analyses. Additional information was gathered and incorporated into the previous report during a visit to Timor-Leste in April 2012 by Sarah Tully, USAID, ME/TS. -

A widespread or systematic attack was committed against the civilian population in East Timor in 1999. The attack occurred during two interconnected periods of intensified violence. The first period followed the announcement on 27 January 1999 by the Government of Indonesia that the people of East Timor would be allowed to chose between autonomy within the Republic of Indonesia or independence. This period ended on 4 September 1999, the date of the announcement of the result of the popular consultation in which 78.5 per cent voted against the autonomy proposal. The second period followed the announcement of the result of the popular consultation on 4 September through 25 October 1999. -

his three volume publication includes the constitutional documents of all Tcountries in Southeast Asia as of December 2007, as well as the ASEAN Charter (Vol. I), reports on the national constitutions (Vol. II), and a collection of papers on cross-cutting issues (Vol. III) which were mostly presented at a conference at the end of March 2008. This collection of Constitutional documents and analytical papers provides the reader with a comprehensive insight into the development of Constitutionalism in Southeast Asia. Some of the constitutions have until now not been publicly available in an up to date English language version. But apart from this, it is the first printed edition ever with ten Southeast Asian constitutions next to each other which makes comparative studies much easier. The country reports provide readers with up to date overviews on the different constitutional systems. In these reports, a common structure is used to enable comparisons in the analytical part as well. References and recommendations for further reading will facilitate additional research. Some of these reports are the first ever systematic analysis of those respective constitutions, while others draw on substantial literature on those constitutions. The contributions on selected issues highlight specific topics and cross-cutting issues in more depth. Although not all timely issues can be addressed in such publication, they indicate the range of questions facing the emerging constitutionalism within this fascinating region. The Waterbirds and Coastal Seabirds of Timor-Leste: New Site Records Clarifying Residence Status, Distribution and Taxonomy
FORKTAIL 27 (2011): 63–72 The waterbirds and coastal seabirds of Timor-Leste: new site records clarifying residence status, distribution and taxonomy COLIN R. TRAINOR The status of waterbirds and coastal seabirds in Timor-Leste is refined based on surveys during 2005–2010. A total of 2,036 records of 82 waterbird and coastal seabirds were collected during 272 visits to 57 Timor-Leste sites, and in addition a small number of significant records from Indonesian West Timor, many by colleagues, are included. More than 200 new species by Timor-Leste site records were collected. Key results were the addition of three waterbirds to the Timor Island list (Red-legged Crake Rallina fasciata, vagrant Masked Lapwing Vanellus miles and recent colonist and Near Threatened Javan Plover Charadrius javanicus) and the first records in Timor-Leste for three irregular visitors: Australian White Ibis Threskiornis molucca, Ruff Philomachus pugnax and Near Threatened Eurasian Curlew Numenius arquata. Records of two subspecies of Gull-billed Tern Gelochelidon nilotica, including the first confirmed records outside Australia of G. n. macrotarsa, were also of note. INTRODUCTION number of field projects in Timor-Leste, including an Important Bird Areas programme and a doctoral study (Trainor et al. 2007a, Timor Island lies at the interface of continental South-East Asia and Trainor 2010). The residence status and nomenclature for some Australia and consequently its resident waterbird and coastal seabird species listed in a fieldguide (Trainor et al. 2007b) and recent review avifauna is biogeographically mixed. Some of the most notable (Trainor et al. 2008) are clarified. Three new island records are findings of a Timor-Leste field survey during 2002–2004 were the documented and substantial new ecological data on distribution discovery of resident breeding populations of the essentially Australian and habitat use are included. -

In May 2002 the United Nations Transitional Administration in East Timor (UNTAET) hands over to East Timor’s first freely elected government. In late 2001, UNTAET and the Second Transitional Government of East Timor invited the International Legal Assistance Consortium (ILAC) to send an international team of experts to advise upon the implementation of five priority judicial/legal areas within the overall task of establishing a working system of justice.
