Tel:(0832-2420620) e-mail: [email protected] The Office of the Commissioner of Customs, Goa invites sealed tenders from reputed and experienced Contractors and firms for providing the Armed Security Services at the Indian Customs and Central Excise, Museum at Panaji, Goa for the period from 01.06.2015 to 31.03.2016 The Commissioner reserves the right to accept/reject any bid and the decision shall be final and binding on the tenderer. No enquiry shall be entertained. The last date & Time of receipt of filled tender forms is 29.05.2015 (Friday) up to 3.00p.m and the same will be opened on the same day at 4.30 pm in the conference hall on the 2nd floor of the Office of the Commissioner of Central Excise and Service Tax, Panaji, Goa. The Office of the Commissioner of Customs, Goa invites sealed tenders from Security Service Providers for providing 06 armed security guards at the Indian Customs and Central Excise Museum, Panaji, Goa to work in three shifts for the period from 1.6.2015 to 31.3.2016 : (i) First shift …. …….0600hrs to 1400hrs ………two armed security guards (ii) Second shift ……..1400hrs to 2200hrs………. two armed security guards. (iii) Third shift ……….2200hrs to 0600hrs ……….two armed security guards. 2. The services are required on a monthly basis. The deduction towards PF and ESI etc. should be factored in rates being quoted and the same would not be payable over and above the rates thus quoted. 3. The terms and conditions of the tender are enclosed as Annexure to this notice. 4. The tenderer shall fill up all the information in the tender form. Prices wherever quoted should be written both in figures and words. Incomplete tender forms will be rejected out right. Similarly, tenders incorporating additional conditions by the agency will be rejected. 5. The tender in the format at Annexure „C‟ alongwith the relevant details/supporting documents and Earnest money of 5% of the estimated total value of the contract, by way of demand draft drawn in favour of the Commissioner of Customs, Goa shall be submitted on or before 15.00 hours on Friday the 29th May, 2015 in a sealed cover superscribed “ Bid for providing Armed Security Services ”at the Indian Custom and Central Excise Museum at Panaji, Goa” and deposited in the tender box kept in the control room, ground floor of the Commissionerate of Central Excise and Service Tax at Patto Panaji, Goa or may be sent by registered post or through courier so as to reach the office latest by 15.00hours on the last day i.e. Friday 29th May, 2015. Tender forms of agencies who do not deposit earnest money will be rejected.. 6. The tenderer shall sign each page of the tender document as a token of having read and understood the terms and conditions contained therein and submit the same along with the bid. The tenderer shall fill up the information in the tender form in clear and legible handwriting. Necessary documents of proof should be enclosed. Prices where ever quoted should be in figures and in words. The Annexures shall be signed and stamped by the firm as mentioned above. 6.1 The tenders will be opened at 4.30 p.m on Friday 29th May,2015 in the conference hall on the 2nd floor of the Commissionerate of Central Excise and Service Tax, ICE building , Patto, Panaji, Goa in the presence of the bidders or their authorized representatives who are present at the material time. Unsealed tenders will not be considered. Tender forms of agencies who do not deposit earnest money will be summarily rejected. Incomplete tender forms will be rejected outright. Similarly, tenders incorporating additional conditions by the agency will be rejected. 7. The validity of the tender will be from 01.06.2015 to 31.3.2016. The amount quoted shall not vary during the entire period of contract. The contract may be terminated or the persons will be decreased for reasons of want of funds or other administrative reasons. In such cases, the contactor will be given advance notice in writing. 8. Performance Security: The successful bidder will have to submit an amount of 10% of the value of the contract in the form of an Account payee Demand Draft/Fixed Deposit Receipt from a Commercial Bank/Bank Guarantee from a Commercial Bank in an acceptable form drawn in favour of “The Commissioner of Customs, Goa”, at the time of signing of the Agreement. Performance Security should remain valid for a period of sixty days beyond the date of completion of all contractual obligations. 8.1 The performance security will be refunded to the selected bidder without any interest on the completion of contract period. 9. The Agency, on award of the contract should execute an Agreement on Rs.1000/- (Rupees One thousand only) stamp paper with the Commissionerate of Customs, Goa incorporating the above terms and conditions. 9.1 The successful Agency will be required to submit Police Verification, recent photograph, copy of Aadhar card, Pan card/Election card and mobile nos. of all their armed security guards who are going to be deployed at the Museum at the time of signing of the Agreement. 10. The contractor would ensure that all its personnel deployed behave courteously and decently with the employees/officers of the museum and the visitors at the Museum. 10.1 The contractor will be liable for ensuring compliance with the relevant rules and regulations as notified by the Govt. in this regard from time to time. 11. The Commissioner of Customs, Goa reserves the right to postpone the date of opening or to accept or reject any or all the bids. The bidder should provide six armed security guards at the Indian Customs and Central Excise Museum , at Panaji, Goa to work in three shifts i.e., (i) First shift …. …….0600hrs to 1400hrs ………two armed security guards (ii) Second shift ……..1400hrs to 2200hrs……… two armed security guards. The security services of six security guards armed with rifles and having the knowledge /experience of handling the weapons will be required round the clock in shift duties on all days including Sundays and holidays. 3. The security guards should have a valid licence to use the weapon in case of threat to property/Museum. 4. The Security guard should be able to take necessary recourse of the weapon in case of emergency and should possess the necessary evidence / documents/ Certificates in weapon training. 5. Metal detector is to be provided by the Security Agency and the armed security guards should have the knowledge of operating the same. 6. The armed guards with weapons should have the knowledge of operating the weapons as well as the metal detector and knowledge of operating /carrying out surveillance on the CCTV installed on the ground floor of the Indian Customs and Central Museum, Panaji, Goa 7. The security personnel must be in proper and neat and tidy uniform preferable khaki or green in colour with a badge/logo affixed on the uniform indicating the name of the service provider/security agency. The security agency should provide the security personnel with photo identity cards which should be displayed on the uniforms for identification purpose. 8. The Blue Building has a floor area of 25,833.38 sq.ft.(ground floor + 1st floor). 9. The bidder should have sufficient experience in the field of providing security services preferably to the establishments of Central / State Government, Public sector undertakings or reputed Private Sectors. 10. A List of companies / departments where security is being deployed by the bidder along with relevant supporting documents may be furnished along with the bid. List of Government organizations where the bidder is currently providing services may also be indicated. 11. The bidder should have an annual turn over of Rs. One lakh during the previous financial year from provision of security services. Profile of the company along with Profit-Loss statement in support of the indicated turnover may be furnished for the last 3 years. 12. The bid should be accompanied with earnest money of 5% of the estimated value in the form of an Account payee Demand Draft/Fixed deposit Receipt/ Banker‟s cheque or Bank Guarantee from any of the Commercial Bank in an acceptable form in favour of the Commissioner of Customs, Goa at the time of submission of the tender. 13. The successful bidder will have to submit a Performance Security equivalent to 10% of the value of the contract.
