City Manager’s Update

The Friends of the Virginia Beach Mounted Police will host its annual Food and Toy Drive on Saturday, Dec. 19 from 5:30 to 8:30 p.m. at the Mounted Police barn, 2089 Indian River Rd. To address COVID-19 safety measures, a drive-thru holiday lights event is planned. Attendees are encouraged to bring nonperishable food and/or new toy donations. Along with giving back, this is a great chance to see the officers (equine and human) and even Santa, while supporting the Virginia Beach Police Department Mounted Patrol unit.

Each year since 2004, Virginia Beach EMS has teamed up with Santa Claus for a one-of-a-kind program that provides children with a direct line to the jolly man. Beginning at noon on Tuesday, Dec. 22, to noon on Dec. 25, Santa is connected with first responders from Virginia Beach, Norfolk, Chesapeake and Navy Regional Fire through the Santa on the Air program.

When children are present at a call and there is the opportunity, a provider at the scene secretly phones Santa and gives a quick briefing. The children are then gathered around the radio to hail Santa at “North Pole 1,” the established call sign that first responders use when contacting Santa over the radio. When the familiar “Ho! Ho! Ho!” comes back over the radio, the children (often the adults too) are delighted to talk with Santa, who offers words of encouragement in a jolly voice.

Have you ever wondered where the beautiful holiday wreaths that adorn various City buildings come from? Annually for more than 40 years, volunteers from the Virginia Beach Council of Garden Clubs create the holiday wreaths located at City buildings throughout the city. However due to the pandemic, this year’s wreaths were handcrafted by the talented staff from Parks & Recreation’s Parks & Landscape Services. Greens collected from City properties such as holly, juniper and magnolia, along with fruits and other greens, become the materials used to construct the wreaths. After a nationwide search, Annmarie Reiley-Kay has been selected as the next History Museums director, effective Jan. 4, 2021. Annmarie previously served as executive director at the Historic Latta Plantation in Huntersville, North Carolina from 2018 to 2020, and is currently the director of Museum Studies and an adjunct professor at Gardner-Webb University in Boiling Springs, North Carolina, a position she’s held since 2015. She has extensive experience managing museum collections, having worked as collections manager at Destination Cleveland County and the Earl Scruggs Center in Shelby, North Carolina, from 2009 to 2012, and as the curator of collections at the Earl Scruggs Center from 2012 to 2015.

Reiley-Kay received a bachelor’s degree in History from Southern Wesleyan University in Central, South Carolina, and a master’s degree in Museum Studies from Leicester University in the United Kingdom. She has also served as a board member of the North Carolina Museums Council and Beaufort History Museum, as well as an advisory board member for the South Carolina Humanities.

The Virginia Beach Department of Human Services, in partnership with the Foodbank of Southeastern Virginia and the Eastern Shore, will host a drive-thru food pantry for Virginia Beach residents at 10 a.m. on Tuesday, Dec. 22 at the Human Services Administration Building parking lot, 3432 Virginia Beach Blvd. The pantry will distribute fresh food on a first-come, first-served basis. The pantry will run until 2 p.m. or until supplies have been exhausted, whichever occurs first.

Volunteers will direct traffic to the loading stations. Participants are asked to remain in their vehicles at all times. A photo ID will be necessary to verify Virginia Beach residency. Staff and volunteers, wearing appropriate personal protective equipment, will load the groceries into the trunks or rear storage areas of participating vehicles. To limit handling of the food, pantry items will be prepacked into bags containing a mix of fresh and shelf-stable foods such as fruit and vegetables, bread, dairy products, frozen meats, canned goods and some staple items such as pasta, sugar and flour. No substitutions are allowed.

The Dec. 22 drive-thru food pantry is a direct result of the Virginia Beach Pandemic Relief Partnership, which City Council voted to provide an $8 million grant to launch on Oct. 20. Relief is available to Virginia Beach residents and small businesses impacted by COVID-19 at vbrelief.org.

The Virginia Department of Housing and Community Development has developed a new process for all tenants and homeowners in Virginia seeking rent and mortgage assistance through the state Rent and Mortgage Relief Program (RMRP):

Nonprofit partner ForKids was the initial recipient of state RMRP funds for Virginia Beach and Southeastern Virginia Homeless Coalition (Norfolk/Chesapeake/Western Tidewater Continuum of Care) when the program launched this summer. To-date, ForKids has distributed about $4 million in rent assistance to more than 1,000 households. The Housing Crisis Hotline, operated by ForKids, will continue to screen callers to determine the most appropriate resource for them and continue to track local resources, including city-specific COVID-19 assistance.

Residents have until today, Dec. 18, to provide input on the City’s commercial vehicle ordinance and whether changes should be made to allow larger commercial vehicles to be parked and stored in residential and apartment zones and if any restrictions should be considered. WalletHub recently named Virginia Beach the fifth most caring city in America in 2020 among the 100 largest U.S. cities based on the city’s care for the community and the vulnerable and caring in the workforce. For more than three , the City has partnered with the faith community and nonprofits to provide overnight shelter in a group setting for single homeless adults at faith organizations in Virginia Beach during the winter. The pandemic has made it unsafe to provide the traditional congregate sheltering this year. Instead, Virginia Beach Housing & Neighborhood Preservation will expand its non-congregate shelter program, in place since the start of the pandemic, from Dec. 16 through at least March 3, 2021.

To be eligible for the non-congregate shelter program, families and individuals must be: • Experiencing homelessness in Virginia Beach; • Receiving mainstream benefits (e.g. SNAP and TANF) in Virginia Beach; and • Connected to programs that provide homeless assistance services

Families and individuals in need of shelter during the winter should call the Regional Housing Crisis Hotline at (757) 227-5932, Monday through Friday, from 8 a.m. to 7 p.m.

The expanded shelter program is funded by the City through HUD CARES funds and operated by PiN Ministry. See attachments for more details on the non-congregate shelter plan.

Housing & Neighborhood Preservation can help eligible homeowners repair or replace defective HVAC equipment during the winter through its Owner-Occupied Rehabilitation Program. Through affordable loans and grants, the program assists low- and moderate-income homeowners with making repairs in order to remove health and safety hazards, exterior home repairs and correcting exterior code violations.

Other eligible emergency activities include replacing defective air conditioning equipment in the summer; correcting electrical, gas and plumbing hazards; correcting defective roof/ceiling assemblies in life-threatening situations; and making accessibility and usability modifications. The program is not intended for making routine maintenance repairs to systems or equipment. A Special Election will be held for Virginia House of Delegates 90th District on Tuesday, Jan. 5, 2021. The Constitution of Virginia requires that voters be registered to vote in the precinct in which they live in order to be qualified to vote. Only a very small portion of Virginia Beach voters registered in precinct 0061 Baker are eligible to vote in this election.

To be eligible to vote on Jan. 5, 2021, those not registered, or any registered voter who needs to make a change to their registration address or name, must submit a voter registration application no later than close of business on Tuesday, Dec. 29. Mailed voter registration applications must be post-marked on or before Dec. 29.

Virginia Beach Public Library’s Teen Advisory Group (TAG) members hosted their annual toy drive and received 300 toys to benefit 150 families through Virginia Beach’s Human Services Department. The teens decorated boxes and placed them at Central, Bayside, Great Neck, Oceanfront, Windsor Woods, Princess Anne, Kempsville and Joint-Use Libraries. Library customers and staff donated toys through the month of November, with one family donating more than $100 in toys at the Princess Anne Branch.

Virginia Beach 2020 Shelter Planning for Winter Months

Honoring Our Commitment & Adapting to the Current Environment For more than three decades, the city has partnered with the faith community and nonprofits to provide overnight shelter in a group setting for single homeless adults at faith organizations in Virginia Beach during the winter.

Due to the pandemic, the city has determined that it is unsafe to provide congregate shelter in partnership with the faith community this year.

The city remains committed to promoting the health and safety of people experiencing homelessness during the pandemic and the colder months, especially for those who are most vulnerable.

On or around February 1, 2021 the SD channels Big Ten Network 1 (Ch. 330), Big Ten Network 2 (Ch. 331) and Big Ten Network 3 (Ch. 333) will be removed from the Fios TV line-up; however, they will be available in High Definition beginning on or around January 1, 2021 on channels 830, 831, and 833.
