For buyers, brokers and fish traders in Canadian and foreign markets, the rebuilding of the deep-sea industry is good news. The threat of supply disruptions, which some experts have estimated would have lasted a full year, has been averted. Over the long term, a stronger Canadian deep­ sea sector means reliable supplies of consistently high-quality products from the world's most important fish-exporting nation.

The federal government's stated policy is to encourage the growth of the independent sector and its par­ ticipation in the industry. In the formal statement introducing the enabling legislation to Parliament in November, 1983, Fisheries and Oceans Minister Pierre De Bane said: ''This government believes that a vigorous, independent small­ business sector is indispensable to the long-term health of the Altantic 7

While the United States takes more than half of Canada's export fish products, Canada is continuing its policy of diversification and is con­ stantly looking for other markets.
