The Progress Association has been actively working towards improving the INVERLEIGH amenity of Inverleigh for over 40 years. Of course all such organisations need vol- PROGRESS unteers and the Association is no exception. Without them nothing happens. It’s market season again as you know, and markets in Inverleigh, Teesdale and Bannockburn give us all plenty of opportunity to prepare for the coming festive season. The 100th anniversay of signing the Armistice at the conclusion of World War 1 is significant to us all, for without it, where would we be. We live in a land of freedom, freedom of speech, freedom of education, freedom of religion and worship. The 11th hour of the 11th Day of the 11th Month is really special this year and I trust you all reflect on the sacrifice of so many so that we can enjoy the freedom we have today. Please pay a visit to the Inverleigh RSL Rooms to see the wonderful display of the hand make Poppies. Thanks to the locals who have organised this display and to those who made poppies. INVERLEIGH’S TOWN ENTRANCE PROJECT WORK HAS COMMENCED Work has commenced at the sites on the 23rd October af- ter a lot of planning! Local excavator Aaron Peel marvelled us with his mechanical dexterity, picking up massive boulders like they were sugar-cubes! Speed limits have temporarily changed on the Hamilton Highway; with the 80km zone reduced to 60km. Coun- cil worker Sharon McDonald attended the first day to approve the extensive foundations and reo framework. Then @19cubic metres was poured with precision and enthusiasm by local Ray Sarcevic from Go Hard Concreting. At each end of Inverleigh township; 2 stones each weighing 3-4 tonnes are now concreted; which are the ends of the 2.4m high x 1.2m deep walls. All involved are pleased with the progress. Stonemason David Long predicts the careful, precise stonework will be completed in 4 weeks or so – so please respect his workplace if you approach the site by adhering to OHS rules of “high vis” clothing. It’s exciting to share that two grant applications for $250,000 in State Government funding have been successful; for both the Inverleigh Netball Court Upgrade and the Bannockburn Recreation Precinct Second Soccer Pitch construction.

The grants were applied for as a part of our extensive advocacy and lobbying program, were part of the Victorian Government’s Female Friendly Facilities Fund 2018-19 and World Game Facilities Fund 2018-19 respectively. It is fantastic to see that government funding is backing up the positive global conversation about encouraging more people, particularly women, to participate in sport and recreation. Council is right behind the push for increased participation – it’s great to see that the State Government is too.

26 Leigh News INVERLEIGH’S TURN FOR SCHOOL HOLIDAY BOWLS SUCCESS The Inverleigh Bowls Club is another of many clubs to have implemented junior programs during the recent school holidays with roaring success. Club Vice-President Marj Peel and her team of volunteers were instrumental in organising and coor- dinating the program for the club situated just west of Geelong in Victoria, which saw 25 children attend on both days of the program, with ages ranging between 6 and 13 years old. Marj had been conducting a Jr. Jack Attack program at the local primary school for a number of years and it was this relationship which was pivotal in the club’s school holiday success. The majority of children had not played bowls before and they were able to participate in various fun activities to develop their skills and understanding of the game. By the second day, the kids were able to play several games of bowls with support from club members. There was definitely a lot of talent on show, smiles and enthusiasm, with the children demonstrating their new skills and the great progress they had made in their bowls. The kids all had a fantastic time and the club is hopeful that some of them will continue to attend the club and further develop their skills as well as bring along their family members to socialise and try out bowls within a supportive community. INVERLEIGH WIND FARM The Gnarwarre Community Association (GCA) held an information session regarding the proposed Inverleigh Wind Farm and associated solar farm on Sunday 21st October. Inverleigh, Winchelsea, and Barrabool Hills residents attended. Local MP’s Richard Riordan (Polwarth), Andrew Katos (South Barwon), Gordon Rich Phillips (Deputy Opposi- tion leader) and Heather Wellington (Surf Coast Shire Councillor) were also present. President of GCA Andrew Maschmedt said “The Gnarwarre Community Association is NOT against renewable energy developments, it is specifically opposed to the proposed Inverleigh Wind and Solar Farm, and seeks to represent the deep concern the Gnarwarre community has”. Background: On a very similar site, the ‘Winchelsea Wind Farm’ had been approved previously by the Surf Coast Shire in 2008. By 2013 construction had not commenced, and the permit expired. Current: A completely new project by another developer has been applied for on the same site at Mt Pollock, called the Inverleigh Wind Farm. The Planning Minister is currently reviewing this application; as well as a related solar farm on the same property at Mt Pollock. This is vastly different from the previous project. Unfortunately, there has been minimal consultation by the developer with the community. Only landholders within a 5 km radius of the site received formal notification. Concerned of a cumulative effect like Mortlake: Mortlake township is now surrounded by more than 5 develop- ments in varying stages; (from fully operational Salt Creek Wind Farm, to approved developments beginning construction soon, to various stages of permit application). These wind farms are in close proximity/surround of the township. On Sun- day, guest speaker Geraldine Conheady from Noorat earnestly urged locals to “become informed and get involved”. She stressed the “importance of the community acting now to avoid the risk of further inappropriate wind farm developments; that may snowball in your district”. Some of the issues of concern raised at Sunday’s info session were: • Loss of visual amenity • Turbine Size: (Nearly 3x as high as Kardinia Stadium’s @70m high light towers. • Lack of community consultation: (Have you been contacted?) • Using neighbouring landholders’ land as a buffer zone without consent. • Major impact on the Gnarwarre Airfield. • Noise amenity- this can be a major issue for residents close by. A Flinders University Study found turbine noise can be heard within 9 kms of turbines. • Mt Pollock wetlands –(? impact on Brolgas and other wildlife) • Lack of planning for wind energy in Victoria (ie who pays to dismantles turbine when they are decommissioned in 20-25years?) • No planning permision is required at all for transmission lines (eg 51km of 40m high poles from Salt Creek). • Health and wellbeing concerns. What’s next? Andrew Maschmedt said that “despite Sunday’s large turnout I am still concerned that Inverleigh is largely unaware of the potential irreversible impacts this may have on the Inverleigh community”. As a result of this, the Inverleigh Progress Association is hosting a Community Information Session from 7.30pm Thursday 15th November at the Inverleigh Town Hall. What can you do now?
