WP/IP Template MET/IE WG/14 – WP/5 Agenda Item 3 05/03/16 International Civil Aviation Organization FOURTEENTH MEETING OF THE ASIA/PACIFIC METEOROLOGICAL INFORMATION EXCHANGE WORKING GROUP (MET/IE WG/14) Bangkok, Thailand, 7 – 9 March 2016 Agenda Item 3: OPMET exchange ALIGNMENT OF BANGKOK METAR/TAF BULLETINS (Presented by Thailand) SUMMARY Bangkok ROBEX Centre has aligned all METAR/TAF Bulletins with respect to the composition of location in the bulletins in order to facilitate the comparison and interpretation of results of monitoring exercises based on the OPMET bulletins. 1. INTRODUCTION 1.1 Reference to ROBEX WG/13 decision 13/3 – Alignment of ROBEX OPMET bulletins. 1.2 Reference to activity 9 of ROBEX Working Group work plan: Improve Efficiency and effectiveness of ROBEX Scheme. All RODBs should do Activity 9.1: Align content of SA bulletins with FT bulletins, where appropriate Activity 9.2: Adjust FT bulletin filing time, where appropriate Activity 9.3: Review FASID table and ensure all necessary aerodromes are contained in OPMET bulletins 2. DISCUSSION 2.1 Bangkok ROBEX Center has completed the alignments in all METAR/TAF Bulletins under its responsibility. 2.2 Alignment of Bangkok Bulletins (as in Attachment I, II) consists of METAR Bulletins SAAE31, SAAE32, SAAE33, SAAE34 SATH31, SATH32, SATH33 MET/IE WG/14 – WP/5 -2- Agenda Item 3 05/03/16 TAF Bulletins FTAE31, FTAE32, FTAE33, FTAE34 FTTH31, FTHT32, FTTH33, FTTH34 2.3 Bangkok ROBEX Center has notified all APAC RODBs and ROBEX centers of the alignments by issuing METNO on 1 October 2015 with the effective date on 30 October 2015 2.4 Bangkok ROBEX Center has updated Table A: ROBEX Collection and Dissemination of METAR (SA) Bulletins (See Attachment I). 2.5 Bangkok ROBEX Center has updated Table B: ROBEX Collection and Dissemination of TAF (FT) Bulletins (See Attachment II). 2.6 Bangkok ROBEX Center has updated Table C: ROBEX Exchange of METAR and TAF compared with APAC FASID Table MET 1A (See Attachment III). 3. The strong southwest monsoon prevails over the Andaman Sea, southern Thailand and the Gulf of Thailand. Torrential rain is likely over upper Thailand and isolated heavy to very heavy falls in the Northeast and the East. People in the low land and the riverside in the Central and the East should beware of flooding during the period.     The Study on the Integrated Regional Development Plan for the Northeastern Border Region in the Kingdom of Thailand Sector Plan: Chapter 8 Industry 8.3.2 Feature of the Industrial Town Organization of I-san is divided by three regions by each Ministry and Agency, because of the supporting system of hierarchy. Roughly speaking, southwest center and gate city is Nakhon Ratchashima, southeast center is Ubon Ratchathani and Northwest center is Khon Kaen. Four provinces in northeast I-san are divided into two groups. Nakhon Phanom and Mukdahan belong to Ubon Ratchathani of the Southeast and Sakon Nakhon and Kalasin belong to the Khon Kaen of Northwest center. Since the four provinces are far from the center city, they could not receive full support from the center. Even that Khon Kaen and Ubon Ratchathani are the centers of the regions, they themselves also require economic support. Eventually, four provinces should be developing themselves (see Figure 8.9). Figure 8.9 Functions of Four Provincial Towns But a careful consideration of this region indicates that I-san region should be divided into four sub-regions. Northeast region of four provinces should be joined together and establish a new regional community. The results of the study found that Indigo dyed natural. It is a local wisdom related to knowledge, ability and experience. The ancestors learned, improved, and transcribed from generation to generation. By telling and taking action. It becomes a knowledge that has a local identity. Such as cultivation, indigo dyeing and patterns. Currently, more than 100 patterns of indigo dyed. It is a pattern that most members are skilled in weaving. The product development and application can be applied to a variety of market demand. Tatting has 2 styles 1) Ancient pattern 2) striped Applied. The production of indigo dye is fascinating with the process of producing indigo from the plant called “Indigo” By dyeing indigo is a cool dye. The way of wisdom inherited from the ancestors. Indigo dyed cloth, thus creating a sentimental value to manufacturers and the occupant's hard to get comparable value. Since the projected change is expected to affect the agricultural sector, especially in the tropical climate zones, it is important to examine possible changes in crop yields and their bio-physiological responses to future climate conditions in these areas. This study employed a climate impact assessment to evaluate potential cassava root crop production in marginal areas of Northeast Thailand, using climate change projected by the CSIRO-Mk3 model for 2009–2038. The EPIC (Erosion Productivity Impact Calculator) crop model was then used to simulate cassava yield according to four scenarios based on combinations of CO2 fertilization effects scenarios (current CO2 level and 1% per year increase) and agricultural practice scenarios (with current practices and assumed future practices). Future practices are the result of assumed advances in agronomic technology that are likely to occur irrespective of climate change. They are not prompted by climate change per se, but rather by the broader demand for higher production levels.
