More than for 32 every other type of nature reserve this is the case for UNESCO Biosphere Reserves. A participatory 33 and transparent approach taking into consideration views of all stakeholders involved is crucial for the 34 successful progress of the project. In 2007 we interviewed 191 residents and 178 visiting tourists in 35 the Val Müstair (Canton of Grisons, Switzerland) with standardized questionnaires to analyse 36 acceptance of the – at the time of data collection – planned Biosphere Reserve. Both groups 37 perceived the landscape of the study region very similar but had different demands regarding the 38 Biosphere Reserve. Whereas tourists had a rather emotional approach, residents clearly had more 39 hopes on economic benefits generated through the project.

Strasbourg, 15 December 2009 MIN-LANG/PR (2010) 1 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Fourth Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter SWITZERLAND Periodical report relating to the European Charter for Regional or Minority Languages Fourth report by Switzerland 4 December 2009 SUMMARY OF THE REPORT Switzerland ratified the European Charter for Regional or Minority Languages (Charter) in 1997. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement).

TRANSPORT NETWORKS AND ECOTOURISM DESTINATIONS: THE AIM FOR SUSTAINABILITY Eden Sorupia Submitted in total fulfilment of the requirements for the degree of Doctor of Philosophy September 2007 Faculty of Architecture, Building and Planning The University of Melbourne Produced on archival quality paper ABSTRACT Ecotourism as sustainable travel to biodiversity-rich areas advocates the utilisation of modes with minimal impacts to the environment. Yet most often the modes available to the public and the transport network that serves the destination undermine its aims of sustainability. The research looks into the relationship between an ecotourism destination and the transport network that serves it. The objective of the study is to identify policies and structures that contribute to improve its sustainability. Case studies from a developed and developing country are utilised to examine the relationship and to investigate whether strategies differ given the different settings and opportunities open to each. Policies regarding transport, tourism and the environment were evaluated and correlated with current practices, reports, literature as well as interviews of key informants. The study has found that even with good public transport services to the national parks, the mode of choice of visitors remains the private vehicle. Public transport solutions in urban areas remain relevant in the countryside. Policies aimed at reducing car use and promoting public transport have comparable impacts to rural areas. In this setting, non-government organisations and interest groups play a big role in educating the public regarding the sustainability of their mode choices. The examples from Switzerland and Brazil have shown that their innate differences do not prevent them from employing similar policies and structures, and that improving the sustainability of transport network that serves an ecotourism destination is possible.

Limnological Research in the Swiss National Park

Botanists and zoologists have been particularly inter- ested in this area because of minimal human impact. Rebuilding the Rhaeto-Cisalpine written language: Guidelines and criteria. Part I: ORS-Orthography Claudi Meneghin Institud de studis Rhaeto-Cisalpins Abstract This paper is the first one of a series aimed at reconstructing a uni- tary Rhaeto-Cisalpine written language, including ISO 639-3 Piedmontese, Ligurian, Lombard, Emilian-Romagnol, Venetan, Istriot, Ladin, Romansh and Friulian. We shall assume that, on the one hand, written language is (relatively) independent from its spoken counterpart; on the other hand, we will fully treat the Rhaeto-Cisalpine (or Padanese) system as a unitary one, belonging to the western branch of Romance languages. After show- ing that none of the current orthographies now in place can be extended to cope with the whole language, we propose to retrieve a medieval-like orthography (close to that of Subalpine sermons), in the same spirit of Alibert’s for Occitan, Stich’s for Francoprovençal and Hull’s unified Pada- nian orthography. We yield a few examples of transcriptions of excerpts from literary texts.
