Keller, Professor Dissertation Chair Michael Brenner, Professor Dissertation Co-Chair i ABSTRACT This study investigates the underlying reasons for Turkish-Iranian security rapprochement during the Erdogan Administration, and attempts to discover whether the ongoing rapprochement indicates Turkey’s realignment in the international system. It employs a rigorous qualitative analysis to explore the perceptions of the key decision makers throughout the intergovernmental partnership process with Iran on three major security policies: counterterrorism, nuclear proliferation and energy security. It counterposes the threat perceptions and major arguments of the pro-status quo and revisionist elites. The data has been collected through extensive elite/expert interviews and content analysis of the Turkish and international media. Findings of this research indicate that the Turkish and Iranian governments cooperate in counterterrorism policy because both are mainly concerned with the spillover effect of micronationalist independence movements in the post Iraq War security landscape. The Erdogan Administration supports the Iranian nuclear initiative mainly because the key political actors believe that Iran is not developing nuclear weapons and Iranian nuclear program poses no significant threat to Turkey’s national security. In addition the Erdogan Administration forged an energy partnership with Iran not only to meet increasing domestic energy demands but also to promote Turkey’s strategic interests through development of trans-regional pipeline networks. The investigations revealed that Turkey’s growing security partnership with Iran does not indicate realignment from the West to the Muslim world. Turkey’s rapprochement with Iran is driven by practical and rational calculations rather than Islamic identity or aspirations. Even though many key actors in the Justice and Development Party government comes from religious ii social networks, their statements indicate that the Erdogan Administration does not seek to align itself with the Muslim World at the expense of the existing pro-Western orientation. Instead, Turkey’s rapprochement with Iran is an integral part of the Strategic Depth doctrine of Foreign Minister Davutoglu to expand Turkey’s interrelations with the East in line with national interests. In so doing, the Erdogan Administration not only addresses the practical security interests but it also attempts to regain the strategic superiority in the Near East. iii ACKNOWLEDGEMENTS This dissertation is never a unilateral product of the author, but it received intellectual, emotional and financial support of many people. After the stormy events of the early 1990s, the gradual process of consolidating society around a strengthened democratic gov- ernment took hold as people began to recognize this as a requirement if the ongoing political and socioeconomic transformation of the country was to be successful. The for- mation of a new Duma after the December 1999 parliamen- tary elections, and Vladimir Putin’s election as president of Russia in 2000, laid the groundwork for an extended period of political stability, which has allowed us to undertake the devel- opment of a long-term strategic development plan for the nation. Russia’s foreign policy course is an integral part of this strategic plan. President Putin himself has emphasized that “foreign policy is both an indicator and a determining factor for the condition of internal state affairs. Here we should have no illusions. Its central figure is the theologian and print entrepreneur Mehmed Džemaludin Čaušević (1870-1938), who returned to his Austro-Hungarian-occupied home province from extended studies in the Ottoman lands at the start of this period with an ambitious agenda of communal reform. Čaušević’s project centered on tying his native land and its Muslim inhabitants to the wider “Islamic World”—a novel geo-cultural construct he portrayed as a viable model for communal modernization. Over the subsequent decade, he and his followers founded a printing press, standardized the writing of Bosnian in a modified Arabic script, organized the country’s Ulema, and linked these initiatives together in a string of successful Arabic-script, Ulema-led, and theologically modernist print publications. By 1914, Čaušević’s supporters even brought him to a position of institutional power as Bosnia-Herzegovina’s Reis-ul-Ulema (A: raʾīs al-ʿulamāʾ), the country’s highest Islamic religious authority and a figure of regional influence between two empires.

Foreign Policy Analysis is a well-defined subfield within the International Relations field, with its own sections in the International Studies Association and American Political Science Association (Foreign Policy Analysis and Foreign Policy, respectively). Our orientation in this course is more theoretical and process-oriented than substantive or interpretive. We focus on policy inputs and the decision-making process rather than on policy outputs. An important assumption underlying this course is that the processes through which foreign policy is made have a considerable impact on the substantive content of policy. We follow a loose a levels-of-analysis framework to organize our survey of the theoretical literature on foreign policy. We examine rational state actor, bureaucratic/ organizational, institutional, societal, and psychological models. We look at the government decision-makers, organizations, political parties, private interests, social groups, and mass publics that have an impact on foreign policy. We analyze the various constraints within which each of these sets of actors must operate, the nature of their interactions with each other and with the society as a whole, and the processes and mechanisms through which they resolve their differences and formulate policy. Although most (but not all) of our reading is written by Americans and although much of it deals primarily with American foreign policy, most of these conceptual frameworks are much more general and not restricted to the United States.

This, at least, has been the assessment of several commentators and policy- makers in recent years.1 Michèle Flournoy and Shawn Brimley observed in 2006, “For a country that continues to enjoy an unrivaled global position, it is both remarkable and disturbing that the United States has no truly effective strategic planning process for national security.”2 At an academic conference in 2007, a former director of the State Department’s policy planning staff complained that, “six years after 9/11, we still don’t have a grand strategy.” Aaron Friedberg, who was director of policy planning for Vice President Richard Cheney, writes in this volume, “The U.S. government has lost the capacity to conduct serious, sustained national strategic planning.” Admiral William Fallon, the CENTCOM commander until the spring of 2008, told the New York Times that the United States would need to focus more on policy planning: “We need to have a well-thought-out game plan for engagement in the world that we adjust regularly and that has some system of checks and bal- ances built into it.”3 In this volume, Council on Foreign Relations president Richard Haass argues that the United States has “squandered” its post–cold war opportunity, concluding, “Historians will not judge the United States well for how it has used these twenty years.” These sorts of laments have become common in the past decade, in no small part because of the foreign policy planning of the administrations of Bill 3 01-0306-8 ch1.qxd 3/26/09 2:44 PM Page 4 4 The Challenging Future of Strategic Planning Clinton and George W.
