Specifically, more resources should be directed to making the towns and cities more livable with clean environment, efficient public transportation, pleasant parks, vibrant business centres, relaxing watering-holes and pleasant neighbourhoods. This calls for good urban governance, which in turn depends largely on effective and efficient mayors, councillors and municipal officers. It also depends on effective citizen participation. Although we have been denied the rights to elect our local representatives, we can still play important roles in the development and management of the towns and cities. But we have to be well-informed especially about contemporary urban issues, the roles and workings of local authorities and good practices in urban management. A readable commentary and discussion on these topics can be found in Dr Goh Ban Lee’s fortnightly articles in theSun. He has made use of his academic background and knowledge in urban affairs to provide insightful observations and explanations on emerging municipal issues and the workings of the local authorities. His knowledge and interest in urban issues are not only based on years of academic research, but also on his experience as a councillor in the Penang Island Municipal Council. I am glad that Fomca and Era are able to fund the publication of this book.

    12 SEP 1998 Awang-Meninggal BEKAS YANG DIPERTUA NEGERI PULAU PINANG MENINGGAL DUNIA KUALA LUMPUR, 12 Sept (Bernama) -- Bekas yang Dipertua Negeri Pulau Pinang Tun Dr Awang Hassan, 87, meninggal dunia di kediamannya di Johor Baharu hari ini. Dr Awang, 87, meninggal dunia pada pukul 4.55 petang, turut berada di sisi semasa beliau menghembuskan nafas terakhir ialah isteri dan kesemua anak-anaknya. Allahyarham meninggalkan isteri Toh Puan Dr Zubaidah Datuk Abdul Rahman dan tujuh anak, seorang daripadannya ialah Datuk Dr Hussein, pengarah Hospital Tawakal di sini dan Datuk Dr Yahya, Ketua bahagian Kardiothorasik Institut Jantung Negara (IJN), yang telah melakukan pembedahan pemindahan jantung yang pertama di negara ini Disember tahun lepas. Dr Yahya ialah pakar bedah yang melakukan pembedahan pintasan jantung terhadap Perdana Menteri Datuk Seri Dr Mahathir Mohamad pada tahun 1987. Allahyarham juga meninggalkan 20 orang cucu dan 5 cicit. Menurut Dr Hussein, Allahyarham akan dikebumikan di tanah perkuburan Islam Mahmudiah Johor Bahru pada pukul 11 pagi esok. Allahyarham dilahirkan di Muar pada 9 Nov 1910, beliau memegang jawatan Yang Dipertua Negeri Pulau Pinang dari 1 Mei 1981 hingga Mei 1989. Sebelum dilantik sebagai Yang Dipertua Negeri, beliau memegang jawatan Pesuruhjaya Tinggi Malaysia ke Australia selama tujuh tahun bermula tahun 1973, beliau juga ditauliahkan sebagai Perusuhjaya Tinggi ke Fiji dalam tahun 1974. Beliau dilantik sebagai wakil Malaysia ke jawatankuasa kedua sesi ke-29 Perhimpunan Agung Pertubuhan Bangsa-bangsa Bersatu dalam bulan Oktober 1974. Allahyarham mendapat pendidikan awal di Muar dan Johor Baharu sebelum belajar di Kolej Perubatan King Edward Ke-VII di Singapura dan tamat pengajian dalam tahun 1934.
