Figures and/or pictures may be missing from this format of the document. *** Abstract: This article uses the multiple and contradictory realities of Melilla, a pene-enclave and -exclave of Spain in North Africa, to draw out the contemporary practice of Spanish, European Union, and Moroccan immigration enforcement policies. The city is many things at once: a piece of Europe in North Africa and a symbol of Spain’s colonial history; an example of the contemporary narrative of a cosmopolitan and multicultural Europe; a place where extraterritorial and intraterritorial dynamics demonstrate territory’s continuing allure despite the security challenges and the lack of economic or strategic value; a metaphorical island of contrasting geopolitical and biopolitical practices; and a place of regional flows and cross-border cooperation between Spain, the EU, and Morocco. It is a border where the immunitary logic of sovereign territorial spaces is exposed through the biopolitical practices of the state to ‘protect’ the community from outsiders. -

Androus on Friday, September 7, 2018 Dear Colleagues, Island Dynamics is now accepting proposal submissions for the interdisciplinary conference Special Territorial Status and Extraterritoriality: Exceptional Sovereignties and Sovereign Exceptions, to be held in Longyearbyen, Svalbard, January 20-24, 2019, the world's only visa- free zone and its northernmost inhabited territory. In addition to an engaging conference program, delegates will also be able to enjoy a dogsled excursion into the polar night and a guided visit to a historical Russian mining operation. While sport is not mentioned specifically in the call, the topic intersects with sport practices in a number of important ways and proposals addressing any of them are welcome. Call for Proposals: Territorially based sovereign states are commonly presented as the basic, fundamental units of the international political world system, and they clearly represent powerful, even dominant, forces in global institutions of governance. But the world is also replete with myriad cases that defy the presumed logic of state sovereignty as the elemental operating unit of the global political system. Certain contexts for extraterritorial legal jurisdiction over individuals or places, and the corresponding immunity from local laws, are well-established in international relations practice regarding diplomatic and military installations and personnel. Extraterritoriality can be conceptually expanded to effectively address a range of other ways in which particular territories, institutions, and individuals are subject to exceptional forms of political, legal, and existential status. -

But while he performed the first canonisation on U.S. soil in Washington and celebrated mass in front of two million faithful in Philadelphia, the attention focused less on the religious aspects of the trip than on the Pope’s vis- its to the sacred halls of political power. Down and Out: Founding Elections and Disillusionment with Democracy in Egypt and Tunisia Sharan Grewal and Steve L. Monroe Forthcoming, Comparative Politics Which electoral losers become the most disillusioned with democracy following the first free and fair elections? Exploiting surveys before and after founding elections in post-Arab Spring Egypt and Tunisia, we find that the most disillusioned losers were those residing in areas where the losing parties were strongest. We argue that expectations matter. Losers whose parties are strong locally tend to overestimate their popularity nationally and thus become more disillusioned after the first elections. Beyond these attitudinal results, we find that these areas witnessed a greater increase in support for candidates from former autocratic regimes in subsequent elections. These findings clarify subnational variation in electoral losers’ attitudes towards democracy. They suggest that decentralization may keep otherwise disillusioned losers invested in democracy. 1 “She was in a state of shock and confusion. The Holy See I GENERAL NORMS Notion of Roman Curia Art. 1 — The Roman Curia is the complex of dicasteries and institutes which help the Roman Pontiff in the exercise of his supreme pastoral office for the good and service of the whole Church and of the particular Churches. It thus strengthens the unity of the faith and the communion of the people of God and promotes the mission proper to the Church in the world. Structure of the Dicasteries Art. 2 — § 1. By the word "dicasteries" are understood the Secretariat of State, Congregations, Tribunals, Councils and Offices, namely the Apostolic Camera, the Administration of the Patrimony of the Apostolic See, and the Prefecture for the Economic Affairs of the Holy See. § 2. The dicasteries are juridically equal among themselves. § 3. Among the institutes of the Roman Curia are the Prefecture of the Papal Household and the Office for the Liturgical Celebrations of the Supreme Pontiff. Art. 3 — § 1. Unless they have a different structure in virtue of their specific nature or some special law, the dicasteries are composed of the cardinal prefect or the presiding archbishop, a body of cardinals and of some bishops, assisted by a secretary, consultors, senior administrators, and a suitable number of officials. § 2. According to the specific nature of certain dicasteries, clerics and other faithful can be added to the body of cardinals and bishops. § 3. Strictly speaking, the members of a congregation are the cardinals and the bishops. 2 Art. 4. — The prefect or president acts as moderator of the dicastery, directs it and acts in its name. -

Statistical Analysis Marriage Nullity Cases in the United States of America from 2016-2018 Introduction Over three years have passed since the reform of the process for the declaration of the nullity of marriage legislated by the Motu proprio Mitis Iudex Dominus Iesus and Mitis et misericors Iesus has gone into effect. There are the two studies for the Ibero- American tribunals.1 In addition, the Canon Law Society of Great Britain and Ireland published in its 2019 Newsletter a statistical analysis for Tribunal activity in 2017.2 There is also the periodical Proceedings of the Canon Law Society of America, which began in 2017 to published the statistics for the briefer process.3 Scope and Method The present study seeks to analyze the statistics regarding the first instance activity of ecclesiastical Tribunals in the United States of America from 2016 through 2018. While some of above-mentioned studies relied heavily on reports of the Central Office of Statistics of the Church, the raw data for this study was gathered exclusively from the Annual Reports on the State and Activity of the Tribunal submitted to the Supreme Tribunal of the Apostolic Signatura. 4 Certainly this choice placed some limitations on the data intake; however, the report provides a unique data set including the number of appeals lodged by the defender of the bond.
