• Overall Objective: Contribute to the National Transport Strategy 2030, the National Road Safety Strategy (NRSS), and the Road Safety Program (RSP), promoted by the Government of Ukraine.

• Specific Objectives: (a) to support effective implementation of the URSP; and (b) to strengthen the capacity of relevant professionals to develop and implement appropriate road safety infrastructure schemes on urban roads in five cities in Ukraine.

Component 1: Support to the implementation of the URSP on promoter level

• Activities: Provide technical inputs to the development of the project implementation procedures and practical assistance in their application.

• Expected result: (a)Enable PMSU to check, review and process requests for funding from each participating city’s PIU (b)Enable the PMSU to monitor the implementation of funded schemes

• Activities: Support each city’s PIU in scheme preparation and procurement of design, packaging of schemes, procurement of works, technical supervision of consultants, and scheme implementation.

• Expected result: (a)Enable all five PIUs to prepare, package and submit schemes for funding (b)Enable the PIUs to effectively implement and monitor activities at the scheme level (c)Enable PIUs to prepare City Road Safety Action Plans.

Component 3: Comprehensive design Guidelines for urban roads and streets based on best international practice • Activities: (a)Jointly with the AUC, draft Design Guidelines for Urban Streets and Roads (b)Facilitate consultation on the guidelines and assist with incorporation into the legal framework

• Expected result: Comprehensive design manual, developed to improve road safety and to encourage walking and cycling in the project cities.

Component 4: Accident data and data analyses

• Activities: Develop a system that enables access to CADaS compliant accident data for analysis identification of areas of high interest in each city.

• Expected result: An accident data system outside of Ministry of Interior. This data will be accessible to the project city authorities, which will allow them to conduct crash data analysis.

Component 5: Extensive programme of training and workshops for key groups

• Activities: (a)Conduct a training needs analysis of stakeholders (b)Develop and deliver a training programme that addresses the identified needs

• Expected result: In the five cities, Politicians, City and Police officials and relevant specialists/ engineers in design institutes and the Ukrderzhbudexpertiza are trained to a level that enables them to perform their relevant road safety analysis activities.

Nota Bene: • The project has an advisory role to the implementation of the Ukraine Urban Road Safety Project and is responsible for ensuring that the procedures and guidelines are observed, • For successful implementation of the project, it is essential to have the full support and dedication of the Government institutions and city administrations. • The Ministry of Infrastructure PMSU and City PIUs must be adequately staffed to provide counterparts for our project. This will help us ensure the transfer of knowledge which will facilitate sustainability of the outcomes.

• Mission to all city administrations to present the project, obtain your views, expectations and concerns that may have an effect on the project implementation, this will be done by means of a Kick-off Workshop for each city to familiarise relevant staff with the project if possible starting 23 September. • Visits to other stakeholders to introduce the project and obtain support • Establishment of the Steering Committee for the project • Preparation of Inception Report
