INTRODUCCIÓN "En algunos casos, decía el Romano Pontífice en su discurso de este año al Tribunal de la Rota Romana, se puede advertir aún viva la exigencia de la que hablaba mi venerado Predecesor: la de preservar a la comunidad eclesial del escándalo de ver, en la práctica, destruido el valor del matrimo- nio cristiano por el multiplicarse exagerada y casi automáticamente las de- claraciones de nulidad, en caso del fracaso del matrimonio, bajo el pretexto de una cualquiera inmadurez o debilidad psíquica del contrayente"1 . Y en el mismo discurso se recordaban algunos principios y criterios que, habitual- mente, tienen en cuenta la jurisprudencia y la doctrina canónicas en el tra- tamiento de las causas de nulidad matrimonial: la distinción entre "una ma- l. Benedicto XVI, "Discurso al Tribunal de la Rota Romana", 29 Enero 2009, en: 7 de marzo de 2009, 366-65. 10 AADC XIV (2008) 9-50 durez psíquica que sería el punto de llegada del desarrollo humano" y "la madurez canónica que es, a su vez, el punto mínimo de partida para la vali- dez del matrimonio"; entre incapacidad y dificultad, ya que sólo la incapa- cidad, y no ya la dificultad, para prestar el consentimiento y para realizar una verdadera comunidad de vida y de amor, hace nulo el matrimonio; en- tre la dimensión canónica de la normalidad, que inspirándose en la visión integral de la persona humana, también comprende moderadas formas de di- ficultad psicológica, y la dimensión clínica que excluye del concepto de la misma toda limitación de madurez y toda forma de psicopatología; entre la capacidad mínima, suficiente para un válido consentimiento, y la capacidad idealizada de una plena madurez en orden a una vida conyugal feliz. Son, como decimos, principios y criterios que informan la jurispru- dencia y la doctrina canónicas en el tratamiento de las causas de nulidad ma- trimonial, y que han sido recordados en el discurso citado del Romano Pon- tífice ante el alto número de causas de nulidad matrimonial presentadas y tramitadas en los tribunales eclesiásticos, alegándose que las partes pade- cían alguna forma de anomalía psíquica en el momento de prestar el con- sentimiento matrimonial, incapacitándolo a tenor del c.1095, lo que llevó a algún autor a preguntarse, ya hace unos arios, si a lo largo de tantos siglos habrá habido tantos matrimonios inválidos como los que oficialmente se de- claran ahora, si es tan difícil llenar las condiciones que hagan válido el con- sentimiento matrimonial...2 Y entre las anomalías o causas de naturaleza psíquica más frecuentemente alegadas en la actualidad para solicitar la de- claración de nulidad del matrimonio se encuentra la denominada "inmadu- rez psicológica", entendida no como un síntoma propio de la edad infantil- juvenil o de algún trastorno específico de la personalidad, sino como un es- tado global de la persona que, a pesar de tener ya una edad cronológica su- ficiente, no ha alcanzado la madurez en su desarrollo psíquico, prolongán- dose lo que se ha venido a llamar la post-adolescencia hasta los 30-40 años, es decir las denominadas "adolescencias interminables"3. 2. Es evidente que la palabra "inmadurez" es un término muy difuso: aunque a lo lar- go de este artículo iremos delimitando su concepto y contenidos, bástenos por ahora decir que la inmadurez psicológica de la que estamos hablando suele manifestarse a través de fi- jaciones, regresiones, inestabilidad y dependencia afectiva, narcisismo, egoísmo/egocentris- mo, estado de inseguridad, falta de responsabilidad, deficiente control emotivo, etc., deno- minándose en la jurisprudencia rotal como "inmadurez", "inmadurez psíquica o psicológi- AADC XIV (2008) 9-50 11 Nuestra finalidad principal en este artículo es analizar la considera- ción canónica de la repercusión que la denominada inmadurez psicológica o inmadurez psico-afectiva tiene en la válida constitución del matrimonio, fijándonos principalmente en las aportaciones de la jurisprudencia rotal re- ciente. 2. LA INMADUREZ PSICOLÓGICA, FENÓMENO GENERALIZADO La Iglesia, desde hace ya bastantes años, viene reconociendo que las ciencias psicológicas y psiquiátricas, al ofrecer un conocimiento más pro- fundo del ser humano, "pueden contribuir en gran medida a la comprensión de las condiciones que en él se requieren para que sea capaz de contraer el vínculo conyugal. Los Pontífices Romanos... al tiempo que advierten de los peligros que se corren si, en esta materia, se asumen como datos científicos ciertas meras hipótesis no confirmadas científicamente, siempre han alenta- do y exhortado a los estudiosos del derecho matrimonial canónico y a los jueces eclesiásticos a no temer hacer propias, en beneficio de su disciplina, las conclusiones ciertas, basadas en la sana filosofía y en la antropología cristiana, que aquellas ciencias les han ido brindando con el paso del tiem- po"4, Y así, en una c.Huber del 5 de marzo de 1999, se afirma que "quién está familiarizado con la jurisprudencia de nuestro Tribunal, sabe que los jueces, en tiempos recientes, han completado la antropología recibida de los anteriores con el estudio de la vida afectiva"5. Estas ciencias, indudable- mente, ayudan a comprender mejor los procesos de toma de decisiones de la persona humana, que, si ya de por sí son complejos, mucho más lo son en la constitución del matrimonio (c.1057, que es una relación interpersonal, única, compleja... (c.1055: de aquí que se haya establecido que, en las cau- ca", inmadurez psico-afectiva" que es lo más usual...     Statistical Analysis Marriage Nullity Cases in the United States of America from 2016-2018 Introduction Over three years have passed since the reform of the process for the declaration of the nullity of marriage legislated by the Motu proprio Mitis Iudex Dominus Iesus and Mitis et misericors Iesus has gone into effect. Due to the novelty of the Processus brevior coram Episcopo, there is much interest in the way it is being used. Several have already produced statistical studies. There are the two studies for the Ibero- American tribunals.1 In addition, the Canon Law Society of Great Britain and Ireland published in its 2019 Newsletter a statistical analysis for Tribunal activity in 2017.2 There is also the periodical Proceedings of the Canon Law Society of America, which began in 2017 to published the statistics for the briefer process.3 Scope and Method The present study seeks to analyze the statistics regarding the first instance activity of ecclesiastical Tribunals in the United States of America from 2016 through 2018. While some of above-mentioned studies relied heavily on reports of the Central Office of Statistics of the Church, the raw data for this study was gathered exclusively from the Annual Reports on the State and Activity of the Tribunal submitted to the Supreme Tribunal of the Apostolic Signatura. 4 Certainly this choice placed some limitations on the data intake; however, the report provides a unique data set including the number of appeals lodged by the defender of the bond. Father Carlos Martins, a Custos Reliquiarum (ecclesiastically-appointed curate of relics), will return to Minnesota in April with a Vatican exhibit of more than 150 sacred relics. Immensely popular, it is high- lighted by some of the largest remaining fragments of the Wood of the True Cross in the world and a piece of the Veil that belonged to the Blessed Virgin. Each exposition begins with a presentation on relics that provides the catechetical and spiritual basis for the veneration that follows. The teaching presents the basic Gospel message: God wants to be encountered; He touches us through the lives and the sacred re- mains of His saints. “God never disappoints ... he always ‘shows up,’” remarks Fr. Martins. “There are healings at every exposition. Hun- dreds, perhaps even thousands, have been reported. Spectacular ones. Attendees have reported cancer, heart dis- ease, tumors, osteoporosis, physical deformities, etc., disappear immediately and completely.” Though a great num- ber of miracles have been physical (the exhibit’s website lists a sample of these), he admits that the most spectacu- lar is the healing of faith, where a new and deeper relationship with God and His saints are formed in the faithful.

Prof. and Andrei Hlandan, MA - ”Titu Maiorescu” Abstract: Since before the Great Schism, the Vatican played an important role, not only within the “movement”, but also in international relations. Today, the Pope – the head of the Catholic Church and papal state – is the spiritual leader of a community which has over two billion souls worldwide. The European Union a political-legal and socio-economic structure emerged in the middle of the twentieth century, with a current population of over 700 million inhabitants, of which more than half are under the “hearing” the Catholic community leader. Given these considerations and putting it into the public law terms, we can state that relations are rather inter-institutional relations. It is important to see how the relations between the European Union and the Papal States have evolved during the nearly seven decades of existence of the European Union, but also the way the Catholic religious thesis influenced the philosophy of the European political construction. After the Second World War we can observe, with impetuosity, a nodal characteristic of the Christian Democracy, i.e. the commitment to “promoting a policy of peace”. Keeping the proportions, we can say that the Roman Catholic Church has been represented – at least spiritually – since the early beginnings of establishing the European Community, as the “founding fathers” of thereof were mostly Christian Democrats, some of them even practicing Catholics.

    FR.FRANK www.EndAbortion.US REPORTS... 321-500-1000 Volume 5 Issue 1 February 2020 Priests for Life helps organize Forum of Catholic Inspired Non-Governmental Organizations at the Vatican Priests for Life was pleased to take an active part in both organizing and participating in the Forum of Catholic Inspired Non-Governmental Organizations Janet Morana and Bob Lalonde of Priests for Life with Cardinal Pietro (CINGO – ForumInternational.org) Parolin, Vatican Secretary of State (no. 2 man in the Church). Plenary Meeting held in Rome. The meeting took place December 5 – 7 and the theme was “Moving Towards a More Inclusive Society.” In the two years since the last meeting, which our fulltime associate Evangelist Alveda King attended (and led the opening prayer), Priests for Life was involved through our team member Marie Smith. She founded and directs the Parliamentary Network for Critical Issues, and served as the co-chair of CINGO’s Human Rights Thematic Group which met several times, and Bob Lalonde, as a member of the Thematic Group and Priests for Life’s main representative to the United Nations. Other Priests for Life team members also help behind the scenes to organize the conference. It was in the Human Rights Thematic Group that the right to life statement supporting “conception to natural death” was articulated. While Marie was unable to attend the Rome meeting, the preparation work had already been completed and both Janet Morana, executive director of Priests for Life and co-founder of the Silent No More Awareness Campaign, and Bob were able to participate and further the effort in the Human Rights Thematic Group.
