Action 19/23 Apologies for Absence

Apologies were received from Alan Wallwork (AW), Mark Brookes (MB), Jenny Richardson, Maureen Winders (MW) and Ralph Adam.

19/24 Minutes of the Meeting of 19th February 2019

The Minutes of the Meeting held on 19th February 2019 were approved and signed.

19/25 Matters Arising

 The proposed visit to Chesham signal box, was in hand. AW  RM reported that nothing further had been heard from Redline buses regarding short workings on certain return journeys of route 55 from thereby missing out Chesham. He would speak again to the Town Clerk. RM

19/26 Treasury Matters

CE updated the Meeting on the current Bank Balance, which now stands at £106.

19/27 Federation of Met Line User Committees Association (FOMLUC)

CE gave a resume of the issues discussed at the recent FOMLUC meeting. In particular, mention was made of the 7km cable in Ickenham to power the HS2 borer. The poor state of the moquette in the S stock trains was also noted.

19/28 Ongoing Operational Issues

The following issues were discussed:-  MW had reported increased activity by beggars on Met Line trains the last incident being on 14th March 2019, which had been notified to FOMLUC.  CE reported that on speaking to one of the signalmen at recently, the was said to be operationally difficult and that the Chesham people were considered to be “a stroppy lot”.  CE had noticed that the ATO was now in operation at White City.

19/29 Step-Free Access at

CE referred to the work now underway at Amersham and Harrow on the Hill Stations. Not much appeared to be happening at either location, certainly during daylight hours, although workmen had been seen moving scaffold poles at Amersham.

Initials …… AW had circulated photographs taken recently at both locations showing the extent of the work from which it was noted that one of the notices at Harrow on the Hill confirmed that completion was due by April 2020.

AW had also requested from TfL plans and elevations of the proposed works at Amersham but nothing had been received yet. AW

19/30 East-West Rail Link Update CE drew attention to the documents circulated with the Agenda.

19/31 Highlights from 2018 The Meeting examined a document circulated with the Agenda, highlighting the Group’s achievements during the previous year.

19/32 Any Other Business  AP agreed to monitor the rubbish clearance at Jacob’s Ladder. AP  CE would be chasing up FOE about the incidents on 11th and 12th February. CE  CE reported on a recent visit to signal boxes at Neasden and Amersham.  It was noted that MB had experienced further incidences of the train describer being incorrect, this time at Moor Park and photographs had been sent by AW to FOMLUC to follow up with TfL. AW  Attention was drawn to an article in the Evening Standard of 20th March 2019 in which it was stated that despite tube passengers generating a bumper £823m “profit” for TfL thanks to the annual increase in Travelcard prices, nevertheless TfL as a whole will make an overall loss of £742m in 2019/20 largely due to the record £722m subsidy needed to run the bus network. It was also noted that TfL had put the Camden Town Station and Piccadilly Line signalling upgrades on hold.  Attention was drawn to a steam train run on the on 22nd/23rd June 2019 to commemorate 150 years of operation. Tickets would go on sale on 27th March 2019 and it was significant as because of the signalling upgrade taking place on all sub-surface lines, this would preclude future steam train operations and would probably prevent future excursions by Sarah Siddons due to the absence of necessary equipment to operate the new signals.  Chesham TUG had been approached by Chesham Masterplan in an effort to setting up a meeting with senior TfL staff to discuss proposals for Chesham Station as part of Chesham Masterplan. AW

Description: Erection of two detached dwellings and a five bay car port Comments: The Committee recommends REFUSAL of this application on the grounds of overdevelopment and being out of keeping with the character and appearance of the existing street scene. Moreover the committee objects to the narrowness and length of the proposed access road which has no turning circles for waste lorries or emergency vehicles and raises its concern on the continued damage to trees and the loss of the waste bins area. The committee strongly opposes the 'development by stealth' approach that is seemingly being persued by developers in this area Decision: Conditonal Permission 3) CH/2018/0240/DE Inland Homes Springfield Road Industrial Estate Chesham WATERSIDE

Description: Application for reserved matters following outline planning permission CH/2015/2020/OA for 55 dwellings with associated access, infrastructure and landscaping. Comments: The Committee accepts the principle of this development. However, while not opposed to three storey buildings in general, the committee had strong concerns on the planned location immediately abutting the Green Belt and overlooking the AONB. We would also repeat our comments previously submitted, namely concern on the current state of the highway and that we would wish to see a developer contribution to remedy this. Moreover we would wish to see a Traffic Movement Plan in place, particularly in respet to construction traffic. Decision: Conditional Permission 4) PL/18/4705/FA 55 Tylers Hill Road Chesham TOWNSEND

22nd March 2019 Our Ref:

Dear Roy

USE OF MVAS AND FURTHER ACTION IN CHESHAM RE SPEEDING

Following the meeting of my Planning Committee on Monday 18th March, I have been asked to write to you in respect to the recordings of speeds with our MVAS in Chesham.

As you are aware, we send off the recorded figures to both yourself and Liz Johnson following the end of the two week period the MVAS has been mounted. In considering the recorded figures at its meeting on Monday night, my Members were a little concerned that no follow-up enforcement action appeared to be taken by the Police, even in highways where there was obvious evidence of excessive and persistent speeding. Accordingly my Committee has asked what action you have taken and will be taking in future in light of the statistics you receive. Members are particularly concerned on the level of speeding in Lye Green Road and Hivings Hill.

Also as mentioned, we are also interested in use of the Sentinel Camera so I would welcome a conversation once your new officer is in post who has a responsibility for speeding.

I look forward to hearing from you

Yours sincerely

Bill Richards Town Clerk

Chesham Town Council, Town Hall, Chesham, Bucks HP5 1DS Twinned with Friedrichsdorf Germany; Houilles France; Archena Spain Text of Email from Sgt. Roy Evans – 29th March 2109

I email you in response to your letter dated 22nd March 2019 addressing some issues that have been raised to you by your committee.

I do receive the MVAS reports direct to my email and go through the figures. Unless I am reading them incorrectly, the average speeds recorded for Lye Green Road recently are sitting at around 32mph? The reports take some understanding. As I say, I hope that I am reading them correctly. I note that at the bottom of the reports, the data suggests that the average speeders are at 37 / 38mph.

Having just spoken to Colette, I hope that Hiving Hill may have MVAS at some point in the future. This is a good road with lots of traffic but enforcement of speed will have to be carefully judged. The only safe place for officers to use the speed guns would be near to the top of the hill on the flatter part due to the parking and layout of the road. Even then I will have to assess this and check how close the flatter part is to the large bend – we need clear line of sight and safe distance to pull over cars.

Hopefully the MVAS will prove or disprove the speeding concerns.

I would love to promise that we could do a lot of speed enforcement but have to say that we will conduct speed enforcement as and when we can. I have to take into consideration the times of speeding ie: Early hours of the morning, numerous other roads that also require attention, the priorities set for the Neighbourhood team and crime investigations.

At this time, there is myself and 1 other warranted officer working out of Chesham. I will have a new warranted officer starting Mid-April on an attachment. I won't be able to assign her a long term project until I know that they will be staying long term - This will mean speed watch and enforcement is going to be a team effort for now but I will be overseeing.

Apologies if this is not the best news. Please note we are trying to cover all the demand given to the Neighbourhood Team.

Kind regards and thanks

Roy

22.3.2019 Our Ref:

Dear Rosie,

FELLING OF VERGESIDE TREES, CHESHAM

The matter of the felling of verge side trees in Chesham came before my Planning Committee on Monday evening.

While my Members understood the rationale for this decision (namely the state of the trees in terms of health), the Committee was firmly of the view that a far greater consultation and a period of notice should have taken place with the local community – both the Town Council and the local residents – before the trees were felled. At the very least, if they are to be removed for safety reasons, my Committee would very much like to see replacement trees, with deep roots, planted in the area as soon as practicably possible. The Town Council’s Parks and Premises team could undertake this work (indeed I know Clifford has been liaising with my Parks and Premises Manager on this) but my Committee believes that all such replacement planting should be recharged to the County Council. As quoted to Clifford, my team can purchase and plant Rowan trees at a cost (including labour) of £70.05 per tree. I would be grateful if you could you could confirm if the County Council would agree to this. I understand that, to date, 20 have been felled in Chesham.

I should also say that the Committee would also like to see greater consultation generally from Buckinghamshire County Council on matters like this that are going to impact upon the town/its residents to any significant degree. I know Clifford and yourself do contact me on a periodic basis but it would be advantageous if you could let me know of anything that may be deemed as important/contentious in terms of highway maintenance in future so I can let my Committee know.

Kind regards

Yours sincerely
