EXECUTIVE SUMMARY
GEMTEC Consulting Engineers and Scientists Limited (GEMTEC) was retained by the Woodroffe Square Inc. to carry out a Phase One Environmental Site Assessment (ESA) for Proposed Commercial Building located at 2900 Woodroffe Avenue in Ottawa, Ontario (hereafter referred to as “the subject property”). The subject property is an enhanced investigation property as defined by Ontario Regulation 153/04.
The primary objective of this Phase One ESA was to identify any former or current potentially contaminating activities at the subject property and its vicinity to determine if they create any areas of potential environmental concern on the subject property. This Phase One ESA was carried out in general accordance with Ontario Regulation 153/04 made under the Environmental Protection Act and meets the requirements of Part VII (Sections 23 to 31) and Schedule D of the regulation.
Section 1.0 of this report provides a brief description of the site and Section 2.0 provides the scope of investigation. Section 3.0 presents the findings of the records review. Section 4.0 presents the results of the interviews conducted. Section 5.0 presents the findings of the site reconnaissance. Section 6.0 provides a review and evaluation of information gathered. Section 7.0 presents the conclusions and recommendations of the study. Section 8.0 outlines the limitation of liability and Section 9.0 lists the references used.
No Areas of Potential Environmental Concern (APECs) were determined through the Phase One ESA to exist for the subject property:
Based on this information, it is our opinion that a Phase Two Environmental Site Assessment is not required for the subject property.

1.0 INTRODUCTION
GEMTEC Consulting Engineers and Scientists Limited (GEMTEC) was retained by the Woodroffe Square Inc. to carry out a Phase One Environmental Site Assessment (ESA) for Proposed Commercial Building located at 2900 Woodroffe Avenue in Ottawa, Ontario (hereafter referred to as “the subject property”). The legal description for 2900 Woodroffe Avenue is Lot 39, Plan 54, City of Ottawa; PIN 14566-0108. The subject property is not enhanced investigation property as defined by Ontario Regulation 153/04. The location of the subject property is illustrated on the Key Plan, Figure 1.
The subject property is presently owned by the Woodroffe Square Inc.. The contact person for the subject property is Mr. Michael Charto, at 613.274.7700 ext. 102.

2.0 SCOPE OF THE INVESTIGATION
The primary objective of this Phase One ESA was to identify any former or current potentially contaminating activities at the subject property and its vicinity to determine if they create any areas of potential environmental concern on the subject property.
This Phase One ESA was carried out in general accordance with Ontario Regulation 153/04 made under the Ontario Environmental Protection Act and meets the requirements of Part VII (Sections 23 to 31) and Schedule D of the regulation. The scope of the investigation includes a records review, interviews, a site reconnaissance, an evaluation of the information gathered and reporting. The Phase One ESA report will document and demonstrate how the objectives of the Phase One ESA were achieved and whether further investigation is required.

3.0 RECORDS REVIEW
3.1 General 3.1.1 Phase One Study Area Determination The subject property has an area of 0.95 hectares (2.3 acres) and is located at 2900 Woodroffe Avenue in Ottawa, Ontario.
Historical land use in the study area as determined through air photos review was predominantly agricultural. Based on this information, a Phase One ESA study area of 250 metres surrounding the subject property is deemed sufficient for the purpose of this Phase One ESA. The location of the subject property and the extent of the Phase One ESA study area are provided on the Study Area Plan, Figure 2.
No land use outside the 250 metres study area has been identified as a considerable environmental concern to warrant inclusion in the study area.
3.1.2 First Developed Use Determination Based on a review of the historical information, the subject property was first developed for agricultural use sometime prior to 1945. Aerial photographs indicate the presence of structures and the storage of materials on the subject property starting in the 1945 aerial photograph. The site was redeveloped between 1999 and 2002 for commercial use.
3.1.3 Fire Insurance Plans Based on age of development in the study area and our previous knowledge, fire insurance plans would not be available for the subject property. A search of available fire insurance plans was conducted for the subject property and the adjacent properties in 2008. The search indicated that no fire insurance plans were available within the study area. A copy of the request and response is provided in Appendix A.
3.1.4 Chain of Title
A chain of title search for the subject property was provided by Wentzell Titles of Kemptville, Ontario and is included in Appendix B. The legal description for 2900 Woodroffe Avenue, City of Ottawa; PIN 14566-0108. The highlights of the chain of title search are described below:
