Vol. 11, No. 3, Spring 2014, 1-40 Competing Visions of the 1986 Lima Prison Massacres: Memory and the Politics of War in Peru Tamara Feinstein Carleton College In the bleak, grey winter of June 1986, the streets of Lima teamed with international dignitaries. Journalists, politicians and foreign heads of state filled the local hotels and restaurants, in eager anticipation of the Socialist International. All eyes rested on a freshly minted Alan García, one year into his first presidency. García was a rising star within the APRA (American Popular Revolutionary Alliance) party, one of the strongest and longest standing parties in Peru. Despite APRA’s age, numerical strength and populist appeal, García’s election in 1985 represented APRA’s first presidential win. Promising a return to APRA’s center-left roots, García saw the hosting of the Socialist International as a platform to announce his own brand of social democratic policies. Shining Path militants incarcerated in three separate Lima prisons staged simultaneous riots, took prison guards hostage and made vocal demands of the government. -

Belanger Professor Ph.D. Chair, Thesis Examination Committee ABSTRACT This thesis analyzes the influence that the semi-presidential form of government has on the degree of closure of party competition structures. Thus, using part of the axioms of the so-called Neo-Madisonian theory of party behavior and Mair's theoretical approach to party systems, the behavior of parties in government in Portugal (1976-2019) and Peru (1980-1991 and 2001-2019) is analyzed. The working hypotheses propose that the president-parliamentary form of government promotes a decrease in the degree of closure of party competition structures, whereas the premier- presidential form of government promotes either an increase or a decrease in the closure levels of said structures. The investigation results corroborate that apart from the system of government, the degree of closure depends on the combined effect of the following factors: whether the president's party controls Parliament, the concurrence or not of presidential and legislative elections, and whether the party competition is bipolar or multipolar. -

The following list documents all the parties, candidates and elections contained in the dataset. The list includes the name of the party or (candidate) alliance in the original language and in English, the party/alliance abbreviation, the name of the presidential candidate (if this applies) as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. If parliamentary and presidential elections occur at roughly the same time (not necessarily on the same date but within a time frame of one or two months) parties and candidates usually run on the same manifesto. In these cases we report the party/alliance that backed a candidate and the candidate’s name. The same information is provided for presidential elections. If a parliamentary election occurred independently from a presidential election we only report parties and alliances but no candidates. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and the party id if it exists) of this split or merger parties. -

The analysis focuses on a selected number of processes that have been found by contemporary polit ical theorists to be highly relevant for politics in the context of modernization. Although there is no attempt, here, to give a total picture of the deter minants of the political process in Peru, the perspec tive that has been selected should add a new dimension to our understanding of political change in that coun try. Visit and follow us on Instagram at @crg_globalresearch. *** With 100% of the votes counted, Castillo, candidate of left-wing coalition Peru Libre, won with 50.14 % of the votes, againstKeiko Fujimori, daughter of infamous and disgraced corrupt dictator, Alberto Fujimori and right-wing candidate of Fuerza Popular, a coalition supported by the country’s oligarchic elite, obtained 49,86%. To many, Castillo’s electoral robust performance in the first round with 18% of the vote was a surprise, since up to that point, the main contender for the left was Veronika Mendoza, candidate of the Juntos por el Perucoalition, who obtained slightly less than 8%. Below we examine the main events and developments that would culminate in this extraordinary victory for the Peruvian and Latin American Left. The ongoing crisis of legitimacy As it typifies oligarchic rule in Latin America, whenever the elite faces a serious challenge to its dominance it resorts to authoritarian methods, including brutal repression and if need be, mass murder. This is what the Peruvian elite did when in the early 1990s it faced mass opposition to the imposition of neoliberal impoverishment; one of the most extreme manifestations of opposition was the Shining Path guerrilla insurgency. -

Para obtener copias de la Serie solicitarlas a [email protected] Direct democracy in Latin America: between delegation and participation1 Alicia Lissidini Escuela de Política y Gobierno Universidad Nacional de San Martín [email protected] The objective of this paper is to analyze the inclusion of mechanisms of direct democracy in the constitutions of Latin America and identify its reasons and trends. To this end I studied the constitutional reforms of each Latin American country, describing the social and political context of the inclusion along two fundamental axes: the prerogative of the executive power and the powers of citizens. The hypothesis is that mechanisms of direct democracy, incorporated mostly in the 1990s, are political tools that may promote citizen participation and involvement in public life as well as expand the influence of the executive powers in detriment of representative tools (such as political parties) and therefore, foster delegation. First of all it is imperative to explain that the concept of “direct democracy” admits a variety of definitions and gradations: ranging from “minimalists” conceptions that consider as direct democracy only a referendum, that is a popular consultation promoted by citizens with the purpose of approving or vetoing a law; others define direct democracy as any mechanism of civilian participation that involves voting (with the exception of elections) in other words popular consultation in their different juridical forms (referendum, plebiscite and recall). -
