Table of Contents Published with permission by Na ional City Police Department National City Police Department Policy Manual CHIEF’S STATEMENT The National City Police Department recognizes sound and clearly defined policies and procedures are a necessary component of any professional law enforcement agency. All department members shall exercise good judgment and discretion or seek competent advice and direction when circumstances and situations arise that are not addressed by Department policies and procedures. The following policies and procedures were adopted January 7, 2019. (a) Every member of the police department shall be issued a copy of the policies and procedures, either in print or electronically. All personnel are responsible for being familiar with the contents of the department’s policies and procedures. (b) Periodically amendments to existing department policies and procedures will be disseminated. Department members receiving such amendments are responsible for maintaining familiarity with their contents and updating their copies. (c) Department Operating Procedures are documents separate from the Rules and Regulations, but shall have the same force and effect. (d) Supervising officers have the authority to issue orders which may deviate from policies and procedures during exigent circumstances. Such orders will be issued only when required to achieve a necessary objective unattainable by any other reasonable means, or for the purpose of responding more effectively to an emergency situation. Such deviation shall be temporary in duration. (e) All department members shall exercise good judgment and discretion in order to better serve the community. Department policies and procedures are not intended to be overly restrictive, limiting, or indicative of an erosion of the trust the department has in its employee’s ability to use good judgment and discretion in the performance of their duties. The intent is to clearly define requirements, expectations and the parameters and responsibilities within which personnel must operate to achieve acceptable performance standards, minimize confusion and conflict and provide for standardization. (f) Department members should view department policies and procedures as being essential and beneficial in that they assist in maintaining discipline and high morale. They provide a clear definition of the manner in which the police department intends for its personnel to perform while carrying out their function of providing quality law enforcement services to the community. (g) Department policies and procedures cannot encompass all possible situations encountered in the general discharge of police duties. Because of this, members should use a good judgment and common sense in determining their course of conduct and action while fulfilling their responsibilities as members of the department. (h) If any section, subsection, sentence, clause, or phrase of these policies and procedures are for any reason held to be invalid, the remainder of the policies and procedures shall continue to be
