Vladimir’s vita was part of the invitation and you also saw it and I saw some of you picked it up at the registration. So I will not go through it. He’s very well known. Let me mention only that he’s deputy leader of the Party of Russian Freedom, better known by the Russian acronym of PARNAS. He’s the resident coordinator of Mikhail Khodorkovsky’s Open Russia. He’s a resident because Vladimir actually moved. He lives in Russia now, or rather he’s recuperating and then he will move there, and we’ll get to that in a moment. He’s also a Cambridge trained historian and author of several monographs, one of which I hope to be able to discuss here. And he is, of course, a prolific and most enjoyable and insightful commentator on Russian domestic and foreign policies with publications in all leading Western and Russian media. Trump’s victory was predictable [1], and was predicted [2], but not by looking at polls. Polling has taken a beating recently having failed to predict the victory of David Cameron’s Conservative Party in the British general elections [3], then Brexit [4], and now the election of Donald Trump [5]. One can argue about what’s wrong with the methods involved, but more fundamentally what polls do is to treat these phenomena as isolated events when they are in fact the product of a common set of causes 30 years in the making. There are two issues at play here. The first is known as Galton’s problem, after Sir Francis Galton, the inventor of much of modern statistics. Galton’s problem is that when we treat cases as independent—the British election, Brexit, the U.S. election—they may not actually be independent. There may be links between the cases—think of Brexit’s Nigel Farage showing up at Trump's rallies [6]—and there could be subtler contagion [7] or mimicry [8] effects in play as information from one case “infects” the other, changing the dynamics of the system as a whole. Could there then be a higher set of drivers in the global economy [9] pushing the world in a direction where Trump is really just one part of a more global pattern of events? Consider that there are many Trumpets blowing around the developed world, on both the right and the left. -

Received: 09.11.2019 Revised: 05.12.2019 Accepted: 04.01.2020 Abstract: Foreign policy of a country is formulated to safeguard and promote its national interests in the conduct of relations with other countries, bilaterally and multilaterally. It is a direct reflection of a country’s traditional values and overall national policies, her aspirations and self-perception. Thus, Foreign Policies are the strategies, methods, guidelines, agreements that usually national governments use to perform their actions in the international arena. In contemporary times, every state establishes diplomatic, economic, trade, educational, cultural and political relations with other nations and that compels to maintain its relation with each other as well as with international organizations and non-governmental actors in the international relations. Thus, International Relations attempts to explain the behaviours that occur across the boundaries of states and institutions such as private, state, governmental, non-governmental and inter- governmental oversee those interactions. However, this paper try to articulate the theoretical importance of foreign policy in international relations and how it helps in maintaining relations among the countries at the international level. September 2020 Perspective EXPERT INSIGHTS ON A TIMELY POLICY ISSUE JAMES DOBBINS, GABRIELLE TARINI, ALI WYNE The Lost Generation in American Foreign Policy How American Influence Has Declined, and What Can Be Done About It n the aftermath of World War II, the United States accepted the mantle of global leadership and worked to build a new global order based on the principles of nonaggression and open, nondiscriminatory trade. An early pillar of this new Iorder was the Marshall Plan for European reconstruction, which British histo- rian Norman Davies has called “an act of the most enlightened self-interest in his- tory.”1 America’s leaders didn’t regard this as charity. They recognized that a more peaceful and more prosperous world would be in America’s self-interest. American willingness to shoulder the burdens of world leadership survived a costly stalemate in the Korean War and a still more costly defeat in Vietnam. It even survived the end of the Cold War, the original impetus for America’s global activ- ism. But as a new century progressed, this support weakened, America’s influence slowly diminished, and eventually even the desire to exert global leadership waned. Over the past two decades, the United States experienced a dramatic drop-off in international achievement. A generation of Americans have come of age in an era in which foreign policy setbacks have been more frequent than advances. Xi Jinping’s Address to the Central Conference on Work Relating to Foreign Affairs: Assessing and Advancing Major- Power Diplomacy with Chinese Characteristics Michael D. Swaine* Xi Jinping’s speech before the Central Conference on Work Relating to Foreign Affairs—held November 28–29, 2014, in Beijing—marks the most comprehensive expression yet of the current Chinese leadership’s more activist and security-oriented approach to PRC diplomacy. Through this speech and others, Xi has taken many long-standing Chinese assessments of the international and regional order, as well as the increased influence on and exposure of China to that order, and redefined and expanded the function of Chinese diplomacy. Xi, along with many authoritative and non-authoritative Chinese observers, presents diplomacy as an instrument for the effective application of Chinese power in support of an ambitious, long-term, and more strategic foreign policy agenda. Ultimately, this suggests that Beijing will increasingly attempt to alter some of the foreign policy processes and power relationships that have defined the political, military, and economic environment in the Asia- Pacific region. How the United States chooses to respond to this challenge will determine the Asian strategic landscape for decades to come. On November 28 and 29, 2014, the Central Chinese Communist Party (CCP) leadership convened its fourth Central Conference on Work Relating to Foreign Affairs (中央外事工作会)—the first since August 2006.1 The meeting, presided over by Premier Li Keqiang, included the entire Politburo Standing Committee, an unprecedented number of central and local Chinese civilian and military officials, nearly every Chinese ambassador and consul-general with ambassadorial rank posted overseas, and commissioners of the Foreign Ministry to the Hong Kong Special Administrative Region and the Macao Special Administrative Region. -

Foreign Policy Analysis is a well-defined subfield within the International Relations field, with its own sections in the International Studies Association and American Political Science Association (Foreign Policy Analysis and Foreign Policy, respectively). Our orientation in this course is more theoretical and process-oriented than substantive or interpretive. We focus on policy inputs and the decision-making process rather than on policy outputs. An important assumption underlying this course is that the processes through which foreign policy is made have a considerable impact on the substantive content of policy. We follow a loose a levels-of-analysis framework to organize our survey of the theoretical literature on foreign policy. We examine rational state actor, bureaucratic/ organizational, institutional, societal, and psychological models. We look at the government decision-makers, organizations, political parties, private interests, social groups, and mass publics that have an impact on foreign policy. We analyze the various constraints within which each of these sets of actors must operate, the nature of their interactions with each other and with the society as a whole, and the processes and mechanisms through which they resolve their differences and formulate policy. Although most (but not all) of our reading is written by Americans and although much of it deals primarily with American foreign policy, most of these conceptual frameworks are much more general and not restricted to the United States. -

CHAPTER 1 The Historical Legacy for Contemporary Russian Foreign Policy o other country in the world is a global power simply by virtue of geogra- N phy.1 The growth of Russia from an isolated, backward East Slavic principal- ity into a continental Eurasian empire meant that Russian foreign policy had to engage with many of the world’s principal centers of power. A Russian official trying to chart the country’s foreign policy in the 18th century, for instance, would have to be concerned simultaneously about the position and actions of the Manchu Empire in China, the Persian and Ottoman Empires (and their respec- tive vassals and subordinate allies), as well as all of the Great Powers in Europe, including Austria, Prussia, France, Britain, Holland, and Sweden. This geographic reality laid the basis for a Russian tradition of a “multivector” foreign policy, with leaders, at different points, emphasizing the importance of rela- tions with different parts of the world. For instance, during the 17th century, fully half of the departments of the Posolskii Prikaz—the Ambassadors’ Office—of the Muscovite state dealt with Russia’s neighbors to the south and east; in the next cen- tury, three out of the four departments of the College of International Affairs (the successor agency in the imperial government) covered different regions of Europe.2 Russian history thus bequeaths to the current government a variety of options in terms of how to frame the country’s international orientation. To some extent, the choices open to Russia today are rooted in the legacies of past decisions. -

This seminar course will focus on major topics in the history and historiography of the Russian Empire and Soviet Union. Themes to be explored include political culture, empire and nationality questions, socialism, revolution, terror, class and gender. In the Napoleonic wars, Russia gained greater international prestige and influence than it had ever before. However, it was evident for many educated Russians that their country was “backward” compared to the Western Europe in its social and political system and economic performance. Russia retained serfdom longer than any other European country, until 1861, and the citizens gained representative bodies with legislative prerogatives only in 1905-1906, after all the other European countries except the Ottoman Empire. Many educated people lost their trust in the government and adopted radical, leftist and revolutionary ideologies. Even after the abolition of serfdom, the relations between peasants and noble landowners contained elements of antagonism. Industrialization began in the 1880s and brought additional problems, since radical intelligentsia managed to establish connections with discontented workers. In the course of the nineteenth century, the traditional policy of co-operation with local elites of ethnic minorities was challenged by both Russian and minority nationalisms. -

History 21H.466 Imperial and Revolutionary Russia, 1700-1917 Fall 2010 Elizabeth A. Wood TR 1-2:30 p.m. At the beginning of the eighteenth century Russia began to come into its own as a major European power. Members of the Russian intellectual classes increasingly compared themselves and their autocratic order to states and societies in the West. This comparison generated both a new sense of national consciousness and intense criticism of the existing order in Russia. In this course we will examine different perspectives on Russian history and literature in order to try to understand the Russian Empire as it changed from the medieval period to the modern. Students are asked to write weekly short papers of approximately 1-2 pages responding to the readings (8 in all). In addition you will write one 8-10 page research paper, due November 2. Each student will lead one class with questions prepared in advance for everyone to consider. At the end of the course there will be a final examination. Participation in the course will be evaluated as follows: 1) class participation and response papers (25%); 2) one 8-10 page research paper (50%); 3) final examination (25%).
