Members are elected by their peers for out- standing contributions to research. Dr. Marcia McNutt is president. The National Academy of Engineering was estaBlished in 1964 under the charter of the National Academy of Sciences to bring the practices of engineering to advising the nation. Extending Science: NASA's Space Science Mission Extensions and the Senior Review Process Preface In fall 2014, NASA Associate Administrator for the Science Mission Directorate John Grunsfeld discussed with members of the Space Studies Board the possibility of a study of the value of NASA’s extended science mis- sions and how the agency evaluates mission extension proposals, known as Senior Reviews. NASA’s Astrophysics Division has conducted Senior Reviews on a regular basis since the early 1990s; the agency’s other divisions started following similar procedures afterwards, and they were formally required by the NASA Authorization Act of 2005, which states: The Administrator shall carry out biennial reviews within each of the Science divisions to assess the cost and ben- efits of extending the date of the termination of data collection for those missions that have exceeded their planned mission lifetime. Although that Act (which was reaffirmed in 2010) requires biennial reviews, it does not define how NASA should conduct them, leaving the details to NASA, which has codified its requirements in internal management and other policy documents. In summer 2015 NASA formally requested that the National Academies of Sciences, Engineering, and Medicine conduct a study on this subject. The Academies established a committee in fall 2015. The committee held an organizing teleconference in December, and its first in-person meeting was held at the National Acad- emies’ Keck Center in Washington, D.C., on February 1-2, 2016. The committee heard from the NASA Associate Administrator for Space Science as well as each of the division directors and other speakers. The committee’s second meeting was held at the Beckman Center in Irvine, California, on March 2-4. At this meeting the commit- tee heard from the former chairs of several Senior Review panels, as well as persons in charge of large and small missions currently in their extended phase. The committee’s third meeting was held at the National Academy of Sciences Building in Washington, D.C., on April 18-20 and was primarily devoted to writing this report, which was delivered to NASA in late August. vii Copyright National Academy of Sciences. The descent probe is a carry-on small spacecraft (< 100 kg), to be deployed by the mother spacecraft, that brings itself onto a collisional trajectory with the targeted planetary body in a simple manner. A possible science payload includes instruments for surface imaging, characterisation of the neutral exosphere, and magnetic field and plasma measurement near the target body down to very low-altitudes (~1 km), during the probe’s fast (~km/s) descent to the surface until impact. The science goals and the concept of operation are discussed with particular reference to Europa, including options for flying through water plumes and after-impact retrieval of very-low altitude science data.

In our response we provide information to support three main themes: 1. There is strong science need for high temporal resolution of moderate spatial resolution satellite earth observation that can be achieved with cost effective, innovative new approaches. 2. Operational programs need to be designed to obtain sustained climate data records. Continuity of Earth observations can be achieved through more efficient and economical means. 3. We need programs to address the integration of remotely sensed data with in situ data. GST has carefully considered these important national Earth observation issues over the past few years and has submitted the following RFI responses: The USGS RFI on Landsat Data Continuity Concepts (April 2012), NASA’s Sustainable Land Imaging Architecture RFI (September 2013), and This USGEO RFI (November 2013) relative to OSTP’s efforts to develop a national plan for civil Earth observations. In addition to the above RFI responses, GST led the development of a mature, fully compliant flight mission concept in response to NASA’s Earth Venture-2 RFP in September 2011. It contains paper model parts on several pages of annotated graphics. o Print the Parts file with a black & white printer; a laser printer gives best results. If you can't print onto card stock, regular paper will do, but assembly will be more difficult, and the model will be much more fragile. In any case, the card stock or paper should be white. Initial support was implemented for the Galileo NIMS instrument. Constantly evolving, ISIS has since added support for numerous missions, including most recently the Lunar Reconnaissance Orbiter, MESSENGER, and Dawn missions, plus support for the Metric Cameras flown onboard Apollo 15, 16, and 17. To address the challenges posed by extraterrestrial photogrammetry, the ISIS3 bundle adjustment module, jigsaw, is evolving as well. Here, we report on the current state of jigsaw including improvements such as the implementation of sparse matrix methods, parameter weighting, error propagation, and automated robust outlier detection. Details from the recent processing of Apollo Metric Camera images and from recent missions such as LRO and MESSENGER are given. Finally, we outline future plans for jigsaw, including the implementation of sequential estimation; free network adjustment; augmentation of the functional model of the bundle adjustment to solve for camera interior orientation parameters and target body parameters of shape, spin axis position, and spin rate; the modeling of jitter in line scan sensors; and the combined adjustment of images from a variety of platforms.
