Migration, Equality & Racism Migration, Equality and Racism trigger ever more salient societal debates. More than 80 VUB academics and co-authors joined forces for this book. Philosophers, lawyers, psychologists, health scientists, MIGRATION, sociologists, geographers, criminologists, communication and political scientists … look at migration, equality and racism from different disciplinary angles. EQUALITY Together they aim to contribute to an exercise of humanism as a & RACISM praxis of criticism or a ‘technique of trouble-making’, in the words of Edward Said. Through 44 thought-provoking and informed opinion pieces, they question widespread beliefs on migration, equality and 44 OPINIons racism and propose solutions that might disturb. Let this book be a source of inspiration for those who want to spark an informed debate on the ever more salient issues of migration, equality and racism, for those who want to learn more on how and why humanism has often remained an empty box for migrants and racialized groups. Or for those who are in search of inspiration for a just future for all.     MARIKA CEUNEN (Koersel, 1965), licentiate Geschiedenis en Archivistiek K.U.Leuven, is sedert 1996 archivaris bij het stadsarchief van Leuven en sedert 2003 ook diensthoofd. Zij publiceerde reeds over diverse onderwerpen met betrekking tot de geschiedenis van Leuven. Cahier 4 PIET VELDEMAN (Lokeren, 1971), licentiaat geschiedenis UGent met een aanvullende opleiding Archivistiek en Hedendaags Documentbeheer, is sinds 1999 archivaris bij het stadsarchief van Leuven. Hij werkt momenteel aan een doctoraal proefschrift over de geschiedenis van de burgerwacht in België (1831-1914). Groei van de politieke democratie Periode van het algemeen meervoudig stemrecht (1893-1919) door PROF. DR. THEO LUYKX De eerste grondwetsherziening van 1893, uitgevoerd tijdens de katholieke regering van August Beernaert, luidde een nieuwe perio- de in van onze politieke geschiedenis. België kende ingevolge deze grondwetsherziening nog wel geen gelijk kiesrecht, vermits elke stemgerechtigde over één tot drie stemmen kon beschikken, doch E de tijd waarin alleen de rijke cijnskiezers het wettelijke land uit­ maakten behoorde nu voorgoed tot het verleden. Tijdens heel de hier behandelde periode heeft de katholieke partij de volstrekte meerderheid in beide Kamers gehad, doch deze meerderheid was minder groot na 1899, toen bij de verdeling van de toe te kennen zetels het stelsel van de evenredige vertegenwoordi­ ging werd toegepast, waar voordien de zetelverdeling op basis van het principe der volstrekte meerderheid geschiedde. De katholieke partij, die onafgebroken regeringsverantwoorde­ lijkheid heeft gedragen, mag echter niet worden voorgesteld als een homogene groep. In haar schoot heerste een felle strijd tussen de conservatieven en de christen-democraten. Deze tegenstelling had tot goed gevolg dat de regerende katholieke partij met een sterke­ re parlementaire controle had af te rekenen dan in feite door de numeriek zwakke oppositiepartijen kon geleverd worden. De partij vertegenwoordigde inderdaad niet alleen de bezittende burgerklasse, maar ook arbeidersbelangen, die door haar christelijk-sociale vleugel werden verdedigd.

    81 Corporatief verzet tegen het invoeren van de evenredige vertegenwoordiging in België door Frans VERRIEST, Doctor in Sociale W etenschappen. * Het corporatief verzet tegen het invoeren van de evenredige vertegen­ woordiging in België kan eigenlijk herleid worden tot het verzet van Joris Helleputte hiertegen. Voor deze zienswijze kunnen een aantal redenen worden aangehaald. In de « Belgische Volksbond » was Helleputte de enige belangrijke per­ soonlijkheid die zich tegen de evenredige vertegenwoordiging verzette en die in dit verzet zo ver ging dat hij mede hierom ontslag nam uit de functie die hij er bekleedde, nl. deze van voorzitter. Tijdens de desbetreffende debatten in de Kamer was Helleputte de enige die uit corporatieve overwegingen systematisch de evenredige ver­ tegenwoordiging bekampte. Helleputte was ook de enige die uit corporatieve overwegingen een wets­ voorstel ( 4 juli 1899) indiende tot invoering van het uninominaal stelsel. Dit indienen gebeurde samen met Woeste, bij wie geen corporatief opzet voorzat maar alleen de bekommernis om het parlementair overwicht van de katholieke partij te handhaven. Bij zijn ijveren voor het uninominaal stelsel kreeg Helleputte de steun van Charles Périn, stichter van de ultramontaanse vereniging « Confrérie de Saint-Michel». De « Confrérie » was de verzamelplaats van de katho­ lieke corporatief-gerichten. Op zijn schoonbroer Franz Schollaert, ondervoorzitter van de « Boeren­ bond» en rechter van de« Gilde van Ambachten en Neringen » van Leuven, met wie Helleputte halfweg 1894 het dagblad « L'Union » stichtte om de evenredige vertegenwoordiging te bestrijden, kon hij vanaf 25 mei 1895 niet meer rekenen. Schollaert werd toen minister van Binnenlandse Zaken. De corporatist Schollaert zou zelfs zijn handtekening plaatsen onder het 82 RES PUBLICA regeringsontwerp van 19 april 1899 tot invoering van de evenredige vertegenwoordiging in grote kiesarrondissementen.

Using CAD re-drawings, a systematic comparison of residential schemes identifies the evo- lutionary mechanism that connects manifold changes in the city and domestic spaces. This analysis defines a genealogical framework to observe how specific residential archetypes have shaped Brus- sels’ sociocultural identity and distinguishes contemporary housing initiatives dealing with current and future challenges. While during the 19th century, interwar, and postwar periods, spatial features evolved from individual, single-family houses to residential schemes bearing collective, egalitarian dwellings, contemporary initiatives are relevant for their experimental solutions, translating into housing design new collective ways of living. This trajectory demonstrates that collective housing provides new insights for designing future types of urban housing. Hoewel er geen Europese grondwet bestaat waarin Brussel wordt benoemd tot hoofdstad van Europa, is Brussel sedert de Verdragen van Rome (1957) deze rol wel gaan vervullen. Brussel is vandaag het belangrijkste Europese beslissingscentrum. Zijn internationale positie wordt nog versterkt door de aanwezigheid van tal van Europese en internationale organisaties en instanties, die als satellieten rond dit Europese machtscentrum draaien. Denk maar aan de bijna 300 vertegenwoordigingen van de Europese regio’s of aan de duizenden lobbyisten en de talrijke buitenlandse en internationale fi rma’s. In het netwerk van politieke wereldsteden behoort Brussel, samen met Washington en Genève, tot de top 3. Die positie is het resultaat van een langdurig proces van internationale politieke centrumvorming en metropolisering. De inspanningen om Brussel als internationaal centrum op de kaart te zetten, gaan echter veel verder in de tijd terug dan het Europese integratieproces na 1945.

Omgekeerd kan men zich zonder moeite een kostbaar archief voorstellen, dat meer het werk is geweest van een verdienstelijk verzamelaar dan het gevolg van een betekenisvol politiek en sociaal engagement. In het geval van Frans Van Cauwelaert evenwel hebben we te maken met een archief, dat in kwalitatief en kwantitatief opzicht merkwaardig mag worden genoemd. De kwaliteit komt van het niveau waarop zich, gedurende meer dan een halve eeuw, zijn ‘openbaar leven’ heeft afgespeeld. Waar men ook uit zijn nalatenschap een document ophaalt, telkens wordt het een verwijzing naar zijn belangrijke en veelzijdige loopbaan. Wie enigszins vertrouwd is met de Belgische politiek en de Vlaamse Beweging van de twintigste eeuw, weet dat Van Cauwelaerts naam er niet meer kan worden uit weggedacht, daar hij beide sterk heeft beïnvloed en mede bepaald.
