This is not a contingency plan, but a document summarising the data collected over a two year FRST-funded programme on biological control options for gypsy moth relevant to New Zealand, completed in 1998 and subsequent research on palatability of New Zealand flora to gypsy moth. It is mainly aimed at discussing control options. It should assist with rapidly developing a contingency plan for gypsy moth in the case of pest incursion. Abstract: By most government statistical definitions, Central Appalachia is one of the most impoverished regions in the United States. Many of the region’s residents are low- income, dependent on government benefits, have high rates of obesity and diabetes, and low rates of college educational obtainment. Central Appalachia is historically tied to the coal mining and railroad industries. Many scholars believe this historical bond created an internal colony of company-dependent residents who have been unable to transition successfully from those industry’s boom eras or escape the lingering effects of industry environmental, health and economic degradation. While coal mining stripped the land of Central Appalachia and often cheated its residents from access to economic well-being and opportunity by traditional American definitions, Central Appalachians have created a rich culture based on kinship, religion, fatalism and community pride. Today, significant questions arise regarding the impact of advanced communication technologies and the associated infiltration of a monolithic standard for American success; success defined by material gain idealized by middle-class suburban living. While advanced communication technologies are often praised for their capacity to advance education, employment and cross-cultural understanding, in regions such as Central Appalachia, they may undermine the foundation of culture the residents have built in order to survive decades of isolation and exploitation. -

Roediger, Co-Chair Professor Antoinette Burton Associate Professor Augusto Espiritu Associate Professor Kathryn Oberdeck • • ii Abstract Since the earliest days of European settlement, the Appalachian Mountains emerged in lore as the manly frontier setting where such figures as Daniel Boone, Davy Crocket, Kit Carson, Andrew Jackson, and others carved out the wilderness and forged a nation. Theodore Roosevelt went so far as to proclaim that these men and their progeny comprised a “Kentucky race” and a “backwoods race” that at once embodied the allegedly supreme biology of the Anglo‐Saxon coupled with the cultural exigencies that accompanied frontier life, notably the masculine and violent subjugation of Native lands and people. The formation of this uniquely pure American identity then evolved from an Anglo‐Saxon racial identity that encompassed the valor and violence of frontier masculinity. But just as the Southern Mountains or according to some, the first Western Frontier, was celebrated for its racially desirable descendants it also emerged in the cultural imaginary as an impoverished breeding ground of “hillbillies” and “white trash.” Today, the word “Appalachia” conjures the competing and irreconcilable images of manly, frontier independence on the one hand, and unrivaled levels of poverty and deprivation on the other. -

Newell called for the scientific collection and study of the “fast vanishing remains” of the cultures of three American ethnic groups: African Americans, Native Americans, and Anglo-Americans (implicitly including Appalachians who lived in “the remote valleys of Virginia and Tennessee”). While arguing for the value and complexity of these folk cultures and mourning their demise, Newell also suggested that the folk were in need of reform, linking them to “witchcraft,” “superstitions,” “important psychological problems,” “much that seems to us cruel and immoral,” “rudeness,” and “licentiousness.” Newell’s call for the study of folk cultures points to the competing pressures for marginalized American ethnic groups to maintain their old ways and to modernize, to never change and to change at once. The Folk Imaginary in American Literature, 1875 – 1925 investigates the ways in which the competing tensions between preservation and reform circulate in the work of American fiction writers who represent the folk; who explore the ways in which the folk initiate and respond to social, economic, and political change; and who imagine folk culture as a resource that can enrich or revitalize national identity. -

CIVIL WAR AND RECONSTRUCTION WELFARE PROGRAMS FOR GEORGIA’S WHITE POOR: THE STATE, THE FREEDMEN’S BUREAU, AND NORTHERN CHARITY, 1863-1868 by DENISE E. WRIGHT (Under the Direction of Emory M. Thomas) ABSTRACT Georgia’s white poor, like most of the southern population from 1863 to 1868, faced many challenges. The depredations of the Civil War combined with natural disaster in the form of an ongoing drought to create a large population which faced displacement, poverty, and starvation. But this population also had access to numerous avenues of relief, both public and private. The state of Georgia implemented large-scale relief programs beginning in 1863. Only white Georgians were eligible to receive this assistance. The Bureau of Refugees, Freedmen, and Abandoned Lands, the federal government’s first large-scale aid agency, provided assistance, generally in the form of food, to white and black Georgians from mid-1865 until late 1867. Private northern charitable organizations, founded in 1867, were designed specifically to aid white and black southerners whose lives were made more desperate by the ongoing drought and resulting crop failures. The founders and administrators of these programs struggled with defining the populations they would assist. Who “deserved” assistance? Should aid be restricted by race or class? Should wartime loyalty determine eligibility? These debates, carried out in very public arenas – the state legislature, the U.S. Congress, and national and local newspapers – offer a perspective from which to understand the evolution of American welfare in the Civil War era. And the records of these organizations provide a glimpse into the lives of Georgia’s white poor who solicited and accepted assistance. -

Folk Arts Program Cogswell, Robert Inclusive Dates: 1889-2017, bulk 1976-2014 Scope & Content: Consists of materials representing an official record of the Folklife Program of the Tennessee Arts Commission (TAC) from its inception through the directorship of Dr. Robert (Roby) Cogswell. Totaling approximately 38 linear feet and housed in 65 boxes, the Folk Arts Program Records include office files, research files, correspondence, photographs, slides, negatives, ephemera, and a large amount of audio/visual materials. The collection documents Tennessee’s rich folk art culture as well as local traditions and art forms. The highlight of the assemblage is the approximately 22,000-image photography grouping which includes printed photographs, slides, negatives, contact sheets, and digital files. The collection focuses on folk artists and art forms as well as traditional and cultural art. Key topics include the 1986 Smithsonian Festival of American Folklife, information on artists who have received the National Heritage Fellowship and Tennessee Folklife Heritage Awards, and grants awarded by TAC. I argue that poetry is profoundly communal in its construction and investigate how the value of poetry changes based upon its transfer through varying networks of production, circulation, and reception. Informed by theories of cultural capital and rhetoric, the chapters trace three books of poetry from their composition and publication to their reception and influence, noting how central political and social institutions and individuals shaped that process. -
