The origins of the Ukrainian Catholic Church lie in the time when much of present-day Ukraine formed part of the Polish-Lithuanian Commonwealth. It was then, in 1596, that for a variety of reasons, many of the Orthodox bishops of the region decided to accept communion with Rome.(1) After almost four hundred years the resulting Union of Brest remains a contentious subject.(2) The new "Uniate" Church formally recognized the Pope as Head of the Church, but maintained its traditional Byzantine or eastern rite, calendar, its right to ordain married men as priests, and its right to elect its own bishops.

On the occasion of the important assembly of the Ukrainian Greek Catholic Church which is taking place in Lviv from 30 June to 6 July, a year after my unforgettable Pastoral Visit to this country, I would like to address my cordial greeting to you, to my Brothers in the Episcopate and to all the participants. The theme chosen for your meeting is especially significant and of great importance: "Christ, Source of the Rebirth of the Ukrainian People". Dear Friends: s you know, both myself and Bishop Gregory were in Lebanon Afor approximately three weeks in June to attend the Annual Maronite Bishops’ Synod and various meetings. It was a great experience for both, receiving and sharing ideas with other Maronite Bishops from around the world. On my return, as the plane flew over American soil, I began to reflect on the various countries which we passed over. My heart went out to the people of Syria, Iraq and Jordan in the Middle East where there is persecution and heartache. I realized more and more, in that part of the world where Jesus began His teachings, the people endure much danger and are even losing the faith that has been instilled in them from Apostolic times. This is due to the environment in which they live. Except for Lebanon, there is no freedom, no liberty, no justice for all, as we enjoy in this great country. I begin to ask, do our people appreciate what we have in this great land? Yes, we are not perfect, but we must remind our immigrants and natural citizens alike, that despite our defects, where in the world would you find the freedom that we have in this United States of America? Let us thank God for his goodness to all of us for we are able to live in the land of the " FREE and the HOME of the BRAVE." During this time of the year as we celebrate the Fourth of July, let us thank God for all those who continue to work and sacrifice to make this the greatest country in the world.

The Orange revolution of 2004, a watershed event in the post-Soviet history of East European states, reversed the authoritarian trend in the country and proclaimed its course for democracy and integration with the European Union. However, reforms and electoral promises of the revolutionary leaders quickly turned into shambles, and instead another pro- Russian authoritarian leader consolidated power. As Ukrainian political elites vacillated between closer ties with the EU to its west and the Russian Federation to its east, the 2014 Revolution of Dignity rose again to defend the European future for Ukraine. In this work, I investigate the driving forces shaping foreign policymaking in Ukraine during these years. I posit that it was precisely because such policies were shaped in an uncertain post-revolutionary transitional political environment that we are able to see seemingly contradictory shifts in Ukraine’s relations with the EU and Russia.
