Traffic Signal and Technician Department: Public Works

SUMMARY: Performs a variety of skilled and semi-skilled maintenance and repair duties of the ’s traffic signal and system. May fulfill other assignments within Public Works as required. Reports to a higher level employee.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

Diagnose malfunctions and repairs to City owned street ; install, maintain or repair programmable controllers, signal heads, pedestrian actuators and signals, magnetic loop detectors, radar detectors, intertie cabling and similar devices.

Troubleshoot traffic signal control devices, systems and auxiliary equipment including emergency fault isolation and repair in the field. Perform routine and preventative maintenance, making repairs.

Install, repair or replace refractors, lamps, screws, bolts, washer, luminaries, and photo cells and associated streetlight equipment.

Test operations of new equipment.

Monitor and trouble shoot streetlight and traffic signal systems malfunctions, downed , inoperative lights or other situations requiring attention; resolve or report problems.

Monitor and maintain an inventory of equipment, tools and stock materials; ensure appropriate inventory levels are sustained, stock trucks with tools and materials; initiate requests for new and stock materials.

Design, build, test and install timing and preemption circuits; install solid state digital electronic devices in cabinets;

Respond to emergency after-hour calls involving malfunctioning traffic lights, damaged streetlights, knockdowns, accidents and other urgent situations or special events as needed.

Identifies, locates and marks city underground electrical utilities in accordance with Arizona Blue Stake.

Develop, implement and maintain computerized documents of traffic signal and street light repairs and perform preventative maintenance programs to keep traffic signal and street light programs current.

Uses and reviews graphic illustrations such as design plans, and shop drawings.

Create and maintain a safe work environment; alert others to any dangerous situations.

May levy the taxes for the Street Lights District.

May coordinate projects with contractors and City departments to prevent or minimize damage to traffic signal equipment.

May perform various manual labor tasks and truck driving duties in general support of department or City projects including but not limited to the removal of debris and excess materials such as, dirt, concrete, rocks, tree and bush branches; landscape areas and fill in holes; remove graffiti and paint various street light equipment. Support the City’s policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.

KNOWLEDGE AND SKILLS: Demonstrated Knowledge of: Occupational Safety and Health Administration (OSHA) laws.

Skill in: Establishing and maintaining cooperative working relationships with contractors, coworkers and other individuals in contact during the course of work; communicating clearly and concisely.

Operating a personal computer utilizing standard software such as Microsoft Office and specialized software (asset/work management programs).

Using standard hand tools (i.e. hammers, screwdrivers, ratchets) and personal protective equipment (PPE).

MINIMUM QUALIFICATIONS: Must possess a high school diploma or GED, and one (1) year paid fulltime experience in the installation, maintenance and repair of street lights, OR working for an electrician.

Specialized training resulting in a certificate of completion in the electrical field may substitute for six (6) months experience. Education (AAS) in the electrical field may substitute for one (1) year experience.

LICENSE, CERTIFICATION AND/OR SPECIAL REQUIREMENTS: Candidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona, or meet the transportation needs of the position.

Must possess an International Municipal Signage Association (IMSA) Roadway Lighting Level 1 certificate within one (1) year of appointment. Must obtain International Municipal Signal Association (IMSA) Level I Traffic Signal Technician Certification within one (1) year of appointment.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed outdoors and includes walking and operation of a vehicle. May work at elevations of fifteen (15) feet and greater. Requires lifting and carrying objects between 50 and 100 pounds; repeated bending, stooping and reaching above the head. Performs maintenance and repair functions requiring visual and manual dexterity, precision measurements and continuous repetitive arm, hand and eye movement. May be exposed to high voltage and hazardous chemicals. Will be subject to 24- hour on call duty that may require work to be done during non-typical hours.
