The impetus for the study was a concern on the MOD’s part that the confluence of several ship- building programmes (i.e., Astute, MARS, CVF, FSC, JCTS, and Type 451) could potentially overburden the industry. The objective of the study was to take a strategic look at the shipbuilding industry over the next 15 years to determine where there might be capacity limitations and to offer recommendations as to how any identified limitations might be addressed. For example, are there production skills or trades that will be in short supply? If so, what policy options are open to the government to remedy such a shortfall (training incentives, shifting of work, etc.)? The scope of the study was limited to the UK industry, in line with current defence procurement policy. This report is the final product of that study and summarises the analysis. We organised our analysis by decomposing capacity into three major elements: labour, facilities, and suppliers. Labour encompassed all aspects of ship production (manufacture, design, engineering, management, outfitting, and support). The facilities analysis ad- dressed the throughput limitations of the major shipyard assets, such as piers, docks, and slipways. For simplicity, we limited this examina- tion to facilities involved in final assembly and afloat outfitting. The ____________ 1 For a full listing and description of these ships, see Table S.1 in the Summary. iii iv The United Kingdom’s Naval Shipbuilding Industrial Base: The Next 15 Years suppliers make up a major portion of the shipbuilding value chain and provide a wide range of different products and services—from painting services to complex weapon systems. The suppliers’ ability to meet any peak in demand will affect the ability of the MOD to procure ships within the desired time frame and budget. For our capacity evaluations, we relied on data surveys and interviews with many firms and organisations associated with ship- building in the United Kingdom, including shipbuilders, ship repair- ers, suppliers, industry associations, and government organisations. This interaction took the better part of five months. This report should be of special interest not only to the MOD’s Defence Procurement Agency (DPA) but also to service and defence agency managers and policymakers involved in weapon system acqui- sitions on both sides of the Atlantic. It should also be of interest to shipbuilding industrial executives in the United Kingdom.     SHIPBUILDERS TO THE WORLD Introduction The following is extracted and slightly edited from the book ‘Shipbuilders to the World: 125 years of Harland and Wolff, Belfast 1861-1986’ by Michael Moss and John R. Hume published in 1986. The book was intended as a celebratory appraisal of the firm and as such focused mostly on the development of the shipyard. Although it was Edward Harland that began the firm, my interests are more familial than commercial and so the extracts below highlight the roles played by my great, great uncle Wolff and his uncle Gustav Schwabe. Moss and Hume write: During his apprenticeship Edward Harland had become friendly through his uncle, Dr. Thomas Harland, with Gustav Christian Schwabe. Thomas Harland had graduated in medicine from the University in Edinburgh in 1822 and had subsequently practiced in Salford. In 1842 he had married Mary Dugdale, niece of John Dugdale of Dovecot, a powerful Liverpool and Manchester merchant. Some years later Gustav Schwabe had married John Dugdale’s daughter, Helen (right). Gustav had been born in Hamburg in 1813, the son of Philipp Benjamin Schwabe, a wealthy Jewish merchant. During June 1819, along with the rest of his family, Gustav was baptised into the Lutheran church (source Staats Archiv Hamburg). In the 1820s many members of the Jewish community in Hamburg established businesses in Britain where trading conditions were more liberal than in Germany. The Schwabe family participated in this trend. Salis Schwabe, Gustav's uncle, set up a calico printing business in Manchester and cousins M. M. and H. L Schwabe opened a merchant house with a branch in Glasgow.

    Tradepoint Atlantic Welcomes BAE Systems “Titan” Dry Dock to Baltimore Ushers in New Era of Ship Maintenance and Repair at Sparrows Point BALTIMORE, MD (June 3, 2020) ​– Tradepoint Atlantic, a 3,300-acre multimodal global logistics center in Baltimore, Maryland, featuring an unmatched combination of access to deep-water berths, rail and highway, today announced that BAE Systems’ “Titan” dry dock will be arriving and docking at the onsite dry dock to undergo a five-month-long repair and maintenance program starting on June 4. This announcement and project ushers in a new era of ship maintenance and repair at Tradepoint Atlantic, and represents a year of work and planning to reopen this legacy industry in Baltimore. The Titan docking process is expected to take nearly 20 hours. BAE Systems' massive Titan dry dock has a 52,534-ton lifting capacity and is one of the world’s largest and most modern floating steel dry docks. It measures 950-feet long, 192-feet wide, and 82-feet tall at the highest point. The Titan is used to service ships as long as 1,000 feet. “The shipyard at Sparrows Point has a rich and important history and it is amazing to see industry returning to it after too many dormant years,” said Governor Larry Hogan. “The growth at Tradepoint Atlantic and the opportunities being provided to the local communities is nothing short of incredible and our administration looks forward to partnering with them for years to come. The dry dock is open for business and that is great news.” The dry dock at Sparrows Point began construction in 1969, and was completed in 1971.

    NAVY NEWS WEEK 35-2 27 August 2018 Russia debates giving up on building helicopter-carrier ships for its Navy Meduza 14:48, 20 august 2018 There‟s some confusion in Russia‟s shipbuilding business about whether or not the country is done trying to build helicopter carriers. Russia‟s industry and trade minister, Denis Manturov, said in an interview with the news agency Interfax on August 20 that these projects, “in a pure sense of the word,” are over, though the Navy will retain a few such ships. (Manturov added that Russia is still discussing the construction of a second aircraft carrier.) Almost immediately after the interview was published, however, a “high-placed source in Russia‟s shipbuilding industry” told RIA Novosti that the Defense Ministry hasn‟t yet made up its mind about the future of helicopter-carrier construction in Russia. In June 2017, Viktor Bursuk, the deputy head of Russia‟s Navy, said the country planned to acquire two helicopter-carrier ships and complete work on a new aircraft carrier before 2025. Moscow wanted to buy two Mistral-class helicopter-carrier ships from France, but the deal fell through in 2015, following the annexation of Crimea. Those vessels, built for Russia, were ultimately sold to Egypt.     Marine Nuclear Power: 1939 - 2018 Part 4: Europe & Canada Peter Lobner July 2018 1 Foreword In 2015, I compiled the first edition of this resource document to support a presentation I made in August 2015 to The Lyncean Group of San Diego (www.lynceans.org) commemorating the 60th anniversary of the world’s first “underway on nuclear power” by USS Nautilus on 17 January 1955. That presentation to the Lyncean Group, “60 years of Marine Nuclear Power: 1955 – 2015,” was my attempt to tell a complex story, starting from the early origins of the US Navy’s interest in marine nuclear propulsion in 1939, resetting the clock on 17 January 1955 with USS Nautilus’ historic first voyage, and then tracing the development and exploitation of marine nuclear power over the next 60 years in a remarkable variety of military and civilian vessels created by eight nations. In July 2018, I finished a complete update of the resource document and changed the title to, “Marine Nuclear Power: 1939 – 2018.” What you have here is Part 4: Europe & Canada. Office for Nuclear Regulation EXECUTIVE SUMMARY ONR’s statutory determination of the off-site emergency planning and public information areas for Barrow in accordance with the requirements of the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) regulations 9 and 16 This Office for Nuclear Regulation (ONR) Project Assessment Report (PAR) describes and explains the basis for ONR’s re-determination of the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) off-site emergency planning area and the area within which prior information is to be distributed around the Barrow GB nuclear site and nuclear warship site. The determination of a REPPIR off-site emergency planning area defines the area around a site within which, in the opinion of ONR, any member of the public is likely to be affected by a reasonably foreseeable radiation emergency (as defined in REPPIR), and constitutes an important component of the UK’s overall emergency response framework. In relation to this area, the local authority is required to prepare an adequate off-site emergency plan with the purpose of minimising, so far as is reasonably practicable, radiation exposures to those likely to be affected by such an emergency.
