REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES-FIRMS)

ROAD SECTOR SUPPORT PROJECT 4 (RSSP 4)

PROJECT NO. P-UG-DBO-021 LOAN NO. 2100150028796

1. The Government of Uganda has received a loan from African Development Fund (ADF) towards the cost of the Road Sector Support Project 4 (RSSP 4), and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Service for establishment of One- Stop-Border-Post (OSBP) at Lamia, and Bunagana Border Crossings.

2. The Services included under this project are:

(a) Study the establishment of three (3) One Stop Border Posts at Bunagana, Kyanika and Lamia as part of Governments Strategy for Economic development through enhancement of Regional Integration; (b) Prepare Architectural and Engineering Designs for the proposed One Stop Border facilities basing on Internationally recognised One Stop Border Requirements; (c) Prepare pre-qualification and bidding documents suitable for International Competitive Bidding.

The Lamia Border Crossing is located in the Western part of Uganda and connects to the Eastern part of the Democratic Republic of Congo via the newly constructed Fort Portal--Lamia Road.

The Kyanika Border Crossing is located in the Southern part of Uganda and connects to the Northern part of via the newly constructed -Kisoro-Kyanika Road.

The Bunagana Border Crossing is located in the South-Western part of Uganda and connects to the Eastern part of the Democratic Republic of Congo via the newly constructed Kabale-Kisoro-Bunagana Road.

The Services which are to be undertaken under one Contract is to be executed over a period of twelve (12) months.

3. The Uganda National Roads Authority (UNRA) now invites Consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).Consultants may constitute Joint Venture to enhance their chances of qualification.

4. Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with the Bank’s Rules and Procedures for the Use of Consultants dated May 2008, Revised July 2012, which is available on the Banks website at http://www.afdb.org.

5. Interested Consultants may obtain further information at the address below during office hours between 0900 hours and 1700 hours on working days.

6. Expression of interest must be delivered to the address below by 14th December, 2017 by 1600 hours and mention ‘‘Consulting Services for Establishment of One Stop Border Posts at Lamia, Kyanika and Bunagana Border Crossings’’:
