ENVIRONMENTAL AND SOCIAL ISSUES COMPLIANCE REPORT NONG SAENG POWER PLANT PROJECT PROPOSE ASIAN DEVELOPMENT BANK GULF JP NS COMPANY LIMITED JANUARY JUNE 2018 - TY:2432489.23 1 ENVIRONMENTAL AND SOCIAL ISSUES COMPLIANCE REPORT The Nong Saeng Power Plant Project of Gulf JP NS Co., Ltd., designed to have a total installed capacity of approximately 1,649.6 MW using natural gas as fuel, comprises 2 blocks of 824.8 MW combined cycle power plant. Most electricity to be generated or about 1,600 MW will be sold to the Electricity Generating Authority of Thailand (EGAT), whereas the remaining portion of about 49.6 MW will be reserved for in-plant use. It is located in a total area of approximately 568 rai, which is divided into 2 portions: the power plant area of approximately 298 rai in Moo 4, Ban Huaiba, Nong-Kob Sub-district, Nong Saeng District of Saraburi Province; and the reservoir area of approximately 270 rai in Moo 7, Ban Tamsinthusopa, Nong-Namsai Sub-district and Moo 2, Ban Klong, Kok Muang Sub-district, Pachee District of Phra Nakhon Si Ayutthaya Province. The project detail on below. (1) Project Title : Nong Saeng Power Plant Project (2) Project capacity : 1,649.6 MW (3) Project Owner : Gulf JP NS Co., Ltd. (4) EIA Approved : September 16, 2009 (5) Target completion period : June 1, 2014 for Block No.1 : December 1, 2014 for Block No.2 Summary of the potential environmental impacts during operation period during January to June 2018, the power plant was carried out by approximately 66 employees. - TY:2432489.23 2 1. Actions on Environmental Mitigative Measures (during January to June 2018) Air Quality - The power plant uses natural gas as fuel to generate electricity and the Dry Low NOx Combustion System was installed for controlling NOx emission not to exceed 70 ppm at 7% O2. - The stack emission were monitored for the concentrations of sulfur dioxide, oxides of nitrogen, particulate matter, carbon monoxide and oxygen at HRSG11, HRSG12, HRSG21 and HRSG22 stacks by stack sampling. During January to June 2018, the concentrations of oxides of nitrogen, sulfur dioxide and carbon monoxide were found to be in the range of 40.91-47.18, 0.17-0.57 and 0.28-207.20 ppm at 7% O2 respectively. The concentrations of particulate matter were found to be 3 in range of 1.04-1.72 mg/Nm at 7% O2 and the concentration of oxygen were found to be in the range of 13.6-14.6%, all monitored values complied with the assigned values in the EIA report and the emission standard notified by the Ministry of Industry B.E.2547. - The continuous emission monitoring systems CEMs were installed at the HRSG11, HRSG12, HRSG21 and HRSG22 and stack for continuously monitoring the concentrations of oxide of nitrogen, sulfur dioxide, particulate matter, oxygen and carbon monoxide. During January to June 2018, the concentrations of oxides of nitrogen, sulfur dioxide and carbon monoxide were found to be in the range of 10.40-60.60, 0.00-3.20 and 0.00-360.20 ppm at 7% O2 respectively. The 3 concentrations of particulate matter were found to be in the range of 0.00-12.90 mg/Nm at 7% O2 and oxygen were found to be in the range of 13.00-15.70 % and complied with the assigned values in the EIA report and the emission standard, all audited values complied with the standard of U.S. EPA. - The monitoring screen was installed in front of the power plant for displaying the results of stack emission and ambient air quality monitoring. - The ambient air quality monitoring systems (AAQMS) which are installed in 4 community areas were monthly inspection. AAQMS was normal operation. The monitoring results of the ambient air quality during January to June 2018 were all in compliance. Sound Pressure Level - The combustion turbines and loud noise equipment such as gas compressor was installed with the building s equipped with acoustic walls and enclosures. - Silencer was equipped at the pipe ends where loud noise may be generated. The efficiency of silencer was maintained in Combustor inspection and turbine inspection. Respectively. The results of installation showed that no abnormality was detected. - The signs or symbols were post in the areas where noise levels exceed 80 dB A , i.e., gas turbine, steam turbine, etc. including to provide the personal protective equipment, e.g., ear muffs or ear plugs for the employees working in the areas where noise levels exceed 80 dB A - The measurement results were compared with the standard of 90 dB A specified in the Notification of the Ministry of industry, B.E.2546 and Notification of the Ministry of Labour B.E.2549 for working time not exceeding 8 hours a day, all measured values complied with standard. - TY:2432489.23 3 Surface Water Hydrology and Surface Water Quality - The automatic water level monitoring system was installed for inspect the water level in Klong Huaiba Klong Nong-Ngu-Loem . The monitoring results are presented in DCS screen. If the water level is close to 3.63 meters 5.63 meters msl. , the power plant must stop draining the cooling tower blow down. - The retention pond with 3 days-retaining of cooling tower was provided to collect the effluent, in case the water level of Klong Huaiba Klong Nong-Ngu-Loem is higher than 3.5 maters 5.5 meters msl . - The power plant controls the quality of cooling water and monitors the quality by providing the continuous effluent quality monitoring system and occasionally monitoring for monitor effluent quality to meet the effluent standard under the Order of the Royal Irrigation Department and the Notification of the Ministry of Industry, B.E.2560 2017 before draining into Klong Huaiba Klong Nong-Ngu-Loem . - The treated non-cooling water effluent is not draining to the outside but reused for watering plants in green area. - The septic tank was for treating effluent from office building prior collected in the effluent retention pond for watering plants. Forestry and Wildlife Ecology - The power plant prohibits the workers and personnel from hunting or trapping the wildlife in the power plant and reservoir areas by training and notification regulations/restriction according to EIA report for workers and employees. For the outside, the power plant has provided guards for surveyed the areas around the power plant regularly. Aquatic Ecology and Fishery - The power plant prohibits the employees and workers of the power plant from fishing in Klong Huaiba Klong Nong-Ngu-Loem and Klong Rapeepatana by training and notification regulations/restriction for workers and employees. For the outside, the power plant has provided guards for surveillance of fishing in prohibited areas. Water Usage - - The power plant received the permission of water usage from Pa Sak Tai Water Transmission and Maintenance Project and strictly acts following the condition of pumping permission to prevent any impact on water use for irrigation, domestic consumption and industrial purpose. - The power plant was recorded the volume of water taken from Pa Sak Tai River everyday and reported to the related agencies every month. However, the intake water conformed to the requirement of permission letter to use water from Pa Sak Tai Water Transmission and Maintenance Project. Transportation - The clearly the traffic routes was installed within the power plant area including the installation of warming signs and traffic signals and provided safety guard to control traffic thoroughly 24 hours. - The driving speed was limited not to exceed 20 kilometers per hour within the power plant area. - TY:2432489.23 4 Drainage and Flood Control - The power plant has a plan to always maintain the condition of the storm water draining ditch to drain well on a monthly basis. By the way, if there are drainage the power plant will be dredging so that the storm water can be drained well. - The automatic water level monitoring system was installed for inspect the water level in Klong Huaiba Klong Nong-Ngu-Loem . The monitoring results are presented in DCS screen. If the water level in close to 3.63 meters 5.63 meters msl. , the power plant must stop discharge the cooling water blow down to Klong Huaiba Klong Nong-Ngu-Loem . - The storm water from the rainfalls over the power plant area during the rainy season was collected into storm water retention pond and diverted to the reservoir No.1 for uses in the dry season. Solid Wastes Management - A specific area was provided for appropriate collection and segregation of solid waste and appropriate containers were provided by color. - The power plant contracted the local agency Nong Kob SAO and an authorized waste disposal facilities for collecting and disposing and garbage. - Presently, the solid waste that was generated in the power plant i.e., Air filter, Cartridge filter, Dewater sludge, Wastewater from laboratory, Old wood pallet, Paper package, Insulation and Used oil.

Abstract The behavior using of chemicals in rice fields farmers of Ban Nongtokpan, Nongtokpan sub-district, Yang Talat district, Kalasin province, was investigated to develop a manual for organic farming for Ban Nongtokpan farmers, and compared knowledge, attitude and skill of doing organic farming for farmers of Ban Nongtokpan. The sample used as the chemical use behavior of farmers were 55 peoples from 25% farmers of Ban Nongtokpan, and the sample used in organic farming training were 35 farmers of Ban Nongtokpan, Nongtokpan sub-district, Yang Talat district, Kalasin province by volunteery. The research found that farmers had understood and knew how to apply agricultural inputsin rice fields at low level / 81.85. The farmers who use the training manual had advanced to learn for 63.86%. The farmers attending training gained knowledge and attitude after training rather than pre- training, then the farmers got a good skill in organic farming. INTRODUCTION 1. The Nong Saeng Natural Gas Power Project (the ‘Project’) entails the construction of a 1,600- megawatt combined cycle power plant in Nong Saeng district, Saraburi Province, 100 km north of Bangkok. The Project’s power station components are located in Nong Saeng District in Saraburi Province while the water reservoir area is located in Pha Chee District, Ayuthaya Province. The Project will be developed and implemented under a 25-year power purchase agreement (PPA) with the Electricity Generation Authority of Thailand (EGAT), and a 25-year gas supply agreement (GSA) with PTT Public Company Limited (PTT). Project construction and operation costs and fuel costs are passed through to EGAT under the PPA. The Project is a public-private partnership (PPP) under the Independent Power Producers (IPP) program that utilizes commercial energy from power plants with capacities greater than 90 MW. An interconnecting pipeline from the plant will connect to PTT’s existing Wangnoi-Kaengkoi transmission pipeline 20 kilometers away. A new transmission line will also be constructed to connect to EGAT’s system 1.5 kilometers away. The Project is owned by Gulf JP NS Company Limited (the ‘Company’). 2. A Mission1 was fielded on 8-10 March 2011 to conduct an environmental and social due diligence of the Project. The Mission visited the Project site including the point of connection of water and gas pipelines, drove along the alignment of the water and gas pipelines, and interviewed affected people.

    By Amornthip Paksuchon Thai Visiting Researcher 2010 B To Asian Disaster Reduction Center (ADRC) Thailand Country profiles 2011 1.General Information Thailand is located between 5º and 21º N latitude and between 97º and 106º E longitude, bordering to the North by Laos and Myanmar, to the East by Laos and Cambodia, to the South by the Gulf of Thailand and Malaysia, and to the west by the Andaman Sea and Myanmar. 1.1 Geographical Data Situated in the heart of the Southeast Asian mainland, Thailand covers an area of 513,115 square kilometers. It is bordered by Laos to the northeast, Myanmar to the north and west, Cambodia to the east, and Malaysia to the south. Typography Thailand is naturally divided into four topographic regions: 1) the North, 2) the Central Plain, or Chao Phraya River basin, 3) the Northeast, or the Korat Plateau, and 4) the South, or Southern Isthmus. The North is a mountainous region characterized by natural forests, ridges, and deep, narrow, alluvial valleys. Central Thailand, the basin of the Chao Phraya River, is a lush, fertile valley. It is the richest and most extensive rice-producing area in the country and has often been called the “Rice Bowl of Asia.” Bangkok, the capital of Thailand, is located in this region. The Northeastern region, or Korat Plateau, is an arid region characterized by a rolling surface and undulating hills. Harsh climatic conditions often result in this region being subjected to floods and droughts. The Southern region is hilly to mountainous, with thick virgin forests and rich deposits of minerals and ores.
