The list includes the name of the party or (candidate) alliance in the original language and in English, the party/alliance abbreviation, the name of the presidential candidate (if this applies) as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. If parliamentary and presidential elections occur at roughly the same time (not necessarily on the same date but within a time frame of one or two months) parties and candidates usually run on the same manifesto. In these cases we report the party/alliance that backed a candidate and the candidate’s name. The same information is provided for presidential elections. If a parliamentary election occurred independently from a presidential election we only report parties and alliances but no candidates. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and the party id if it exists) of this split or merger parties.

Para obtener copias de la Serie solicitarlas a [email protected] Direct democracy in Latin America: between delegation and participation1 Alicia Lissidini Escuela de Política y Gobierno Universidad Nacional de San Martín [email protected] The objective of this paper is to analyze the inclusion of mechanisms of direct democracy in the constitutions of Latin America and identify its reasons and trends. To this end I studied the constitutional reforms of each Latin American country, describing the social and political context of the inclusion along two fundamental axes: the prerogative of the executive power and the powers of citizens. The hypothesis is that mechanisms of direct democracy, incorporated mostly in the 1990s, are political tools that may promote citizen participation and involvement in public life as well as expand the influence of the executive powers in detriment of representative tools (such as political parties) and therefore, foster delegation. First of all it is imperative to explain that the concept of “direct democracy” admits a variety of definitions and gradations: ranging from “minimalists” conceptions that consider as direct democracy only a referendum, that is a popular consultation promoted by citizens with the purpose of approving or vetoing a law; others define direct democracy as any mechanism of civilian participation that involves voting (with the exception of elections) in other words popular consultation in their different juridical forms (referendum, plebiscite and recall).

Many studies of federal countries have regarded governors as national veto players even though they do not have such a constitutional status. However, the statistical tests of comparative legislative studies and those of comparative federalism have not succeeded in showing gubernatorial effects on a national political arena. In this dissertation, I study the conditions under which governors can be national veto players by focusing on the treatment of presidential bills between 1983 and 2007 in the Argentine Senate. The dissertation shows that the Senate serves as an arena for subnational governments to influence national politics.

Oslo and Akershus University College of Applied Sciences, Faculty of Social Sciences Abstract The 2008 Argentine pension reform represented a new change of paradigm in the country’s pension policy. It encompassed the elimination of the fully funded, defined contribution (DC), private tier of the so-called Integrated Retirement and Pensions System (SIJP) – a two- tiered arrangement implemented in 1994 and inspired by the World Bank’s recommendations contained in the work Averting the Old Age Crisis (World Bank 1994). And the shift back to a publicly managed, single-tiered pension system provided in a pay-as-you-go defined benefit (PAYG-DB) basis: the Argentine Integrated Retirement System (SIPA). In order to finally explain these events, in this thesis I present a detailed account of the events that took place in 2008, divided into six chapters. The first chapter introduces the topic, its background and the research question: Why did Argentina change its pension system back to a one-tiered, pay as you go DB system in 2008? The second explains the appropriateness of the research strategy and the design chosen for this study. In the third chapter, the reader is introduced to the events under analysis and the possible explanations or “suspects” to be explored upon. The fourth chapter provides the framework and settings to understand Argentina’s policy making process.

    CHAPTER 1 Introduction: Challenges of Party-Building in Latin America Steven Levitsky James Loxton Brandon Van Dyck Political parties are the pillars of representative democracy. Political scientists have long argued that democracy is “unworkable” (Aldrich 1995: 3) or even “unthinkable” (Schattschneider 1942: 1) without them. Yet four decades into the third wave of democratization, parties remain weak in much of Latin America. Since 1990, major parties have weakened dramatically or collapsed altogether in Argentina, Bolivia, Colombia, Costa Rica, Ecuador, Guatemala, Peru, and Venezuela.1 At the same time, most efforts to build new parties have failed. The regional landscape is littered with the corpses of new parties that either failed to take off or experienced brief electoral success but then fizzled out or collapsed.2 Consequently, most Latin American party systems are more fluid today than they were two decades ago.     An Assessment of Latin America’s Elections in 2002 Daniel Zovatto and Julio Burdman1 Working Paper nº 31/2004 Introduction Before entering into a detailed examination of the elections that were held in Latin America in 2002, it is worth noting the unique historical situation in the region since the start of the ‘third wave’ of democratization. The past 25 years have seen the longest and most far-reaching process of democratization in the region2. Despite the unequal results achieved by the democratic process in terms of both development and quality, it is in the area of civil liberties that perhaps the greatest change has taken place. The historical context, experiences at home and the international situation have led democracy to be the only viable option during the entire period. Any government hoping to retain a hold on power must declare itself openly democratic and adhere to the results of the ballot box. It must institutionalize the political process, guarantee human rights, maintain an independent judicial system, plurality and freedom of expression, ie, introduce democratic practices that are absent in authoritarian regimes. Never before have there been so many elected democratic governments, nor as many transitions towards democracy. This has not necessarily implied full satisfaction with democracy; indeed, even in those countries where democracy has been firmly established, much of the population is still disappointed with the economic and social results.
