Joy is linked to the approaching end of a chapter in my life that already heralds the beginning of a new one. Uncertainty is not so much linked to identifying the people who have contributed more than others to this work. Rather, it is difficult to identify the exact moment in time from which to start to recognize the role that many people have played in making this moment possible. If I am here now writing these lines of gratitude it is only for the outcome of a long series, begun well before this educational and professional stage, of encounters and confrontations with people who have inspired me, I admired, have changed me. In some cases they are part of the passers-by that everyone has in his or her life, in others they are still irreplaceable travel companions. I will resolve this dilemma, which is relevant to me, by limiting my thanks to the people who have accompanied me in recent years. This research would not have been possible without the availability and the time generously made available by the people who agreed to share with me during fieldwork their knowledge and their professional or political experience. While I appreciate unconditionally every single contribution made by every single person, it is a pleasure for me to remember some of them. Emilio Ficarra of the Milan Chamber of Commerce was of an unexpected willingness to provide me with historical data on the evolution of food trade in Milan. Basilio Rizzo welcomed me in his office with naturalness allowing me to access his personal archive full of documents that have proved to be very important for the research work. Eugenio Casucci accompanied with a strong sympathy important clarifications on the history of the general markets of Milan. In the case of Paris, I would like to thank Vincent Isnard warmly for the passion with which he answered my questions and for the time he dedicated to me. Alberta Andreotti was fundamental in giving me the right motivation and support in the most challenging moments of research and writing. Without her pedagogical ability and sensitivity perhaps I would not have reached the end. Patrick Le Galès has been a precious source of intellectual stimuli and has been able to encourage me to overcome moments of impasse. No less important is his pedagogical and emotional intelligence in accompanying me in these years. The evenings, the conversations, the work, the time together were precious. Linus, thank you. I really found a friend. Doing my doctorate for me meant leaving my hometown of Milan for a long time. Melancholy and nostalgia are feelings that have often accompanied me. So thanks to the friends of a lifetime who have been able to welcome and embrace me so intimately every time I return.     INTERNATIONAL COMMITTEE OF THE RED CROSS ICRC President in Italy... The President of the ICRC, Mr. Alexandre Hay, was in Italy from 15 to 20 June for an official visit. He was accompanied by Mr. Sergio Nessi, head of the Financing Division, and Mr. Melchior Borsinger, delegate-general for Europe and North America. The purpose of the visit was to contact the Italian authorities, to give them a detailed account of the ICRC role and function and to obtain greater moral and material support from them. The first day of the visit was mainly devoted to discussions with the leaders of the National Red Cross Society and a tour of the Society's principal installations. On the same day Mr. Hay was received by the President of the Republic, Mr. Sandro Pertini. Other discussions with government officials enabled the ICRC delegation to explain all aspects of current ICRC activities throughout the world. Mr. Hay's interlocutors were Mr. Filippo Maria Pandolfi, Minister of Finance; Mr. Aldo Aniasi, Minister of Health; Mrs. Nilde Iotti, Chairman of the Chamber of Deputies; Mr. Amintore Fanfani, President of the Senate; Mr. Paulo Emilio Taviani, Chairman of the Chamber of Deputies' Foreign Affairs Commission and Mr. Giulio Andreotti, Chairman of the Senate Foreign Affairs Commission. Discussions were held also with the leaders of the Italian main political parties. On 20 June President Hay, Mr. Nessi and Mr. Borsinger were received in audience by H.H. Pope John-Paul II, after conferring with H.E. Cardinal Casaroli, the Vatican Secretary of State, and H.E. Cardinal Gantin, Chairman of the "Cor Unum" Pontifical Council and of the pontifical Justice and Peace Commission.

    European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

Otras conversaciones, mantenidas a nivel gubernamental, permitieron a la delegaci6n presidencial exponer en detalle las actividades desplegadas actualmente por el CICR en el mundo. Die man heet Giulio Andreotti. Hij is wakker omdat hij moet werken, boeken schrijven, een mondain leven leiden en, in laatste instantie, moet bidden. Andreotti, kalm, achterbaks, ondoorgrondelijk, is al vier decennia aan de macht in Italië. Hij komt overal zonder kleerscheuren vanaf: verkiezingsuitslagen, terroristische aanslagen, beledigingen en beschuldigingen. Hij blijft er ongevoelig voor en verandert er niet onder. Totdat de grootste tegenstander van het land, de maffia, besluit om hem de oorlog te verklaren. Dan verandert alles. Misschien zelfs voor de roestvaste, ondoorgrondelijke Andreotti. Maar de vraag is of alles wel werkelijk verandert, of is het maar schijn?
