The first issue (No. 68) contains a review of the current status of adult literacy worldwide and articles on an adult literacy program in Nepal; adult new readers as authors; testing literacy materials; the use Jf hand-held electronic learning aids at the primary level in Belize; the use of public television to promote literacy in the United States; reading programs in Africa and Asia; and discussions of the Laubach and Freirean literacy models. Articles in the second issue (no. 69) discuss the potential of educational technology for improving education; new educational partnerships for providing basin education; gender differences in basic education; a social marketing campaign and guidelines for the improvement of basic education; adaptations of educational television's "Sesame Street" for use in other languages and cultures; and resources on basic education.

    1 Aliya of American Pioneers By Yehuda Sela (Silverman) From Hebrew: Arye Malkin A) Aliya1 Attempts During WW II The members of the Ha‟Shomer Ha‟Tzair2 Zionist Youth Movement searched a long time for some means to get to the shores of the Land of Israel (Palestine). They all thought that making Aliya was preferable to joining the Canadian or the American Army, which would possibly have them fighting in some distant war, unrelated to Israel. Some of these efforts seem, in retrospect, unimaginable, or at least naïve. There were a number of discussions on this subject in the Secretariat of Kibbutz Aliya Gimel (hereafter: KAG) and the question raised was whether individual private attempts to make Aliya should be allowed. The problems were quite complicated, and rather than deciding against the effort to make Aliya, it was decided to allow these efforts in special cases. Later on the Secretariat decided against these private individual efforts. The members attempted several ways to pursue this goal, but none were successful. Some applied for a truck driver position with a company that operated in Persia, building roads to connect the Persian Gulf and the Caspian Sea. Naturally, holding a driving license that did not qualify one for heavy vehicles did not help. Another way was to volunteer to be an ambulance driver in the Middle East, an operation that was being run by the Quakers; this was a pacifist organization that had carried out this sort of work during the First World War. An organization called „The American Field Service‟ recruited its members from the higher levels of society.

Many of the sources posed problems concerning numerical data on immi­ gration, especially for the months leading up to the end of the British Mandate, January-April 1948, and the first few months of the state, May­ August 1948. The researchers point out that 7,574 immigrant data cards are missing from the records and believe this to be due to the 'circumstances of the times'. Records are complete from September 1948 onward, and an important population census was held in November 1948. A parallel record­ ing system conducted by the Jewish Agency, which continued to operate after that of the Mandatory Government, provided us with statistical data for immigration during 1948-9 and made it possible to analyse the part taken by the Holocaust survivors.

    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. Yet a shockingly small fraction of this research focuses on the millions of Israelis and Palestinians who share this land, their relations with one another, and how such relations could be improved so that a breakthrough might be possible. This report is both timely and necessary, and can hopefully provide a blueprint for greater international support of civil society efforts to foster conflict resolution. Just beyond the wall lies the neighborhood of al-Ram, now severed from East Jerusalem. The Israeli settlement of Pisgat Ze’ev lies beyond in East Jerusalem. This publication takes its point of departure from Fazal Sheikh’s Memory Trace, the first of his three-volume photographic proj- ect on the Israeli–Palestinian conflict. Published in the spring of 2015, The Erasure Trilogy is divided into three separate vol- umes—Memory Trace, Desert Bloom, and Independence/Nakba. The project seeks to explore the legacies of the Arab–Israeli War of 1948, which resulted in the dispossession and displacement of three quarters of the Palestinian population, in the establishment of the State of Israel, and in the reconfiguration of territorial borders across the region. Elements of these volumes have been exhibited at the Slought Foundation in Philadelphia, Storefront for Art and Architecture, the Brooklyn Museum of Art, and the Pace/MacGill Gallery in New York, and will now be presented at the Al-Ma’mal Foundation for Contemporary Art in East Jerusalem, and the Khalil Sakakini Cultural Center in Ramallah. In addition, historical documents and materials related to the history of Al-’Araqīb, a Bedouin village that has been destroyed and rebuilt more than one hundred times in the ongoing “battle over the Negev,” first presented at the Slought Foundation, will be shown at Al-Ma’mal.

    Hagefen www.gfn.co.il August 11, 2017 MENASHE SECTION Menashe Regional Council chair Ilan Sadeh signs the plan for the new industrial zone: Menashe Regional Council The Industrial Zone in Menashe: Planning completed for the Iron Industrial Zone The Menashe Regional Council has completed planning for the Iron Industrial Zone, with all approvals in hand Architect Leah Perry, engineer for the Menashe-Alona Regional Planning and Building Committee, noted that the land area chosen – part of the Menashe regional jurisdiction between the Menashe Regional Center and the Barkai intersection – is close to the country’s main transportation network, in proximity to the Iron interchange on Trans-Israel Highway 6 as well as Highway 2, Route 65 and Israel Railways. The location is also consonant with the master plan for Wadi Ara development. The industrial zone has a total area of 1085 dunams (c. 268 acres), with 628,000 square meters for industrial and commercial buildings and another c. 15,000 square meters of public buildings. by Yaniv Golan This week Menashe Regional Council chairman Ilan Sadeh and architect Leah Perry, the council engineer for the Menashe-Alona Regional Planning and Building Committee, signed off on the plans, which were forwarded for registration with the Haifa District Planning and Building Committee, prior to final approval of the plans. The Iron Industrial Zone will be shared by six Jewish and Arab local councils in the northern Sharon area of Wadi Ara. The new industrial zone is an initiative of Menashe Regional Council chairman Ilan Sadeh. Behind this project is a unique Jewish-Arab partnership involving Jewish councils – the Menashe regional council and the Harish local council – alongside a series of Arab councils in Wadi Ara – the Umm al Fahm municipality, the Kfar Qara local council, the Basma local council (comprising Barta’a, Ein a-Sahle and Muawiya) and the Arara local council.
