Action 18/83 Apologies for Absence

Apologies were received from Mark Brookes, Vic Faulkner, Barry Grattan, Jenny Richardson, Maureen Winders and Alan Wallwork (AW).

18/84 Minutes of the Meeting of 18th September 2018

The Minutes of the Meeting held on 18th September 2018 were approved and signed.

18/85 Matters Arising

 The proposed visit to Chesham signal box, would be carried forward. AW

18/86 Accounts for the Year to 30th June 2018

As we have still not been able to contact the Treasurer, the accounts as presented showed a balance of £84 were accepted. CE reported that this amount had been retrieved from HSBC, a Community account opened at Skipton Building Society and the money deposited therein.

18/87 Federation of Met Line User Committees Association (FOMLUC)

The report on the meeting of FOMLUC and Management on 18th September was received. Unfortunately Chesham was unrepresented. The main points from notes provided by FOMLUC chairman Anthony Wood, are:-  the track work between Baker Street and Finchley Road is on schedule to finish by 20th December when the normal timetable will be resumed.  6 trains are at Derby re: signalling changes.  minor problems to the trains are being investigated including wear to the seat covers as well as the case of a door opening while moving on a train.  It is unlikely the new signalling plan will be curtailed at Harrow- on-the-Hill. 18/88 Ongoing Operational Issues

It was reported that automatic door closing when a train was in a platform had been discontinued. Further observations required. ALL

Initials …… 18/89 Step-Free Access at Station

Plans had been submitted to the Chiltern & South Bucks Planning Department on 1st October under the reference PL/18/3692/PRAMD. Contact has been made with Ami Ibitson, Engagement Officer, TfL Local Communities & Partnerships who promised to keep us informed of progress. The new bridge will be at the north end of the platform between the cycle racks and Belly Busters. The elevation facing Hill Avenue will be in the same style as the existing station.

18/90 Mantles Wood Foot Crossings - Amersham

TfL are not proposing to close either crossing but only to install improved safety.

18/91 New Signal Equipment Room at Amersham

Nothing new to report, but AW would continue to monitor. AW

18/92 Changes to Bus Route 55 Chesham to

One of the afternoon northbound journeys has been diverted away from Stoke Mandeville hospital to serve a school in Bedgrove. To recover the extra time taken, the previous southbound journey (i.e. from Aylesbury) is truncated to turn at Amersham instead of Chesham. Now the only departures from SMH to Chesham are 06:41, 08:57, 10:57 and 17:20. RM will approach BCC to complain as it is the only link from Chesham to the Hospital. RM

18/93 Cancellation of Chesham Trains JG reported that on 1st October the Chesham bound train due to arrive at 23:24 was diverted to Amersham. She complained to LU and cited other occurrences. LU replied that they do not favour any particular branch. JG replied citing other cases but no further reply has been forthcoming. The matter will be raised with FOMLUC. AW

18/94 Any Other Business  PCW reported that the BCC bus survey result is expected shortly.  PCW reported that the bus describer has a 'ghost' bus shown for 12:08 when no such departure is scheduled.  PCW reported the bus describer is very confusing for the 71/73 routes and seem to depend on whether the approaching bus has a transponder.

AGENDA ITEM NO : 7 – COMMUNITY INFRASTRUCTURE LEVY CONSULTATION

Summary

1. To decide what, if any, response the Committee wishes to make to the Chiltern District Council consultation on the implementation of a Community Infrastructure Levy (CIL) for the district in respect to disbursing developers’ monies.

Background Information

2. The consultation period runs until 14th December 2018.

Financial Implications

3. Dependent upon how the CIL monies are disbursed, there is potential for this Council to be part of delivering community led and infrastructure projects through this stream.

Strategic Objectives

4. Accords with the Council’s strategic objective 4 - ‘To consult with and represent the views and wishes of the citizens of Chesham’.

Equality Act Implications

5. Non applicable.

Detailed Consideration

6. The CIL is a levy that local authorities in and Wales can prepare and, if adopted, charge developers for specified new developments in their area. Charges are set by the local authority, are based on the size and type of new development and must be justified by a robust evidence base. Money raised from the CIL can be used to fund infrastructure required in the area where there is an identified need.

7. Chiltern and South Bucks District Councils are in the process of producing a joint Local Plan to cover the period 2016-2036. It is therefore prudent to produce a CIL Preliminary Draft Charging Schedule at this time so that it can be demonstrated that CIL could support the infrastructure costs of delivering the new Local Plan. Councils set CIL charging rates by producing a Preliminary Draft Charging Schedule. To be able to collect money through CIL, Councils undertake two stages of consultation, this being the first running from Friday 2 November until Friday 14 December. The Councils will take account of the responses to this consultation and will prepare an amended Charging Schedule for the second consultation, expected in 2019. Following that stage of consultation, the charging schedule will then be submitted for an independent Public Examination to be arranged in which a Planning Inspector will consider evidence from the Councils and from developers, planning agents, stakeholders, Parish Councils, residents' groups, the County Council, infrastructure providers and other likely interested parties.

8. The Committee may feel it does not have enough knowledge to comment on questions of a technical nature such whether the planning authority is proposing a fair amount per square meterage. Accordingly Members may feel it better to await until the second round of consultation where it is clear town and parish councils will be actively solicited for their views.

9. However if the Committee is minded to provide a response, it is suggested that the Local Plan Working Group be delegated to devise a response to be duly submitted by the Clerk.

Recommendation

That the Committee decides if it wishes to respond to the District Councils’ Stage 1 CIL consultation and if so, that such a response be delegated to the Local Plan Working Group.
