Navigating the Atlantic World: Piracy, Illicit Trade, and the Construction of Commercial Networks, 1650-1791 Dissertation Presented in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Graduate School of The Ohio State University by Jamie LeAnne Goodall, M.A. Graduate Program in History The Ohio State University 2016 Dissertation Committee: Margaret Newell, Advisor John Brooke David Staley Copyright by Jamie LeAnne Goodall 2016 Abstract This dissertation seeks to move pirates and their economic relationships from the social and legal margins of the Atlantic world to the center of it and integrate them into the broader history of early modern colonization and commerce. In doing so, I examine piracy and illicit activities such as smuggling and shipwrecking through a new lens. They act as a form of economic engagement that could not only be used by empires and colonies as tools of competitive international trade, but also as activities that served to fuel the developing Caribbean-Atlantic economy, in many ways allowing the plantation economy of several Caribbean-Atlantic islands to flourish. Ultimately, in places like Jamaica and Barbados, the success of the plantation economy would eventually displace the opportunistic market of piracy and related activities. Plantations rarely eradicated these economies of opportunity, though, as these islands still served as important commercial hubs: ports loaded, unloaded, and repaired ships, taverns attracted a variety of visitors, and shipwrecking became a regulated form of employment. In places like Tortuga and the Bahamas where agricultural production was not as successful, illicit activities managed to maintain a foothold much longer. -

Suppression of the Atlantic slave trade: Abolition from ship to shore Robert Burroughs This study provides fresh perspectives on criticalaspects of the British Royal Navy’s suppression of the Atlantic slave trade. It is divided into three sections. The first, Policies, presents a new interpretation of the political framework underwhich slave-trade suppression was executed. Section II, Practices, examines details of the work of the navy’s West African Squadronwhich have been passed over in earlier narrativeaccounts. Section III, Representations, provides the first sustained discussion of the squadron’s wider, cultural significance, and its role in the shaping of geographical knowledge of West Africa.One of our objectives in looking across these three areas—a view from shore to ship and back again--is to understand better how they overlap. Our authors study the interconnections between political and legal decision-making, practical implementation, and cultural production and reception in an anti-slavery pursuit undertaken far from the metropolitan centres in which it was first conceived.Such an approachpromises new insights into what the anti-slave-trade patrols meant to Britain and what the campaign of ‘liberation’ meant for those enslaved Africans andnavalpersonnel, including black sailors, whose lives were most closely entangled in it. The following chapters reassess the policies, practices, and representations of slave- trade suppression by building upon developments in research in political, legal and humanitarian history, naval, imperial and maritime history, medical history, race relations and migration, abolitionist literature and art, nineteenth-century geography, nautical literature and art, and representations of Africa. -

THE HOUSE ON BAYOU ROAD: ATLANTIC CREOLE NETWORKS IN THE EIGHTEENTH AND NINETEENTH CENTURIES1 [Forthcoming in Journal of American History 100:1 (June 2013) Do not quote without the author’s permission] In 1813, a free man of color living in New Orleans went to court to repossess a house on the edge of town he had sold two years before to a white man from Saint-Domingue. Despite being on opposite sides of a racial divide, both men and their families had much in common as “Atlantic creoles.” Let us consider the meaning of this expression. Ira Berlin’s work on “Atlantic creoles”2 is a powerful intervention because it begins by telling a familiar story and proceeds with a much less familiar one. The familiar story is that of Africans forcibly taken to America, stripped of their African identities, and developing a new creole or African-American culture that was the product of their experience as slaves working in the plantations. Important as this story is, it captures “only a portion of black life in colonial North America, and that imperfectly.”3 The story as usually told begins with an unadulterated “African” identity that was somehow erased or transformed by the experience of slavery and gave way to a creole identity that was a mix of various African, European, and Native American components. Slavery has become a controversial topic that historians and scholars throughout the world are reevaluating. In this modern period, which is finally beginning to honor the ideas and ideals of equality, slavery is the black mark of our past; and the task now lies History in the Making 79 before the world to derive a better understanding of slavery. In order to better understand slavery, it is crucial to have a more acute awareness of those that endured it. -

Barthé, Jr. (Doctorate of Philosophy in History) Becoming American in Creole New Orleans: Family, Community, Labor and Schooling, 1896-1949 Summary: The Louisiana Creole community in New Orleans went through profound changes in the first half of the 20th-century. This work examines Creole ethnic identity, focusing particularly on the transition from Creole to American. In "becoming American," Creoles adapted to a binary, racialized caste system prevalent in the Jim Crow American South (and transformed from a primarily Francophone/Creolophone community (where a tripartite although permissive caste system long existed) to a primarily Anglophone community (marked by stricter black-white binaries). These adaptations and transformations were facilitated through Creole participation in fraternal societies, the organized labor movement and public and parochial schools that provided English-only instruction. -

Oliver Schak is the senior policy and research associate for higher education at The Education Trust Understanding the economic and social benefits of more college-educated residents, over 40 states during the past decade have set goals to increase their state’s share of adults with college credentials and degrees. In many of these states, achieving these “degree attainment” goals will be directly related to their state’s ability to increase the shares of Black and Latino adults in those states that have college credentials and degrees, particularly as population growth among communities of color continues to outpace the White population and older White workers retire and leave the workforce.1 From 2000 to 2016, for example, the number of Latino adults increased 72 percent and the number of Black adults increased 25 percent, while the number of White adults remained essentially flat. Nationally, there are significant differences in degree attainment among Black, Latino, and White adults, but degree attainment for these groups and the attainment gaps between them vary across states. In this brief, we explore the national trends and state-by-state differences in degree attainment for Black adults, ages 25 to 64 in 41 states.2 We examine degree attainment for Latino adults in a companion brief. 12 English dialect input to the Caribbean 1 Introduction There is no doubt that in the settlement of the Caribbean area by English speakers and in the rise of varieties of English there, the question of regional British input is of central importance (Rickford 1986; Harris 1986). But equally the two other sources of specific features in anglophone varieties there, early creolisation and independent developments, have been given continued attention by scholars. Opinions are still divided on the relative weight to be accorded to these sources. The purpose of the present chapter is not to offer a description of forms of English in the Caribbean – as this would lie outside the competence of the present author, see Holm (1994) for a resum´ e–b´ ut rather to present the arguments for regional British English input as the historical source of salient features of Caribbean formsofEnglish and consider these arguments in the light of recent research into both English in this region and historical varieties in the British Isles. This is done while explicitly acknowledging the role of West African input to forms of English in this region. This case has been argued eloquently and well, since at least Alleyne (1980) whose views are shared by many creolists, e.g. John Rickford. But the aim of the present volume, and specifically of the present chapter, is to consider overseas varieties of English in the light of possible continuity of input formsofEnglish from the British Isles. This concern does not seek to downplay West African input and general processes of creolisation, which of course need to be specified in detail,1 butrather tries to put the case for English input and so complement other views already available in the field. -

Virginia (http://partners.nytimes.com/library/national/race/061367race-ra.html) , which struck down all anti- miscegenation laws remaining in 16 states. Interracial marriages have increased steadily since then. In 2013, a record-high 12% of newlyweds married someone of a different race, according to a Pew Research Center analysis (http://www.pewsocialtrends.org/2015/06/11/chapter-5-race-and-social-connections-friends- family-and-neighborhoods/#race-marriage-and-intermarriage) of census data. (This share does not take into account the “interethnic” marriages between Hispanics and non-Hispanics, which we covered in an earlier report on intermarriage (http://www.pewsocialtrends.org/2012/02/16/the-rise-of-intermarriage/) .) The Long-Term Effects of Africa's Slave Trades
THE LONG-TERM EFFECTS OF AFRICA’S SLAVE TRADES* NATHAN NUNN Can part of Africa’s current underdevelopment be explained by its slave trades? To explore this question, I use data from shipping records and histori- cal documents reporting slave ethnicities to construct estimates of the number of slaves exported from each country during Africa’s slave trades. I find a robust negative relationship between the number of slaves exported from a country and current economic performance. To better understand if the relationship is causal, I examine the historical evidence on selection into the slave trades and use in- strumental variables. Together the evidence suggests that the slave trades had an adverse effect on economic development. I. INTRODUCTION Africa’s economic performance in the second half of the twen- tieth century has been poor. One, often informal, explanation for Africa’s underdevelopment is its history of extraction, character- ized by two events: the slave trades and colonialism. Bairoch (1993, p. 8) writes that “there is no doubt that a large number of negative structural features of the process of economic under- development have historical roots going back to European col- onization.” Manning (1990, p. 124) echoes Bairoch but focuses on the slave trades, writing, “Slavery was corruption: it involved theft, bribery, and exercise of brute force as well as ruses. Slavery thus may be seen as one source of precolonial origins for modern corruption.” Recent empirical studies suggest that Africa’s history can explain part of its current underdevelopment.
