Alla Camera con il 45,4% dei voti conquista 367 seggi (l’Ulivo 44,3% - 248); al Senato con il 42,5 % porta a casa 177 senatori (l’Ulivo 38,7% - 128). Lunedì 11 giugno 2001 il Governo giura davanti al presidente della Repubblica: oltre a Berlusconi, al vicepremier Fini e ai 2 sottosegretari alla Presidenza giurano 29 tra mini- stri e viceministri, 50 sottosegretari. 2 ministri in più rispetto alla Legge dello Stato “Bassanini”. I nuovi uomini di governo si presentano. Parlano di un “buco”nel Bilancio dello Stato di 30.000 miliardi, di cancellare ciò che è stato fatto dai governi dell’Ulivo in materia di sanità e scuola, di un’amnistia per i reati di tangentopoli e di come “risolvere” il con- flitto di interessi.
