South America List of Political Parties Manifesto Project Dataset: South America List of Political Parties [email protected] Website: https://manifesto-project.wzb.eu/ Version 2018b from December 7, 2018 Manifesto Project Dataset: South America - List of Political Parties Version 2018b 1 Coverage of the Dataset including Party Splits and Merges The Manifesto Data Collection: South America covers parliamentary and presidential elections in South America. The following list documents all the parties, candidates and elections contained in the dataset. The list includes the name of the party or (candidate) alliance in the original language and in English, the party/alliance abbreviation, the name of the presidential candidate (if this applies) as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. If parliamentary and presidential elections occur at roughly the same time (not necessarily on the same date but within a time frame of one or two months) parties and candidates usually run on the same manifesto. In these cases we report the party/alliance that backed a candidate and the candidate’s name. The same information is provided for presidential elections. If a parliamentary election occurred independently from a presidential election we only report parties and alliances but no candidates. Furthermore, the list records renames of parties and alliances. Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy.

To this end I studied the constitutional reforms of each Latin American country, describing the social and political context of the inclusion along two fundamental axes: the prerogative of the executive power and the powers of citizens. The hypothesis is that mechanisms of direct democracy, incorporated mostly in the 1990s, are political tools that may promote citizen participation and involvement in public life as well as expand the influence of the executive powers in detriment of representative tools (such as political parties) and therefore, foster delegation. First of all it is imperative to explain that the concept of “direct democracy” admits a variety of definitions and gradations: ranging from “minimalists” conceptions that consider as direct democracy only a referendum, that is a popular consultation promoted by citizens with the purpose of approving or vetoing a law; others define direct democracy as any mechanism of civilian participation that involves voting (with the exception of elections) in other words popular consultation in their different juridical forms (referendum, plebiscite and recall).

Many studies of federal countries have regarded governors as national veto players even though they do not have such a constitutional status. However, the statistical tests of comparative legislative studies and those of comparative federalism have not succeeded in showing gubernatorial effects on a national political arena. In this dissertation, I study the conditions under which governors can be national veto players by focusing on the treatment of presidential bills between 1983 and 2007 in the Argentine Senate. The dissertation shows that the Senate serves as an arena for subnational governments to influence national politics.

Oslo and Akershus University College of Applied Sciences, Faculty of Social Sciences Abstract The 2008 Argentine pension reform represented a new change of paradigm in the country’s pension policy. It encompassed the elimination of the fully funded, defined contribution (DC), private tier of the so-called Integrated Retirement and Pensions System (SIJP) – a two- tiered arrangement implemented in 1994 and inspired by the World Bank’s recommendations contained in the work Averting the Old Age Crisis (World Bank 1994). And the shift back to a publicly managed, single-tiered pension system provided in a pay-as-you-go defined benefit (PAYG-DB) basis: the Argentine Integrated Retirement System (SIPA). In order to finally explain these events, in this thesis I present a detailed account of the events that took place in 2008, divided into six chapters. The first chapter introduces the topic, its background and the research question: Why did Argentina change its pension system back to a one-tiered, pay as you go DB system in 2008? The second explains the appropriateness of the research strategy and the design chosen for this study. In the third chapter, the reader is introduced to the events under analysis and the possible explanations or “suspects” to be explored upon. The fourth chapter provides the framework and settings to understand Argentina’s policy making process.
